1\. Introduction
We Effect is a Swedish development organisation with a Regional Office in
Southern Africa and Country Offices in Malawi, Mozambique, Zambia, and
Zimbabwe. It supports development powered by people who themselves live in
poverty and works with local member-based organisations. We Effect’s vision is
a sustainable and just world free of poverty. To succeed, it has to start by
changing the situation for the most vulnerable – women and girls, who
constitute 70% of those living in poverty. To achieve gender equality, We
Effect’s global and regional strategies Equality First (2017 – 2021)
prescribes gender equality as the core of all We Effect work. In 2020, We
Effect adopted the Interim Strategy (2020-2021) to respond to the challenges
posed by the Corona Virus 2019 (Covid 19). The Interim Strategy with a focus
on the right to food, complements the Equality First and aims at contributing
to a better and more sustainable future.

The We Effect strategies are implemented through programmes designed in close
collaboration with local partner organisations. We Effect has been using the
study circle methodology as an extension tool through self-learning by the
rights’ holders with its implementing partners for more than two decades now.
In 2014, an evaluation of the Study Circle methodology was commissioned in
Southern Africa, whose aim was to ascertain how the methodology works, its
strengths and weaknesses regarding improving the livelihoods of the target
group. In 2020, an internal evaluation of the study circle methodology under
the Extension Training for Rural Agriculture (EXTRA) project was conducted in
Zimbabwe to ascertain its effectiveness, impact, efficiency and its comparison
and compatibility with other extension methods.

The findings of the evaluations revealed that the study circle materials were
highly appreciated by study circle participants. However, study circle
participants interviewed requested for materials to be more accessible in
terms of vernacular languages, simpler formats, and media to complement the
books, booklets, and specific case studies from the community. At the
grassroot level, there was none or very limited overview of the study circle
materials available, which meant that participants did not know what to ask
for.
2\. Evaluation Purpose
The evaluation seeks to review the Study Circle
• methodology,
• techniques and
• assess its effectiveness in reaching and causing change within the target
group.

A majority of We Effect’s target group are not able to read and write. The
evaluation will be undertaken with a focus on four thematic areas, Gender
Equality, Financial Inclusion, Right to Land, Natural Resource Management,
Environment and Climate Change.

Target group refers to youth (male and female), women and men including the
differently abled people living in rural /far flung areas and work together to
reach common goals.

The evaluation will be conducted in Malawi, Mozambique, Zambia, and Zimbabwe.

The specific objectives of the evaluation are
a. To review and evaluate the current study circle materials available within
the region of Southern Africa (ROSA), techniques and methodologies implemented
and roles within We Effect country offices and at partner organisation level.
The review will be detailed per country.
b. To provide documentation on the functionality of the study circle
methodology and the results among small scale farmers and other rights holders
within ROSA.
c. To ascertain the extent to which We Effect country and partner
organisations have implemented the recommendations of the evaluation
undertaken in 2014.
d. To ascertain the effectiveness of study circle techniques and methodologies
in reaching target group, with a focus on Gender Equality, Financial
Inclusion, Right to Land, Natural Resource Management, Environment, and
climate Change.
e. To identify cost effective and efficient media that can be used to transmit
study circle information in a simplified way to the target group including
ones that are not able to read and write.
f. To compile a list of demand-driven study circle materials in the region per
country in order of importance and or demand by the target group.
g. To update and, compile lists of study circle materials available, needed
and material gaps.
h. To identify programmatic priorities, approaches, strengths, challenges,
lessons learned and recommendations on how the study circle methodology can be
improved and up-scaled in the light of Covid 19 pandemic.
i. To provide detailed recommendations on how the study circle materials can
be simplified.
j. Propose other relevant methodologies which could be adopted in development
work.

3\. Methodology
The evaluation will be conducted in Malawi, Mozambique, Zambia, and Zimbabwe,
taking into consideration the Covid 19 guidelines applicable in each country.
The study is expected to use mixed methods of data collection and techniques
which will include but is not limited to the following
• Focus Group Discussions (FDGs) with rights holders and or Study Circle
members.
• Key Information Interviews (KIIs) with selected stakeholders including but
not limited to We Effect and Partner programme staff linked with Study Circle
methodologies, Study Circle Organisers etc.
• Survey with study circle group members.
• Desk review and reference to study circle materials/ documents and reports.
• Observation of trainings including the training of trainers (TOT) conducted
by We Effect, Partners training the study circle organisers, study circle
organisers training the study circle leaders and observation of study circle
meetings.

4\. Deliverables
a. Inception Report The inception report shall include timeline, full
budget, and detailed methodology as well as a brief justification of the
methods and techniques to be used. The inception report including the data
collection tools should be submitted and presented to We Effect and its
partner organisations to facilitate feedback before commencement

b. Draft Evaluation Report To be submitted and presented through a webinar to
We Effect staff and partners highlighting main preliminary findings,
conclusions, and recommendations at a validation meeting.
c. Final Evaluation Report including an executive summary and annexures (data
collection tools and consent forms).
d. Cleaned data set including full transcription and translated FGDs and KIIs
to English.

5\. Duration and Timing
The whole duration of the assignment will be for 30 days. The Consultant(s)
will be required to commence work by 31 May 2021 and complete the evaluation
by 9 July 2021.

Remuneration, logistics and duration of the contract
The consultants will be paid an agreed daily rate based. Workdays will be
distributed between the date of contract signature and end date of evaluation.

Payment fees will be based on the delivery of outputs, as follows

> 40% upon approval of the Inception Report.
> 60% upon submission of the final evaluation report.

The Consultant(s) should provide a full budget (inclusive of travel costs and
subsistence allowances) in the proposal to undertake the assignment. The
Consultant will work from their premises, using their own equipment. The
Consulting team will be required to arrange own logistics as regards
accommodation, field visits and transport.

6\. Consulting Team Composition
The evaluation will preferably be conducted by a team comprising persons with
expertise in agricultural extension, gender, and women economic empowerment,
adult learning approach as well as business development/cooperative
development/women led organisations, among others. Preferably, the consulting
team should have one regional lead with team members in the four countries to
address covid 19 travel restrictions and knowledge on local language and
country contexts.

7\. Qualifications and Experience of the Consultant(s)

> Advanced degree in social sciences, gender studies, development studies, agricultural sciences, adult education, or any other relevant qualification.
> At least 8 years’ experience in conducting complex regional programme evaluations in rural development for other international organisations
> Expertise and experience in Gender Equality, Financial Inclusion, Land Rights, Natural Resource Management, Environment and Climate Change.
> Knowledgeable about agricultural extension, study circle methods/participatory methodologies and gender dynamics in Southern Africa.
> In-depth knowledge of evaluation methods, data collection and analysis.
> Excellent analytical, writing and communication skills.
> Conversant in at least two languages spoken in the target countries including English.
> Excellent written and spoken English, including Portuguese, Shona, Nyanja, or Chichewa.

8\. Required Bid

The consultant(s) is requested to submit the following

> Articulated and detailed technical and financial proposals interpreting the TORs, workplan reflecting only working days. The financial and technical proposals must be separate.
> A cover letter summarising suitability, experience, and qualifications for this assignment.
> Curriculum vitae’s of team members.
> List of relevant similar assignments undertaken by the consultants.
> Technical proposal interpreting TORs, with indicative work plan showing consultant’s planned approach to the assignment.
> Detailed and clearly articulated Financial proposal.
> Company profile and compliance to the Laws of the Republic of Malawi, Mozambique, Zambia and or Zimbabwe.
> Any other support documents e.g. tax clearance certificates, recommendation letter.
