CALL FOR PROPOSALS – Matching Grant

Improving advisory services for small-scale dairy farmers through digital
solutions

Background

As part of its support to the agricultural sector in Africa, the German
Federal Ministry for Economic Development and Cooperation (BMZ) launched a
multi-sectoral Special Initiative “ONE WORLD-No Hunger” which aims to
sustainably eradicate hunger and malnutrition. Under the framework of this
special initiative, GIZ has been implementing the Green Innovation Centres
for the Agriculture and Food Sector (GIC) project since 2015 in Zambia. The
project aims to contribute to sustainable rural development by boosting
incomes of small-scale farmers, creating employment opportunities and
increasing climate resilience. To reach these goals, GIZ identifies and
promotes innovations in the agri-food sector, scales up pilot experiences and
supports the dissemination and implementation of innovations along the
supported value chains. Focusing on the dairy value chain, the project
supports small-scale dairy farmers in Southern Province through capacity
development in the areas of animal husbandry, fodder production and feeding
regimes, animal health and climate-change adaptation. Being aware of the
limitations of traditional extension services, particularly in respect to
scale and timing, GIZ is eager to explore digital extension solutions that can
provide highquality advisory services to small-scale dairy farmers.

Matching grant

A matching grant is based on the principle of cost-sharing between two or
among several parties. For this call, it means that the applying entity must
be able to match at least 50% of the entire value of the requested funds. GIZ
aims to fund innovative entrepreneurial ideas which positively impact the GIC
project target group of smallholder farmers in the Southern Province of
Zambia.

Who can apply

Successful candidates will be selected in a two-step process. In a first step,
applicants and their business ideas must comply with all*> the following
criteria to be eligible for the grant. Applicants that do not comply with
all*> the criteria must not apply as they are considered non-eligible. In a
second step, shortlisted applications will be appraised by a five-person GIZ
steering committee using evaluation criteria describe in the MGF guidelines.

The applying entity must

a) have legal status to operate in Zambia;
b) be located within Zambia;
c) have demonstrated experience in ICT;
d) demonstrate the capacity to implement, steer and finance the proposed
project, including matching at least 50%*> of the total value of the
project1 (i.e. between 10,000.00€ and 50,000.00€ depending on the proposed
total budget).
e) operate in the public-benefit sector.

The proposed solution should

a) already be self-sustaining or intend to be in the long term;
b) focus on advisory/extension services in dairy farming;
c) be accessible in the Southern Province;
d) be suitable for both English and Tonga speakers;
e) built based on identified needs of end users

How to apply

Interested applicants that comply with all above criteria are invited to
develop a full proposal. Only proposals developed using the standard
application form will be considered. The application form (incl. a budget
template) and a guideline document with important information about the
process and the evaluation criteria, can be requested for by sending an email

Proposals must be submitted digitally to greeninnovation-zambia@giz.de, using
the reference “Matching Grant Application 2020”.

Proposals sent by fax or physically will not be considered. The deadline for
submitting the documents is September 11th, 2020 at 1200 hrs.

1 For example If the total value of the project is ZMW 1,400,000.00, the
applicant can demand a maximum of ZMW 700,000.00 from GIZ under the MGF so
that their own contribution equals at least 50% of the total value.
