Background

WWF (The World Wide Fund for Nature) is an International Non-Governmental
Organization. Our mission is to stop the degradation of the planet’s natural
environment and to build a future in which humans live in harmony with nature.
WWF is working with companies, governments, communities and other partners in
watershed protection and the sustainable management of shared water resources
in the public interest through collective actions at basin level. WWF has
worked on freshwater conservation for decades and is a strong advocate for
responsible private sector engagement on water issues.

Context

The Kwando River is a major headwater tributary of the Zambezi River that
provides critical water resources to the heart of the Kavango-Zambezi (KAZA)
Transfrontier Conservation Area, the largest transboundary protected area for
wildlife and ecotourism on the planet. The KAZA region is home to an estimated
2.5 million people and serves as the migratory corridor for the largest
population of elephants in Africa and other important wildlife, including
lions, hippopotamus, cheetahs, crocodile, buffalo and zebras.

The Kwando Basin is shared by four countries namely; Zambia, Angola, Botswana
and Namibia. WWF has over the years supported transboundary dialogue and
cooperation around water resources in the Kwando River Basin. In response to
economic development characterised by growing investments in industry and
agriculture, population growth and growing demand for food, energy and water,
the need to engage both the public and private sector for the purposes of
harnessing sustainable use of natural resources and finding nature based
bankable development projects so as to enhance job creation, improved
livelihoods and action against climate change cannot be underemphasized.

WWF Zambia is now seeking to hire the services of a suitable consultant, based
in Angola for a period of 3 months. The expert will play a pivotal role in
engagement with the Government of Angola, private sector (Multinational
Commercial organizations and Small to Medium Enterprises) NGOs, and
universities.

Scope of Consultancy

The consultant will initiate scoping and creating discussions on the
implementation of WWF’s Freshwater work in the Kwando River, detailing
dynamics of the policy, private sector, research and community engagement. The
consultant will facilitate regional set up activities and partner engagement
in Angola.

Objectives

> To conduct necessary assessments and outreach by project objective to inform the design of the project implementation arrangements and partnerships for the following components of the WWF Postcode Freshwater program.
> The consultant will identify and WWF on relevant potential strategic and implementing partner within government, private sector and academia, and civil society organizations to secure Zambezi headwaters in the Kwando.
> The consultant will advise on potential effective strategic and implementing partnerships within Angola government institutions, regional institutions private sector and academia and civil society organizations to advance freshwater community conservation and livelihoods in the Kwando
> Provide recommendations for implementation within the COVID19 context per pillar
> The consultant will advise on potential effective strategic and implementing partnerships within the government, private sector, academia, and civil society organizations to promote bankable water solutions.
> Per the component of the project, the consultant will identify and assess opportunities, risks, and challenges to the attainment of each project objectives and recommend the necessary mitigation measures.
> Provide verified information on estimates on costs for proposed project activities in the project work plan
> Secure key lead partnerships and MOUs per component approved by WWF Zambia management
> Advice on options for team structure and skills for effective steering and delivery of project and collaboration with the WWF FW team based in Zambia.

Key Deliverables

1. Generate the scoping report for the implementation of the WWF Postcode Project, clearly stating the potential strategic and implementing partners within government, private sector and academia, and civil society organizations to secure Zambezi headwaters in the Kwando. The report should include
> The report submitted should include recommendations for ensuring potential effective strategic and implementing partnerships within Angola government institutions, regional institutions private sector and academia and civil society organizations to advance freshwater community conservation and livelihoods in the Kwando.
> Clearly identified opportunities, risks, and challenges per the component of the project, and recommendation of the necessary mitigation measures. Recommendations for implementation within the COVID19 context per pillar.
> Advice on options for team structure and skills needed for effective steering and delivery of project
2. Secured the relevant key lead partnerships through MOUs or partnership agreements per Kwando NPL component
3. Complete the cross sectorial effectiveness consultative mechanisms assessment required to ensure the development of concerted efforts to address problems arising from the Kwando system water, energy and food nexus. Evaluation of the potential for an integrated, long-term and multi-sectoral strategy to cover considerations for existing and planned water infrastructure for irrigation and hydropower production in relationship to considerations for development associated risks on ecosystems.
4. Deliver at least 3 private sector partnerships and community participation agreements in natural resources management, water stewardship and creation sustainable business opportunities through capacity development in bankable nature projects and enterprise choices that increase community income and environmental benefit.
5. Documentation of the identified network of other NGOs and other key stakeholders in Angola Kwando Basin for consideration and the establishment of common grounds for the implementation of environmental and social risks evaluation and assessment of potential impacts on livelihoods, access to natural resources and sustainability.

Qualifications and Experience

> Master’s degree water resources management, hydrology and water resources, soil and water engineering, physical land resources management, natural resource economics, natural resources management, land and water development, candidates with qualifications in business administration, international development, agricultural economics, economics, rural development or related field are encouraged to apply.
> Five years or more relevant experience; including a strong technical negotiation background, experience of political negotiation process influencing work, and people management experience.
> Well-developed interpersonal and team skills and proven ability to be flexible in demanding solutions.
> Management and negotiation skills in order to build and maintain relationships with senior government / non-government stakeholders.
> Extensive experience in assessment, monitoring, surveillance and evaluation of socio-economic and political situations for advocacy programmes; including demonstrated capacity to lead political negotiations
> Ability to train others in key tools and approaches related to effective political engagements
> Excellent facilitation, communication and inter-personal skills, and the ability to establish and maintain effective working relationships with colleagues and partners, external actors and allies.
> Demonstrated oral, writing and presentation skills in Portuguese and English Language are a must.
> Experience in the identification of potential private sector partners and formalizing partnerships that are mutually beneficial.
> Superior, demonstrated writing, reporting, and oral presentation skills.
> Experience in the Angola is required.

Line Management

The incumbent will report to the Freshwater Team Lead, with support from the
Conservation Manager and WWF Transboundary Project Coordinator. He/she will
also work in close partnership with colleagues across the Kaza and WWF
Network, especially the WWF Netherlands and other relevant offices.
