Expression of Interest (EOI) for the Establishment of a Decentralization,
Service Delivery and Citizen Engagement Resource Center and Learning Lab

Background

The USAID Local Impact Governance Activity (Local Impact) is a five-year
activity that is helping Zambia build up a sub-national system of governance
for devolved service delivery more responsive to citizen needs. The activity
is engaging national and sub-national authorities to expand the capabilities
of district-level governance bodies to deliver sustainable development
outcomes, increase effective citizen and private-sector involvement in
development planning and monitoring, and improve public financial management
and domestic revenue generation. The activity has the following three
objectives.

> Objective 1 Citizens improve their collective skills to effectively assess service-delivery needs and performance and constructively engage with government.
> Objective 2 The sub-national governance system becomes more responsive to citizen needs, generates, and accountably expends revenue, and improves service-delivery outcomes.
> Objective 3 The program generates learning and facilitates problem solving that supports the development of an effective, financially viable sub-national governance system for devolved services, capable of being scaled up throughout Zambia.

Call for Expression of Interest (EOI)

Local Impact invites submissions from organizations legally registered in
Zambia to submit an expression of interest to establish a Decentralization,
Service Delivery and Citizen Engagement Resource Center and Learning Lab. The
goal of this lab is to collect, manage, and disseminate knowledge, lessons
learned and share best practices on decentralization, service delivery and
citizen engagement.

This Resource Center and Learning Lab will serve as a one-stop resource for
reports, data, manuals and tools developed by the Government of the Republic
of Zambia (GRZ), cooperating partners, and local and international
organizations related to decentralization, service delivery and citizen
engagement. It will be based in Lusaka and be open to individuals and
organizations that have interest in and work on decentralization, citizen
engagement and service delivery issues from across the country. There will be
both physical and on-line holdings that will need to be organized to
facilitate easy access.

The selected partner will participate in an initial co-creation workshop with
Local Impact, USAID, and key GRZ partners, to agree on the final design for
the Resource Center and Learning Lab. Local Impact will provide modest
financial resources to establish the Center/Lab, but the host organization
will need to develop a sustainability plan.

Submission Instructions

The EOI should address the following

> A brief description of your organization, including its expertise related to decentralization, service delivery and/or citizen engagement;
> Why your organization is an appropriate host for the Resource Center and Learning Lab; and a
> Summary of your approach to establishing and maintaining the Resource Center and Learning Lab, including how you would sustain this initiative.

Interested organizations should submit an EOI of not more than three (3) pages
by 26th May 2021, 17hrs local time. Submissions should be sent to
