II. Position Description

The Human Resources and Administration Manager is part of Senior Management
and reports to the Country Director, with a dotted line reporting to the
Regional HRBP and Finance Team. The HR & Admin Manager is responsible for the
strategic and day-to-day management of HR, procurement, operational and
administrative processes. These functions will be performed in conjunction
with the CD and Regional HRBP and Finance functions and in compliance with
donor and internal policies as well as local Labor Laws. This position works
closely with other departments to facilitate participative approaches to the
management of HR, procurement, operational and administrative practices.

Duties & Responsibilities

Human Resources

> Document, interpret and communicate HR policies and procedures to staff and at all times ensuring that TechnoServe Zambia and Malawi’s employee handbooks and practices are compliant with Zambian and Malawian labor laws and HR best practices.
> Strategic human resource planning taking into consideration TechnoServe’s current and expected growth trajectory and aligning these to a clear staffing plan.
> Lead all hiring processes for the local offices including new hire orientations, sexual harassment training and on other topics as required
> Manage contracts and annual performance appraisal cycle and evaluations
> Manage and administer local benefits program e.g. medical cover, insurance, NAPSA, Pension Scheme etc and serve as the liaison between local employees and corporate benefits manager.
> Manage monthly payroll, excluding remittance of applicable taxes to ZRA and MRA
> Support the Country Director in managing compensation in Zambia and Malawi by conducting annual salary surveys and developing and maintaining a Zambia and Malawi Compensation Structure.

> Manage talent acquisition to include staff development and succession plans, job description development and annual revisions in consultation with Managers & Global HR while database of potential candidates;
> Maintain a positive work environment, manage complex employee relations issues, retrenchment procedures if needed, participate in disciplinary investigations and associated hearings, and prepare legal termination letters if required.
> Maintain Human Resource Information System records and compile reports from database, ensuring completeness, accuracy and confidential management of employee records.
> Ensure appropriate Safety and Security Guidelines are completed and distributed to all staff and training is conducted for employee safety and security.
> Any other duties as may be assigned from time to time by the supervisor

Procurement

> Manage procurement for administrative needs of the program
> Ensures accountable, timely and cost effective delivery of supplies to the program
> Train and mentor staff on procurement procedures
> Maintain procurement templates and ensure best practices are known and used throughout the program
> Review all payments to ensure compliance with procurement procedures to be fair and transparent
> Negotiate preferential rates with regular suppliers of key product services; e.g. hotels, airlines to obtain competitive discounts.

Operations and Administration

> Manage all operational and administrative functions of the programme
> Responsible for all registration and legal requirements to operate in Zambia and Malawi, including annual tax returns and board coordination.
> Complete set up process for TechnoServe in Zambia and Malawi as a functioning entity, including start-up activities as needed.
> Update and maintain assets register; this involves receiving all assets and equipment purchased, tagging the equipment, updating the records in the register and forwarding tagged and ensuring all assets in the hands of employees are registered.
> Manage all IT related matters for the office.

III. Required Skills and Experience

> University degree or any related field; (Bachelors Human Resources, Organisation Psychology, Social Sciences, LLB). Possession of a Master’s degree in a relevant field or other Human Resource qualification / certification is an added advantage
> 5 – 8 years’ experience in Human Resources Management
