The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is the
implementing agency of the Federal Republic of Germany for technical and
international cooperation. It offers flexible, sustainable and effective
solutions in political, economic and social change processes. Most of the work
of GIZ is commissioned by the German Federal Ministry for Economic Cooperation
and Development (BMZ). GIZ also operates on behalf of other German ministries
as well as public and private bodies in Germany and abroad. These include the
European Commission, the United Nations, the World Bank and governments of
other countries.

Under Reform of the Water Sector Phase II (RWS II) , GIZ is continuing its
support to the Ministry of Water Development, Sanitation and Environmental
Protection (MWDSEP), sector institutions and regulators, as well as private
and public service providers, in order to implement the 1994 and 2010 water
sector reforms for improved access to and efficient management of water and
sanitation services, in the overall approach of integrated water resources
management. RWSII has also continued support to the Ministry of Higher
Education (MoHE) in order to close the skills gap in the sector from the
Technical Vocational Education Training (TVET) perspective. The objective of
RWS II reads “The conditions for transparent planning and implementation
processes for ensuring water and sanitation services as well as competence
development for professionals in the water sector are improved.” During this
phase, processes and procedures to improve water and sanitation services at
national and regional level, with a focus on rural areas, will be supported
and linked to vocational education and training in the water sector. In
particular, (1) core processes of the Ministry of Water, (2) water and
sanitation services in rural areas, (3) long term training for water sector
professionals, (4) skills enhancement for water professionals, (5) adaptation
of vocational training offers by a skills advisory group for trades related to
the water sector, (6) sanitation services in urban areas of Lusaka including
industrial wastewater management and (7) regulatory mechanisms and climate
reporting.

In this context, GIZ is seeking a suitable candidate for the following
position

Junior TVET Advisor (Lusaka based)

Main tasks and responsibilities

> Providing support with the organising of meetings with TVET Partners as well as documenting the deliberations by way of minutes and pictures
> Supporting the SAG Secretariat at NWASCO in the implementation of activities
> Supporting LBTC and LVTC in Lusaka in the implementation of the water operations and plumbing diploma programmes in close collaboration with GFA Consulting Group
> Supporting the four VTIs (LBTC, LVTC, MaTTI and MwTTI) and Water Utilities (thus LpWSC and LWSC) in the development of six short courses for continuous professional development for the water and sanitation sector
> Supporting the two VTIs (LBTC and MaTTI) and Water Utilities (thus LpWSC and LWSC) in the piloting of dual education courses.
> Supporting the TVET Development Advisor with implementing TVET activities at MaTTI and MwTTI in Luapula

Techn *> ical support

> Assisting the Senior TVET Advisor and the GIZ/GfA team with the organising of meetings with TVET Partners as well as documenting the deliberations by way of minutes and pictures and making follow-ups on commitments
> Arranging for all project related travels of TVET partners
> Initiating the development of draft documents relevant to TVET
> Assisting the SAG Secretariat at NWASCO with the implementation of planned activities
> Supporting LBTC and LVTC in Lusaka in the implementation of the water operations and plumbing diploma programmes in close collaboration with GFA Consulting Group
> Supporting the four VTIs (LBTC, LVTC, MaTTI and MwTTI) during the six short courses for continuous professional development for the water and sanitation sector
> Supporting the two VTIs (LBTC and MaTTI) and Water Utilities (thus LpWSC and LWSC) in the on-boarding and implementation of piloting the dual education curricular of water operations (craft and diploma level).
> Supporting the TVET Development Worker located in Luapula province in implementing TVET activities at MaTTI and MwTTI, including the development of strategic plans and business plans, stakeholder mapping and partnership management

Coordination, monitoring and knowledge management

> Assisting with organising stakeholder, partner and committee virtual/physical meetings
> Assisting with developing draft factsheets and Facebook posts on skills development and jobs
> Supporting internal project planning, operations planning and coordination

Other duties/additional tasks*>

> Performing any other tasks at the request of the GIZ RWS II Programme Manager and the Senior TVET Advisor

Qualifications and requirements

> Minimum of a bachelor’s degree in a related field, e.g. in Water Supply and Sanitation, Environmental Engineering, Environmental Education, Water Management, vocational training related or comparable courses

Professional experience

> At least 1 year*> of demonstrable, professional experience in the field of water supply and sanitation services in Zambia
> Experience in skills development is an added advantage

Knowledge, additional competences

> Ability to work under pressure with high resilience and motivation
> Understanding of social issues and challenges in the Zambian skills development sector
> Fluency in English, with the ability to articulate oneself well in writing and orally
> Fluency in Nyanja or Bemba
> Good communication and social skills
> Must have strong IT skills (e.g. MS Office, online research, etc.)
> Must be proactive and must be able to use own initiative

The successful candidate will be expected to start employment with GIZ, on a
full-time basis, as soon as possible. The contract shall be for a fixed term
