Luapula, Lusaka, Northern, North-western, and Southern provinces of Zambia,
has the following vacancy available at Head Office in Lusaka.
Job Title Program Support Manager – Safety & Security Focal Point

JOB SUMMARY
The Program Support Manager will be responsible for leading and managing
administration, Overseeing Procurement and logistics functions for all of CARE
Zambia. The position will play a leading role in the development and
implementation of organizational strategies, policies and practices as well as
protecting CARE assets by identifying where work processes require
improvement, re-engineering, and leading regular customer service feedback
mechanisms. This position will interact with program managers to oversee all
stages of supply chain and administration to support timely and high-quality
implementation of CARE programs in line with CARE policies and procedures. The
position will have a particular focus on improved service delivery,
efficiency, process improvement, simplification, cost control and compliance.
SPECIFIC DELIVERABLES
Leadership and management of the Country Office Program Support Function
-->High quality leadership and team management – Manage the performance of team members through performance reviews, frequent conversations, and other methods as appropriate for continuous performance improvement.
-->Develop and organize activities of Program Support Department to provide timely and effective support to CO program to ensure objectives are met.
-->Partner with other CO senior management positions and departments in ensuring seamless coordination and support for program management.
-->Ensure Program Support strategies are integrated into the overall CO business plan and with the senior management team to ensure that CARE has the appropriate staffing structures, management systems, and support systems to implement high quality programming
-->Lead business process improvements for the CO Program Support department to bring efficiency and effectiveness to the CO. Responsible for staff performance management, development and talent management, capacity building of the Program Support team.
-->Ensure that there is a coherence in the support provided between Maputo and Field Office locations, positively Influencing ways of working within the PS Team to have a positive impact on the efficiency of the different units and value addition to the CO
Planning, Budgeting, Monitoring and Reporting
-->Develop a Program Support Strategy and Annual Workplan, linked to the CO overall objectives
-->Coordination of functional units’ technical inputs and advise on Program Support budgets in line with agreed plans
-->Manage the Program Support budget and processes ensuring compliance with donor requirement thus totally responsible and accountable for that budget.
-->Foster the culture of procurement planning in CARE Zambia to benefit from economies of scale in procurement process.
-->Monthly Program Support budget versus actual monitoring and required actions including identifying cost efficiency required action or changes in policies to effectively manage program support budgets.
-->Work with Finance to ensuring compliance of processes for projects under existing and new donors
-->Review and consolidate all PS monthly reports for submission to management highlighting key issues for managements’ decision making
-->Ensure that all Program support reporting milestones are achieved by the CO team asset reconciliations, annual vendor verification report, Bridger checks, Risk register
Initiate new, revise existing CO Programs Support policies, systems, and
procedures in line with the legal and donor requirements
-->Develop and implement policies, procedures and operational systems that will ensure smooth running of CARE Zambia Program Support and the delivery of an excellent standard of customer service by the procurement team.
-->Maintain up to date knowledge of relevant CARE, donor and government of Zambia specific policies, procedures, and statutory requirements, including keeping abreast of any changes e.g. in tax laws, labor laws, etc. and ensuring they are strictly adhered to.
-->Monitor the relevance of existing policies, procedures, and systems to identify areas for improvement, striving for greater efficiency; take corrective actions as appropriate, referring to leadership and accountable managers.
-->Ensure that all required internal controls are in place and followed and continuously identify ways of strengthening systems to minimize fraud related risk.
Capacity building
-->Supervise, coach, and mentor the procurement, admin, and logistics team for high performance
-->Identify staff capacity and performance gaps, ensure that capacity building plans are developed, implemented, and monitored
-->Work closely and other CO PS positions in designated field locations to ensure that support systems and structures are in place and compliant with relevant internal and external policies and procedures.
-->Ensure that all PS team members and other CARE Staff in the CO are trained in and understand CARE Program Support Policies, Processes, and Systems.
-->Provide PS Support during emergency scale-up to ensure field office set up is done in an efficient and effective manner.
Country Office Compliance/risk management
-->Develop, update and CO Register of Active Risks ROAR and works towards CO proactively managing emerging risks and issues management.
Customers Service Excellence
-->Ensure coherence in the program support function and across functions to have positive impact on efficiency and value addition to the CO.
-->Establish and maintain effective relationship with customers for improved service delivery.
-->Develop effective partnerships with peer agencies for customer service benchmarking and improvement.
-->Provide proactive, rigorous, and logical methods to solve program support related challenges faced by units across the Country Office.
Advisory Role
-->Ensure that all offices in the CO have well constituted procurement committees so that there is consistent application of decision making within all committees.
-->Ensure that procurement data are timely analyzed and used for senior management and budget holders for accurate/informed decision making.
-->Provide proactive, rigorous, and logical methods to solve procurement related challenges faced by units across the CO.
QUALIFICATIONS
Education
-->Bachelor’s Degree in Business Administration, Logistics, Finance, or related areas or equivalent in years of professional experience in progressively senior roles. A Master’s degree is desirable.
Experience and Competencies Required
-->5-8 years of progressively responsible experience in procurement, contracts management, contracts administration and/or logistics, of which at least three 3 years of experience directly related to first-hand procurement and/or contracting is required
-->At least 5 years of experience in managing staff
-->Knowledge of contract management and experience in organizational effectiveness and operations best practices
-->Good understanding of various donor policies and procedures relevant to procurement
-->Excellent analytical, negotiation and communication skills
-->Demonstrated integrity, positive attitude, and ability to take initiative where appropriate to deal with difficulties encountered in daily work
-->Ability to adapt or change priorities according to the changing demands of the job
-->Customer oriented – internal and external
