1.0. Background
The Government of the Republic of Zambia has made strides in securing
sustainable access to water by promoting innovative financing for development
and management of water resources, in line with the Sustainable Development
Goal (SDG) No.6, Vision 2030 and the Seventh National Development Plan (7NDP).
However, the country is still facing increasing freshwater challenges that
need to be addressed. It is in this vein, the Government through the Ministry
of Water Development, Sanitation and Environmental Protection in partnership
with World Wide Fund for Nature (WWF) Zambia has embarked on the development
of the Lower Kafue Landscape Finance Plan. The Lower Kafue Landscape Finance
Plan will catalyse financial sustainability and investment in the water
sector.
The Lower Kafue Catchment (also known as the Kafue Flats) extends from Itezhi-
Tezhi Dam to the confluence of the Kafue Rive with the Zambezi River. It
covers nine (9) districts namely Itezhi-Tezhi, Mumbwa, Namwala, Monze, Kalomo,
Choma, Mazabuka, Lusaka, Kafue, Chikankata and Chirundu. The Kafue Flats
contribute major industrial, socioeconomic and ecological significance to
Zambia. It contribution through its water use represents 50% towards
hydropower production, 20% of the national herd, 7% of national fisheries and
25% of Maize production. It is home to 1.3 million people which makes up Nine
(09) percent of the Zambian population. A large proportion of this population
(73 per cent) is rural, and directly dependent on the ecological function and
flow regime of the Lower Kafue River.
1.1. Rationale
Fifty percent (50%) of the total Zambian population is dependent on the Kafue
catchment. In addition, the catchment contributes an estimated USD 5.1 million
a Growth Domestic Product (GDP) annually and it is a primary source of inputs
for critical sectors such as hydropower and agriculture. However, the basin is
at high risk, as it has reached its maximum level for water allocation, while
experiencing increasing demand. As a consequence, future water demands will
not be met. It is against this backdrop that the Lower Kafue Sub Catchment, as
the microcosm of Zambia’s freshwater issues and test bed for innovative
solutions, is the ideal landscape for a Landscape Finance Plan.
1.2. Objectives of the Consultancy
The main objective of the consultancy is to develop a 10-year financing plan
for the Lower Kafue Catchment.
2.0. Scope of the Consultancy
The consultancy will focus on the Lower Kafue Catchment considering various
activities and planned interventions to be implemented by both government,
private sector and communities. The consultancy will also focus on the
knowledge and available resources from literature, interviews, meetings and
stakeholder consultations.
2.1. Tasks
The main task of the Consultant shall be to identify activities/ intervention
and financing option that will protect the ecological integrity of the river
basin and improve the livelihood of the Lower Kafue Catchment. To achieve this
task, the Consultant shall perform the following tasks
a) Develop an implementation plan for the 10-year financing plan;
b) Review relevant research, documents, studies and benchmark with best
practices;
c) Undertake stakeholder analysis, including community and private sector
engagement;
d) Assess and propose partnership linkages between communities, public and
private institutions;
e) Identify economic, ecological, social, cultural and other values,
f) Assess and rank the ecosystems threats and drivers of change;
g) Identify potential opportunities and interventions in the landscape;
h) Identify entry points for private sector intervention in the landscape;
i) Identify and recommend short, medium and long term financing and resource
mobilization options;
j) Provide specialist input and expertise;
k) Carry out and complete all tasks and activities set out in the approved
work plan in time and efficient manner
l) Coordinate closely with the core team;
m) Present findings and incorporate comments from the core team;
n) Any other assignment given by the core team.
3.0. Output/ expected deliverables
Specifically, the consultant will be responsible for the following
deliverables

> partnership linkages between communities; public and private institutions;
> short, medium and long term financing and resource mobilization options;
implementation plan for the 10-year financing plan;

3 Production of First draft of the financing plan
> Incorporated comments from core team.

4.0. Process of the consultancy
a. The consultant will spend some time in consulting the core team on the
sequencing of the various tasks in line with priorities of the assignment.
Otherwise, he/she shall operate in his work station and may go on mission and
in this case may come to Lusaka.
b. A core team will be established as a decision body and will ensure
participation from key stakeholders for the development of the finance plan
for the attainment of the its goals and objectives
c. The core team will clear the consultancy deliverables for payment.
d. The consultancy is expected to produce monthly progress reports to the
MWDSEP and WWF.
e. The Final Copy of the Finance Plan should be given in (soft and hard
copies) i.e. word format– editable and publishable copies.
5.0. Duration of the Contract
The consultancy is expected to take 6 months starting from October 2020.
6.0. Consultancy profile
The Consultant required to undertake the assignment described in these Terms
of Reference should possess qualifications and experience in the following
> A minimum qualification of a master’s degree in Environment, Natural Resources Management and Ecology, Finance Planning and Modelling, Water Resources Management or any other related field;
> A minimum of 5 years of working experience in water stewardship; river basin management and/or governance; policy and regulations; economic, social and finance; renewable energy; corporate engagement; participatory development;
> Experience working in developing countries particularly in Sub-Saharan Africa;
> Experience of working with international organizations in the fields related to integrated water resource management, sustainability and environmental management;
> Excellent analytical and writing skills and demonstrated teamwork skills and ability to work independently; and
> Excellent written and oral communication skills in English language is a must.
