Department Overview – EYP

USAID-funded Empowered Youth Project I (EYP) will accelerate and sustain HIV
epidemic control in Zambia through the delivery of high-impact HIV prevention,
care and support services to Vulnerable Children and Adolescents (VCA) and
their families. The goal of the project is to mitigate the impact of HIV and
improve the health and wellbeing of VCA through the delivery of high-impact,
evidence-informed, and age-appropriate interventions customized for each VCA
sub-population using a family-centered approach. It also seeks to improve the
social and health outcomes of vulnerable households in high HIV burden
districts across two provinces of Zambia (Copperbelt and North-Western) in
close collaboration with the Government of the Republic of Zambia (GRZ).

Position Summary

The Education Coordinator will oversee the overall coordination and provision
of TA related to all education activities, including the design,
implementation and delivery of education support services for the USAID
Empowered Youth Project I (EYP). The Education Coordinator will ensure that
these services respond to the needs of the intended beneficiaries and project
objectives. This includes supporting vulnerable children and adolescents (VCA)
and their families affected by HIV and AIDS to be schooled by addressing
barriers to educational access and learning and improving school retention and
progression through evidence-based interventions that are adapted to the
Zambia context

Job Responsibilities

> Provide technical support and mentoring to local partners in education programming for VCA and ensure integration within the comprehensive VCA package of services (such as focus on primary and secondary school completion, effective transition to secondary school, progression and completion; after school support, monitoring of school attendance, progression, and completion)
> Provide technical assistance on interventions to support education for out of school adolescents (such as facilitate school re enrollment or linkages to vocational training/opportunities);
> Provide technical assistance in approaches for provision or linkage to bursary, tuition, or school fees, school uniform, books, or other materials.
> Map, engage, develop, and nurture relationships and partnerships with the private sector for expanded VCA educational support through private sector partnerships.
> Collaborate with local partners to ensure necessary school support materials are identified, quantified, procured, and distributed to the right beneficiaries properly.
> Adapt and contextualize best practices in the provision of education support services to meet the needs of the VCA program’s target population.
> Provide technical assistance and capacity building in line with identified needs for the provision of education support services.
> Monitor, evaluate and refine education support services provided or facilitated through the project to ensure they are meeting the needs of project beneficiaries and in line with project objectives.
> Develop and maintain strong and collaborative working relationships with implementing partners, government agencies, service providers, and other stakeholders to ensure the achievement of the project’s education support objectives and targets.
> Participate in the assessment, strengthening, and monitoring of technical capacities of consortium and local partners related to education support.
> Support sub-partners to ensure timely reporting, monitoring and analysis of education related results against set targets, Assist local partners in analyzing and using M&E data on education activities to adjust implementation strategies as necessary.
> Review, compile and submit high quality progress reports, including outcome-based reporting, on education support services
> Participate in the development of project work plans, reports, success stories, or other products.
> Act as focal point person representing the project at national level working closely with the Ministry of Education.
> Perform other duties as requested.

Basic Requirements

> Master’s degree in Education or other social science or field of study related to the program scope of work required.
> At least seven (7) years of experience with community-based programs focused on education support for vulnerable children, adolescents, and underserved populations, including those affected by HIV.
> Familiarity with the health context and structural issues in Zambia.
> Experience implementing USAID and/or PEPFAR-funded health programming.
> Prior experience working in similar role required.
> Ability to communicate (verbally and in writing) technical issues effectively and persuasively.
> Demonstrated written, presentation, and communication skills in English
> Ability to respond to multiple priorities in a timely manner, producing high-quality outcomes.
> Ability to work independently, take initiative and manage a variety of activities concurrently.
> A strong team player with excellent interpersonal skills and ability to work in high profile, fast-paces environment.
> Ability to use MS Office (Word, Excel, Access, PowerPoint).
> Ability to travel to the field at 50%-60% of LOE
