protected areas and outstanding wild places. FZS maintains long-term
conservation programmes in Africa, South America, Asia, and Europe. The Africa

FZS Zambia FZS-Z has been active in the North Luangwa Ecosystem since 1986
and Nsumbu since 2017, working to conserve these globally important wilderness
areas. FZS-Z supports effective and efficient protected area management, with
a focus on law enforcement and community outreach with a focus on empowering
host custodians in GMAs to manage their own resources. Particularly, the North
Luangwa Ecosystem Programme NLCP has the mission of ‘Linking Livelihoods and
Landscapes’. NLCP works using the following strategies

large landscape enforcement tactics and capability to protect, conserve, and
preserve wildlife habitats and ecological services;

neighbouring communities and wider Zambian society;

JOB DESCRIPTION MONITORING, EVALUATION AND GIS SENIOR COMMUNITY
CONSERVATION OFFICER 1 POSITION

This position will provide assistance with the strategic and operational
oversight of the monitoring, evaluation and learning for the North Luangwa
Conservation Programme, focussing on the USAID Hearth project. S/he will also
play a support role for outreach project activities funded by Hearth and other
donors in the chiefdoms of East Musalangu GMA.

2\. Position in the Organisation

The MEGSCO reports to the Community Outreach Manager/DCOParty

The MEGSC Officer works closely with the Senior MERL Advisor and the COP for
the USAID Luangwa Hearth Programme as well as the FZS community outreach field
team.

The MESGCS Officer works closely with other Hearth Implementing partners in
key chiefdoms.

The MEGSC with key stakeholders in the eastern Musalangu GMA including
customary leadership and district authorities under the guidance of the COM.

3\. Salary

4\. Job Purpose

This position will implement the HEARTH’s Monitoring, Evaluation, Research,
and Learning MERL plan under the guidance of the Senior MERL advisor,
provide GIS services to the NLC Programme as well as provide oversight and
stakeholder liaison in eastern Musalangu GMA.

5\. Responsibilities

These will include

-->Provide input into a review of KPIs and MERL plans for the North Luangwa Conservation Programme, with a focus on activities and associated impact under the Hearth Programme
-->Assist with design and implementation of baseline, ongoing and follow up surveys, including data collection and management systems, using electronic data collection/entry interfaces and cloud-based storage systems
-->Manage NLCP GIS layers
-->Develop maps as required for operations and reporting
-->Assist with set up and management of data management systems
-->Train field staff in ODK and SMART data entry.
-->Supervise and mentor specific field data collection staff
-->Contribute MERL to reports and schedules.
-->Provide technical input into CBNRM governance, village landuse planning, HWI and other outreach activities in East Musalangu
-->Oversee a team of outreach team field assistants

6\. Qualifications and Experience

Essential

-->Bachelors’ degree in a relevant field such as community based natural resource management
-->At least 5 years previous experience with CBNRM and/or community development activities in Zambia
-->Experience of setting up ODK and managing associated data systems
-->Basic understanding of monitoring and evaluation approaches and data management
-->Analytical and data presentation skills
-->GIS package use and map production
-->Experience in communicating project results and learning.
-->Excellent written and spoken English, including report writing

Desired

-->USAID reporting experience
-->Experience of setting up and running SMART monitoring and database systems
