Company Description
The HBCU Global Health Consortium (HBCU GHC) consists of four historically
black colleges and universities (HBCUs) in the United States Charles R. Drew
University of Medicine and Science (CDU), Meharry Medical College (MMC),
Morehouse School of Medicine (MSM), and Howard University (HU). The HBCU GHC
project is funded by the US President’s Emergency Plan for AIDS Relief
(PEPFAR) through the Health Resources and Services Administration (HRSA),
HIV/AIDS Bureau, Division of Global HIV Programs, and is a multi-year
initiative.
Project Description
The HBCU GHC is established to develop and implement strategies to address the
social determinants and health inequalities found within the context of the
clinical transformation that will enhance and improve the provision of
HIV/AIDS services in Lusaka, Zambia. The goal of the project- with its
partners (HRSA and PEPFAR) – is to improve the quality of healthcare, clinic
workflow, and teambuilding which will lead to improved health outcomes within
the district hospitals in Lusaka, Zambia.
Position Description
The HBCU GHC is seeking a qualified Deputy Country Director who will be
responsible for providing clinical leadership and the overall coordination of
the HBCU GHC’s clinical and public health work in Zambia. They will work
closely with the Country Director and in close association with the clinical
leaders from each of the HBCU GHC’s projects. With the advice and approval of
HBCU GHC, the Deputy Country Director will assist the Country Director as
requested with the development and management of external relations with the
host government (e.g. Ministry of Health), donors, and national and
international non-governmental organizations (NGOs) to strengthen working
relationships with these entities and ensure overall success of the project.
Under the direction of the Country Director, the Deputy Country Director has
the responsibility for integrating and producing all reports as required by
the Consortium and funders. They will also be responsible for identifying key
issues and proposing and implementing responses and solutions to ensure
overall project efficiency and effectiveness. They will assist with
facilitating the consortium members’ work-plans are implemented on time, on
target, and within budget. The Deputy Country Director will support the
Country Director and Consortium with pursuing business development
opportunities and overall consortium business as directed. This position is
based in Lusaka, Zambia.
Functional Responsibilities
The tasks listed below are representative of the nature and level of work
assigned and are not necessarily all in-inclusive.
Program Management
> Lead the process of strategic planning and establishment of quality standards for project management and implementation.
> Ensure annual work plans align with strategic objectives and project commitments.
> Provide a monthly schedule of planned support activities for each program to their respective PIs/leadership
> Coordinate and develop annual work plans with partners.
> Provide ongoing programmatic support for all HBCU GHC Principal Investigators’ (PI) staff for implementation activities at all identified hospitals informed by weekly distance and face-to-face supervision from the U.S. based representatives of the four HBCU Consortium members.
> Work with the Country Director and the HBCU GHC, as assigned, to lead Consortium efforts to identify and pursue new prospective funding from USG, bilateral, multilateral, foundations and corporations, while deepening relationships with HRSA
> Provide effective leadership to ensure integration of the program implementation among MOH programs.
> Coordinate program related events (ex. workshops, site visits, assessments, etc.).
> Coordinate clinical services for HBCUs Global Health
> Responsible for tracking data both Clinical and Quality improvement across all project sites.
> Collate information for quality improvement plans for all HBCU– GHC partners
> Responsible for Tracking HIV trends in – country for adults and children
> Monitor and provide guidance to the HBCU/GHC regarding patients of the country and HIV situation.
> Tracking and monitoring HIV activities across all project sites and facilities.
> Provide Ensure that MER,s are concise and fit into 95 – 95 – 95 progress
Compliance
> Support individual consortium partners to ensure both narrative and financial reports are submitted to the HBCU Consortium and the donor in a timely manner.
> Assist where requested by individual consortium leaders to track and monitor program budgets in country; manage the operations budget and monitor the effective use of project funds.
> Oversee drafting and submission of applications and follow-up communication with local institutional review boards (IRBs)
Program Development
> Work with the Country Director and the HBCU GHC, as assigned, to lead Consortium efforts to identify and pursue new prospective funding from USG, bilateral, multilateral, foundations and corporations, while deepening relationships with HRSA
> Working with the Country Director, identify and propose partnering options
> Contribute to proposal development activities including coordinating completion of tasks and writing and editing essential sections.
> Provide support to HBCU – GHC partners with the expansion program to the Copperbelt and Southern provinces
> Develop tracking tools that cuts across the entire HIV epidemic control cascade – 95 95 95 ( HIVTS, ART, Suppression)
> Develop and implement Monitoring and evaluation plans
Human Resources
Ensure clear, collaborative communication with all identified clinic partners
and support the activities of HBCU staff working on behalf of the Consortium
at all clinic sites.
Partnerships and Representation
> Represent HBCU GHC program as requested at various stakeholder meetings and conferences globally
> Working with the country director, provide close coordination and integration with other USG and PEPFAR-funded implementing partners.
Qualifications and Experience
> Bachelor’s degree in a clinical discipline and a licensed clinician in the areas of Nursing, Medicine, Physician Assistant, Clinical Officer, Medical Officer with a minimum of 5 years of experience as a clinician required
> Advanced degree in Medicine or Nursing field highly desired.
> Public Health experience and advanced degree (MPH, MSc, PhD) in Public Health, Medicine or any other relevant field highly desired.
> Optimally, 5 or more years of relevant, progressively responsible, professional experience in the design and management of public health programs, with a focus on HIV/AIDS or health systems strengthening programs or research projects in Sub-Saharan Africa highly desired
> Solid professional reputation and proven success in building or supporting relationships with host country government agencies, counterparts, and donors (e.g., HRSA, CDC, USAID, DFID, SIDA, and Foundations) highly desired.
> Demonstrated success in coordinating complex projects and experience in program administration, financial oversight, award contractual compliance, and sub-award management highly desired.
> Experience supporting multiple Principal Investigators or project directors simultaneously is required.
> Ability to work across multiple time zones required (you will occasionally have to work beyond 1700hrs to interface with the US-based Principal Investigators).
> Skilled and knowledgeable in developing project monitoring and evaluation reports required.
> Experience managing PEPFAR funded programs, contracts, and reporting systems and coordinating with other PEPFAR implementing partners required.
> Demonstrated experience and proficiency in at least one technical domain within HIV/AIDS programming.
> Demonstrated technical expertise and skills in quality assurance systems and programs.
> Demonstrated clinical experience in care and treatment of people living with HIV, including ART provision and implementing adherence and retention strategies highly desired.
> Demonstrated knowledge of and experience in working with the Republic of Zambia’s Ministry of Health, especially in HIV/AIDS service delivery required.
> Skilled and experienced in providing capacity building trainings to improve service delivery in ministry of health facilities required.
> Excellent oral and written communication skills in English required.
> Ability to effectively communicate in local Zambian language(s) is an advantage.
> Experience in leading or supporting business development activities highly desired.
> Knowledge of development principles and practices, as well as USG rules and regulations, and relevant technical guidelines governing grant programs highly desired.
> Excellent analytical and critical thinking skills and strong professional judgment required.
> Experience working with international, governmental or non-governmental agencies, donor organizations, or other relevant entities.
> Demonstrated ability to handle multiple tasks simultaneously in a fast-paced environment, set priorities, meet deadlines, and to work both independently and in a team environment.
> Demonstrated ability to maintain confidentiality and handle sensitive situations effectively required.
> Demonstrated ability to improve performance and satisfaction required.
> Energetic, independent, self-motivated.
> Skilled in the use of Microsoft Office products (Excel, Word, PowerPoint) and required.
