Organizational Setting

The Food and Agriculture Organization (FAO) is a specialized agency of the
United Nations that leads international efforts to defeat hunger and
malnutrition. The main aim of the FAO country offices, which are headed by an
FAO Representative, is to assist

governments to develop policies, programmes and projects to achieve food
security and to reduce hunger and malnutrition, to help develop the
agricultural, fisheries and forestry sectors, and to use their environmental
and natural resources in a sustainable manner. Social protection has been
recognized by FAO as a critical pillar to accelerate progress in the fight
against hunger, food insecurity and rural poverty. Notably, social protection
interventions have the potential to contribute to sustainable poverty
reduction and economic growth. Eastern Africa now stands out as one of the two
sub regions in Africa on track to meet the Malabo commitments, with the
highest concentration of flagship social protection programmes on the
continent. FAO has been strategically involved in Zambia to support the
national social protection systems.

In Zambia, FAO has since 2017 been actively engaged with the Food Security
Pack Program (FSP) in the Ministry of Community Development and Social
Services. The FSP is a program that provides agricultural inputs to poor and
vulnerable small holder farmers across all districts of Zambia to increase
food security, improve nutrition and reduce poverty. FAO is providing
technical support to the Government of the Republic of Zambia (GRZ) through
the Smart Zambia Institute to develop the ZISPIS, with initial support to the
Social Cash Transfer (SCT) and the Food Security Pack (FSP) Programs. To
ensure sustainable support, FAO obtained approval for a pilot project proposal
jointly developed with the MCDSS in 2020 to support operational and design
improvements to the program. In this regard, the development of the FSP
component of ZISPIS is complete and FAO is supporting pilot testing of the FSP
component of ZISPIS, the development of a targeting mechanism for the FSP and
fundraising to support the roll out of the approved FSP pilot project to
realize planned operational and design improvements to the FSP program.

In 2019, FAO supported the Governments of Zambia and Ghana through the
delivery of a 3-phase Capacity Development Programme (CDP) on Strengthening
the use of poverty analysis to achieve SDGs 1 &2\. In the framework of the
Programme, participants from a wide array of Ministries in Zambia, developed
action plans to implement learned approaches within their Ministries, and
decided to collaborate around the design and implementation of a cash plus
approach in Zambia. This consultancy will support and accompany the cash plus
process and follow up implementation of CDP participant’s action plans.

Reporting Lines

Under the overall supervision of the Representative of FAO in Zambia, direct
supervision of the Assistant FAOR in charge of programmes and in close
collaboration with the FAO projects, and relevant government entities, the
consultant will be responsible for the following tasks and responsibilities.

Technical focus

> Technical contribution to monitoring activities for social protection interventions, including development of tools and methodologies
> Represent FAO Zambia in technical Working Groups on Social Protection as well as other institutional coordination mechanisms
> Regular participation in Technical Working Groups on social protection as well as other institutional co-ordinational mechanisms
> Concept note for resource mobilization developed and submitted, donors approached, pilot pitched
> Participate in and support activities of UNCT Results Group 2 including RG2 reports written and submitted on time
> Support government in implementation and development of the electronic version of the Food Security Pack (FSP)
> Progress reports are submitted on time

Tasks and responsibilities

> Support the roll out of the FSP pilot programme, as designed by FAO in collaboration with the GOZSupport and contribute to effective and efficient planning management, coordination, monitoring, and evaluation activities related to the FSP
> Ensure that the project enhances social protection and agriculture dialogue within policy spaces in Zambia
> Help to manage and coordinate technical support around the FSP and other social protection interventions ensuring planning, monitoring and timely implementation.
> Collaborate with national and district level authorities to enable strengthen capacity for quality data collection and transmission onto ZISPIS
> Identify other partners including potential donors and explore internal opportunities to mobilize resources for the implementation of the pilot FSP and facilitate effective collaborating within the UN family
> Provide follow-up support to the implementation of action plans from the RAF-led Capacity Development Programme on “Strengthening the use of Poverty Analysis for reaching SDGs 1 &2”.
> In particular, the multi-sectoral Cash Plus efforts in Zambia, led by the Ministry of Community Development and Social Services (MCDSS), by;
> Participate in and provide support in policy dialogue on social protection policies, legislation, and programmes with attention to increasing coverage of social protection and contribute to strategic (internal and external) processes of Cash Plus interventions, including development of documents
> Support strengthening closer collaboration between participants of the Capacity
> Development Programme (CDP), from various ministries, as part of the efforts to enhance the cash plus initiatives and cross-sectoral collaboration in Zambia.
> Facilitate capacity building efforts for the multi-sectoral cluster advisory group (CAG) members to be involved in the implementation of the cash plus initiative on coherent, multi-sectoral approaches for poverty reduction
> Establish of effective partnerships with the Government, bilateral and multilateral donors, NGOs, civil society, and other UN agencies to support sustained commitment towards FSP and XX to extending social protection to rural communities
> Support in developing a social protection strategic engagement document for the FAO Zambia Office through consultations with the key stakeholders in the agriculture and social protection sector as well as review of key social protection and agriculture policy and Programme documents as well as FAO led research products.
> Represent FAO in sectoral coordination mechanisms, such as the Cluster Advisory Committees, Co-operating Partners Group-Social Protection, the Co-operating Partners Group-Agriculture and within and across these fora to promote and contribute to discussions on linkages between agriculture and social protection
> Contribute to the preparation of accurate and timely reporting on programme and activities that enable informed decision making and consistence of information
> Liaise with internal counterpart to ensure effective collaboration, and monitoring of ongoing social protection projects and other projects as needed
> Research and analyse policy and operational issues to support colleagues in the development of policies, programmes and activities ensuring alignment with wider CPF.
> Perform other duties as required

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

> University qualification in the field of social protection, social policy, rural development, development studies or equivalent
> At least five (5) relevant progressive experience in the field of social protection and rural development, including experience in project management, monitoring and evaluation, capacity development/training, policy support and analysis and relevant experience at field level.
> Knowledge of social protection, rural development and agriculture context in Zambia
> Knowledge and experience of engagement and providing policy discussion and decisions
National of Zambia.
