Department Overview

Pact, a non-profit organization based in Washington, DC, is implementing a
USAID-funded project, USAID/Z-CHPP, aimed at reducing new HIV infections by
increasing adoption of high impact HIV services and protective behaviors among
at-risk populations, using evidence-based and locally owned solutions. Pact
has an immediate need for highly competent country citizens to fill the
following position.
Pact exists to help create a world where those who are poor and marginalized
exercise their voice, build their own solutions, and take ownership of their
future.

The Position

The Provincial Program Coordinator is directly responsible to and supervised
by the Deputy Chief of Party. The Provincial Program Coordinator will support
the DCOP in the day to day management and implementation of strengthening
activities in the respective province. S/he will work closely with and support
sub-grantees, DATFs and CATFs, and health facilities working in their province
and will ensure coordination with other relevant programs and stakeholders.

Specific Duties and Responsibilities

Project Management

> Responsible for the review of all DREAMS sub-partner project documents including budgets, implementation plans, MER plans and progress reports.
> Support sub-partner in day to day management and implementation of HIV Prevention services for AGYW.
> Support drafting and review of DREAMS documents including budgets, annual workplans and progress reports.
> Monitor the implementation of the sub-partner’s implementation plans and budgets.
> Support review of sub-partner’s financial performance in relation to implementation plan.
> Establish quality assurance team and provide support to staff on quality improvement of project implementation.
> Support sub-partner in timely reporting.

Administration

> Maintain hard copy filing and electronic filing for DREAMS project documents.
> Develop and maintain site visit schedule and filing of all reports.
> Oversee the utilization of project assets including petty cash, office equipment, supplies and motor vehicle etc.
> Supervise district staff.

Coordination

> Work with Government Ministries in the HIV response and represent Pact in public events and Government meetings.
> Work with DATFs and CATFs and health facilities in the district to ensure coordination with
other projects and stakeholders.

> Strengthen the functionality of district networks and stakeholders’ meetings including collaboration with other USAID Partner Organizations.
> Represent Pact in district development coordination meetings.
> Work with sub-partner to facilitate site visits for HQ and donor personnel.

Monitoring and Evaluation

> Provide general and basic M&E mentoring support to sub-partner.
> Work with Pact M&E team to conduct site-level supportive visits.
> Support routine data Quality Assessments.
> Support carrying out of monthly and quarterly data reviews to inform programing.
> Support sub-partners and stakeholders in routine project implementation monitoring and follow up.

Basic requirements

> Bachelor of Arts in Public Health and/or Social Sciences or relevant or equivalent experience.
> Fluency in English and the local language of the area.
> Excellent communications and report writing skills.
> Training and knowledge in HIV/AIDS prevention in the health sector.
> Project management experience.
> M & E experience will be an added advantage).
> A minimum of 5 years’ experience in NGO and HIV environment.

General

> Perform functions with a view to safeguarding and developing the best interests of Pact.
> Ensure the accuracy and completeness of reports and partner’s files.
> Perform other reasonable duties as assigned.

> Ability to work independently, take initiative and manage a variety of activities concurrently.
> A strong team player with excellent interpersonal skills and ability to work in high profile, fast-paced environment.
> Ability to communicate technical issues effectively and persuasively.
> Demonstrated ability to manage multiple projects effectively, think analytically and take initiative in solving problems.
> Ability to use MS Office (Word, Excel, Access, PowerPoint)
