ActionAid Zambia (AAZ) is part of the ActionAid Global (AAG) Federation,
sharing common values and aims to drive social change towards a just,
equitable, and sustainable world. AAZ works with the marginalized, excluded
women and young people, their organizations, and social movements to address
the structural causes of social injustice, gender inequality, and poverty.
ActionAid Zambia is undertaking the recruitment for experienced and suitably
qualified Zambians to fill in the following three Project based positions. The
recruitments are subject to the signing of the MOU with the Funder.
Position 1 Consortium Project Manager Duration 3 Years – Fixed Term
Contract
Job Purpose
The Consortium Project Manager shall be responsible for the overall
coordination of the sustainable Fisheries management project. This will
involve coordinating implementation and ensuring results are achieved in line
with the project goals, objectives, and outcomes.
The project’s overall objective is to enhance the social, economic, and
environmentally sustainable management of small-scale fisheries in Zambia.
More specifically, the action aims to strengthen small-scale fisheries
management and governance in three provinces of Zambia to protect livelihoods,
build the resilience of small-scale fishing communities thereby contributing
to SDGs. The action takes the Voluntary Guidelines for Securing Sustainable
Small-Scale Fisheries in the Context of Food Security and Poverty Eradication
(FAO-SSF guidelines, henceforth) into consideration.
SPECIFIC DUTIES
> Project/Programme Management
> Lead in designing programmatic and policy initiatives for the advancement of resilient livelihoods and climate justice.
> Lead in the identification and development of researches, advocacy/policy positions, and opportunities to influence policy on resilience and climate change at national, regional, and internationally.
> Oversee the effective planning, implementation, monitoring, reporting, and evaluation of the fisheries project to achieve the defined project objectives.
> Provide technical advice, support, and links to implementing Partners’ National Coordinators particularly in the design of activities and in developing partners and target group relationships.
> Oversee monitoring of resilience and climate change and project activities at national and local levels, ensuring documentation of impact and learning in line with AAZ MEL framework.
> Oversee the effective implementation of the Monitoring and Evaluation framework in collaboration with the Consortium partners and MEL team, ensuring sharing of knowledge and learning within and outside the consortium.
> Lead in designing innovative interventions aimed at promoting sustainable agriculture (Agroecology), natural resources management, and resilient livelihoods in relation to women and youth resilience.
> Contribute effectively towards programme fundraising and proposal writing for implementation of initiatives under livelihood resilience and climate justice or related initiatives.
> Coordination of Implementing Partners and stakeholders
> Liaise with Senior consortium members of all implementing partners to ensure the project is given optimum support for effective delivery.
> Coordinating effective learning, policy, research, and advocacy engagement in resilient livelihood and climate justice-related programmes with AAZ.
> Coordinate the Project Management Team including organising and convening quarterly meetings to review project progress and performance.
> Monitor and ensure that all implementing partners are delivering on their commitments as per project workplan.
> Financial Management, compliance & Risk Management
> Maintain oversight of the project budget; ensuring compliance as per AAZ financial guidelines and EU guidelines as per agreement.
> Ensure that the Project work-plan and expenditure conforms to the project budget and remains within agreed limits. Facilitate any necessary revisions and approval from AAZ Management and EU before implementation.
> Coordinate country-level inception/launch workshops to ensure that all parties are familiar with the project’s objectives, activities, and compliance requirements.
> Programme quality, monitoring and reporting
> Support programme management on all aspects of the programme cycle design, planning, implementation, quality and accountability, monitoring and evaluation.
> In coordination with the Thematic Leads, ensure effective integration of core technical areas – Natural Resource Governance, Value chain development, Fisheries Management, Food Security, Nutrition, Social Inclusion, and Gender.
> Provide technical input for the implementation of the project including in the preparation of work plans, strategies, training materials, guides and manuals
> In conjunction with the MEL team, conduct monitoring and evaluation and compile periodic programme reports as required by the donor and AAZ
> Coordinate documentation of best practices and create spaces for knowledge sharing at national and global spaces.
> Track performance of the project; both programmatically and financially and identify potential risks and develop mitigation plans.
> Minimum Job Requirements
> Minimum Degree in Social Science, Natural Resource Management, Development Studies, and any other relevant field.
> At least 5 years’ experience working in an international NGO using rights-based approaches.
> Familiar with Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication in line with FAO-SSF guidelines.
> Excellent understanding of both policy issues and programme practice on natural resource management and resource governance, fisheries value chain development, livelihoods etc.
> Solid project management skills and experience of managing complex projects with a wide collaboration; preferably EU projects.
> Knowledge in Fisheries management, Natural Resource Governance, Value chain approach, agriculture development, and Action research.
> Experience working on SDGs in the context of sustainable natural resource management, gender equality, food security, and resilient livelihoods
> Experience in developing, planning, managing, and reporting on complex multi-institutional donor-funded projects.
> Team coordination skills, ability to negotiate, influence and facilitate activities with implementing partners to get results without formal line management authority.
> Energetic, enthusiastic, and interested in learning within a political, changing, and diverse work environment.
> Very good communication skills (verbal and written) to work well in a multi-cultural context.
Position 2 Project Officer Duration 3 years Fixed Term contract
Job Purpose
Reporting directly to the Consortium Manager, the Project Officer will provide
technical support to field staff and lead in facilitation of all training for
partners and implementing staff in relation to activities on the ground. The
Project Officer will support local-based project Officers in building local-
level project relationships for effective delivery with local authorities and
other stakeholders in natural resources management sector; facilitate capacity
building of communities and staff to effectively manage natural resources
management activities and; ensure that Human Rights-Based Approach and
feminist leadership including AA participatory issues are effectively
mainstreamed across the project implementation and related activities.
SPECIFIC DUTIES
> Project/programme management
> > Work with Consortium Project Manager to ensure effective and overall efficiency in management and delivery of project deliverables through annual planning, budgeting, reporting and day-to-day facilitation of operations consistent with project cycle management and the project’s goal with highest standards of programmatic quality,
> Provide technical support and guidance to project staff and community around natural resources and fisheries management, resilient livelihoods, climate justice, and market value chain development;
> Ensure that projects adopt sustainable fisheries management technologies including the use of appropriate fishing methods, drying and preservation, storage and packaging and ensure that best practices and lessons learned within the programme are properly documented and shared across all partners,
> Build capacity of staff and communities in the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication.
> Ensure cascading of monitoring systems and that tools are developed and used by project staff to track project progress and capture learning for all project-related activities.
> Assist project manager in coordinating processes for project evaluation, document and share lessons learned with the district, development partners and other local-level stakeholders,
> Provide regular reporting to the Project Manager as per guidelines including preparation and consolidation of monthly, quarterly and annual reports for the project,
> Monitor the context and recommend adjustments to project activity plans on an on-going basis in light of changing context, resources, and opportunities,
> Monitor activities expenditure against budget, and preparation and submission of required activity progress and financial reports on a regular basis to Project Manager,
> Develop and maintain strong relationships with all key stakeholder involved in the fisheries sector including Government ministries research institutions, NGOs and traditional establishments, private organizations and relevant networks working in the 3 districts,
> Provide strategic leadership around programme design on resilient livelihood, climate justice, civic participation, and electoral accountability in ways that are consistent with AA HRBA.
> Contribute to designing programmatic and policy initiatives for the advancement of resilient livelihoods and climate justice;
> Identify and build relationships with key stakeholders and Participate in regular planning and progress review meetings.
> Policy engagement and advocacy
> Design messaging for awareness raising on fisheries management and identification of policy gaps in the sector,
> Assist in designing in research to support the generation of evidence for engagement with policy makers, government and other duty bearers.
> Participate in conducting Policy analysis and provide input into policy submissions of Action Aid Zambia
> Facilitate district, provincial and national level dialogue between rights holders and political duty bearers (Interface meetings) in the targeted provinces focusing on human rights and citizen entitlements in relation to climate change.
> Monitoring, evaluation and learning (MEL), reporting and communication
> Ensure that data is collected in-line with the MEL framework and log frame on a regular basis.
> Track progress and report against the MEL framework, using key MEL tools to gather evidence-based advocacy materials.
> Capture lessons learnt and best practice to share among implementing partners and stakeholders.
> Promote participatory review and reflection among all project players – systematise ongoing monitoring in a rigorous way, draw out learning and generate knowledge
> Prepare narrative reports and coordinate project financial reports on a regular basis
> Support the project finance officer with on time submission of expenses/invoices
> Financial Management, compliance & Risk Management
> Ensure that the Project work-plan and expenditure conforms to the project budget and remains within agreed limits. Facilitate any necessary revisions and approval from AAZ Management and EU before implementation.
> Ensure project implementation is in compliance with AAZ financial guidelines and EU guidelines as per agreement
> Provide relevant support in the preparation of financial reports to the donor.
> Minimum Job Requirements
> Degree in Natural Resources Management, Agriculture, fisheries and related disciplines
> 3 years’ experience working in a development organisation on natural resource management, fisheries, value chain development policy engagement and community stakeholder engagement.
> Good understanding of project cycle management approaches and other participatory tools as per AA guidelines.
> Practical experience in planning, project appraisal, monitoring and evaluation and community capacity building around NRM activities,
> Good knowledge and understanding of key aspects of development work; including food, nutrition and livelihood security, and integration of climate change response in development programming.
> Able to work independently, think critically and reflect
> Good communication both written and oral and skills, and interpersonal skills preferably in an NGO; able to live, motivate and work closely with big and diverse team with minimum direct supervision
> Strong skills in speaking and writing English with solid computer skills in Microsoft Word, Excel, power point and email.
Position 3 Finance Officer Duration 3 years fixed term contract
Job Purpose*>
To implement and ensure compliance by project staff and partners to the
finance policies of the organization and maintain financial records in
accordance with AAZ LFPPM, other related organizational policies and the
national laws, international accounting standards and other statutory
requirements and best practices.
> Review and preparation of payments relating to project expenditures
> Capturing of all payments in SUN System
> Reconciliation of Bank account on a monthly basis
> Reconcile of Project Balances in accordance with the organizational chart of accounts and Finance manual.
> Monthly reconciliations of Balance sheet accounts allocated by the Grant Accountant.
> Preparation and submission of Monthly Management reports to Grant Accountant
> Preparation of quarterly and annual financial reports in conjunction with the project manager
> Participate and provide technical input in procurement process and meetings, technical input to other unit budget processes, staff couching and training, queries and consultations from staff
> Ensure that the project bank accounts (both foreign exchange and in local currency) are sufficiently funded for the period of implementation
> Preparation and submission of the projected cashflows to the Grant Accountant
> Review Financial reports from partners for accuracy, completeness and conformity to grant agreement provisions and organizational policies, capturing expenditure in the accounting system and recommend transfer of funds.
> Provide adequate and timely feedback to the partners on any financial issues identified in the financial reports.
> Ensure the partner financial reports which are approved are captured in SUN.
> Ensure timely disbursements of funds to partners meeting the requirements for disbursements,
> Conduct Trimester Partner monitoring, evaluation and support visits.
> Ensure timely disbursements of funds to partners and payments to other clients.
> Train and give support to partners on financial system and procedures
> Preparation of the project annual budget based on the work plan developed by the project manager
> Quarterly review of budgets based on reported expenditure for recommendation to the Project Manager
> Participate in budget development for project proposals
> Minimum Job Requirements
> Professional qualification in ACCA final level or CIMA level 2
> Registered member of the Zambia Institute of Chartered Accountants
> 5 years’ experience in a multi-cultural, multiple project environment with experience in grant management in an NGO or development sector
> Experience of financial capacity building and delivering participative training to partners.
> Good track record in delivering accurate, high quality work and financial and project reports to deadlines and to required standards.
> Experience in preparing plans and budgets, management and financial reporting, analyzing and interpreting financial reports and plans.
> Good working knowledge and demonstrated experience of computerized accounting packages and MS office (advanced skills in Excel), experience in SUN and Vision, an advantage.
> Familiar with accounting fundamentals
> Strong project management and administrative skills.
> Ability to analyse, evaluate and summarise financial records for accuracy and conformance to procedures, rules and regulations.
> Experience in planning and budgeting and Audit reporting.
> Good organisational, verbal and written communication skills.
> Proven understanding of donor reporting e.g. EU Fund.
> Strong relationship building skills and ability to manage relationships with key clients or stakeholders across the organisation.
