Position Description

USAID SCALING UP NUTRITION TECHNICAL ASSISTANCE (SUN TA)

WATER SYSTEMS ENGINEER

1\. Project Background
The Scaling Up Nutrition Program is a cross-ministry and multi-donor program
to reduce stunting in Zambia through implementation of the Government of the
Republic of Zambia (GRZ) 1,000 Most Critical Days Program.

SUN TA provides support and direct technical assistance to sub-national local
government departments in target districts to plan, implement, coordinate, and
monitor integrated nutrition-sensitive and nutrition-specific activities to
reduce the rate of stunting among Zambian children under two and improve the
nutritional status of pregnant and lactating mothers. USAID has identified two
main objectives that address stunting, including (1) Adequate Quantity and
Quality of Dietary Intake among Target Groups; and (2) Adequate Health
Conditions for Biological Utilization of Nutrients. SUN TA interventions
increase access and availability of safe, diverse, nutritious food; adoption
of better child feeding and household hygiene practices; and access to
improved health, water and sanitation services. The project prioritizes
sustainability by improving intra-household joint decision making and building
the capacity of local government and their stakeholders to ensure
coordination, accountability, and learning, following the Scaling Up Nutrition
model.

2\. Location Lusaka, Zambia, with frequent in-country travel

3\. Objective
The Water Systems Engineer will coordinate all water development activities
for the project, with specific attention to providing technical assistance for
the rehabilitation of existing boreholes and for the development and
construction of new boreholes including the contracting and supervision of
qualified service providers for new borehole siting, design, drilling, and
construction. Working together with the SUN TA WASH Expert and District WASH
Technical Officers, s/he will support districts in adopting Integrated Water
Resource Management (IWRM) as they increase access to safe water and
sanitation. The aim is to have comprehensive water resources management
strategies with links to Community Led Total Sanitation and sanitation
marketing activities in the context of Community Based Resources Management.

4\. Tasks and Responsibilities

> Coordinate with responsible line ministries, departments and committees to ensure their effective participation on planning for development and rehabilitation of boreholes, and development and construction of new boreholes.
Facilitate the development of bill of quantities, provision of water point
specifications and support tendering and contracting for new borehole sitting,
design, drilling, and construction.

> Conduct infrastructure (Water and Sanitation) damage surveys to inform decision making on rehabilitation of existing systems.
> Provide technical support to District WASH Technical Officers and government partners in coordinating assessment and rehabilitation of non- functional boreholes.
> Provide technical support to District WASH Technical Officers and DWASHE committee to conduct desk and field appraisals for new boreholes development and construction.
> Ensuring construction/rehabilitation of boreholes is in accordance with approved designs and satisfy national guideline/standards.
> Conduct Verification and certification of civil works for new constructions.
> Conduct technical and site meetings with contractors and key stakeholders and provide technical supervision of construction works for community borehole siting, design, drilling, and construction and ensure the quality and quantity of services and materials for boreholes are in-line with the design specifications and standards.
> Design and implement water systems operational maintenance plans in coordination with local authorities, private sector and other district/ sub-district level stakeholders.
> Ensure environmental compliance during the boreholes site preparation, drilling, and construction.
> Provide technical input on the implementation of water point operational and maintenance trainings.
> Undertake field visits to monitor programs, as well as conduct periodic program reviews with government counterparts, other partners and donors.
> Support tender procedures for water infrastructure development works, including contractual agreements and application of mitigation measures with partners and contractors to resolve disputes.
> Review and approve contractor’s invoices in accordance with set standards, procedures and compliance requirements on agreements/contracts.
> Lead coordination with the contractors and enforcing terms of agreements to ensure that water points and sanitation infrastructure development are being executed as planned and suggesting improvements to implementation plan (when need arises)
> Supervise consultants and community-based volunteers as required
> Conduct any other programming responsibility delegated by supervisor

5\. Reporting and Supervision

The Water Systems Engineer directly reports to the WASH Expert in activity
implementation and management.

6\. Background, Experience, Qualifications and Skills

> Minimum Bachelor’s degree from an accredited college or university with a major in Water/Civil Engineering;
> At least 5 years progressive civil or hydro-engineering experience. Experience in Water Resources Development programs focusing on borehole siting, design, drilling, and construction required;
> At least 4 years of supervisory experience, or, an equivalent combination of education and experience to successfully perform the duties of the job as listed above;
> Demonstrated knowledge, ability and experience in working and supervising contractors in borehole siting, design, drilling, and construction;
> Good understanding of donor expectations and requirements as well as government policies and guidelines for water point and sanitation infrastructure development;
> Demonstrated ability with contract management, including project design, implementation, monitoring, evaluation and reporting;
> Demonstrated ability to lead, supervise and work effectively with stakeholders/partners, and transfer knowledge to diverse audiences through workshops, trainings, meetings, and participatory methods;
> Registered member of the EIZ with a valid engineering license;
> Demonstrated strong verbal and written communication skills, including the ability to interpret data in a clear and correct manner, for a wide range of stakeholders;
> Strong relationship management skills and the ability to work effectively with culturally diverse groups;
> Critical thinking and good judgement for sound decision making and creative problem-solving;
> Results-oriented professional, proactive, and quality service-oriented.
