Terms of Reference

ActionAid Zambia seeks to engage a consultant to conduct a research on
preservation of fish under a project on Sustainable Management of Small-Scale
Fisheries implemented in seven districts of Zambia supported by ECOFISH and
European Commissioner.

1\. Background

ActionAid Zambia (AAZ) is part of ActionAid International which is a global
movement of people working together to further human rights and alleviate
poverty for all. ActionAid focuses on five (5) Strategic Priorities namely
Civic Participation and State Accountability, Resilient Livelihood and Secure
Climate Justice, Women and Youths’ Socio-Economic Empowerment, Transformative
Women-Led Emergency Preparedness, Response and Prevention and Youth Engagement
and Empowerment.

ActionAid is implementing a project titled “Zambia Sustainable Small-Scale
Fisheries Project (ZSSFP)” implemented in partnership with Keepers Zambia
Foundation (KZF) and Zambia Social Forum (ZAMSOF) with the support from the
ECOFISH and European Commissioner. The project contributes to SDG 1 on ending
poverty through enhancing their access to fisheries resources which is key to
bringing them out of poverty, SDG 5 on gender equality as women have not only
equal representation in all activities but also leadership building, and
access to security of tenure and SDG 14 on conserving and sustainably using
oceans, seas and marine resources for sustainable development through focus on
sustainable fisheries management through eradicating destructive fishing
practices e.g. harmful chemical for fish capture and value addition of the
fish. The overall objective of the project is to enhance the social, economic
and environmentally sustainable management of small-scale fisheries in Zambia.
The aim of the project is to “strengthen small-scale fisheries management and
governance in three provinces of Zambia to protect livelihoods, build
resilience of small-scale fishing communities thereby contributing to SDGs.

2\. Scope of the Assignment

Given the above background, ActionAid Zambia is seeking a consultant to
conduct a research on safe fish preservation methods highlighting retention of
nutrients and storage facilities for small-scale fisheries and capacity gaps
needed for the fishers for sustainable livelihood that the project seeks to
address. The Terms of Reference for the consultant shall be to determine

1\. To understand the fish preservation methods commonly used.
2\. Access preservation methods that retains nutrients and long shelf life and
recommend preservative methods that maintains nutrients content.
3\. Review storage methods for small scale fishers and provide recommendations

3\. Scope and Key Elements of the Review

Proposed Methodology

It is recommended that the approach should use a mixed-methods approach of
both qualitative and quantitative components.

4\. Deliverables

The consultant will;

a) Develop a research design and methodology.
b) Develop a detailed research report, with attention to sustainable fisheries
management of small-scale fisheries in Zambia with a focus on 7 districts
namely Sesheke, Senanga, Nalolo, Luangwa, Kafue, Gwembe and Sinazongwe.
c) Incorporate the recommendations as approved by ActionAid Zambia into the
Research Report.
d) Deliver a completed research Report to ActionAid Zambia.
e) Work in consultation and collaboration with the ActionAid Zambia Management
and Ministry of Livestock and Fisheries – Department Fisheries assigned focal
point person to the project.

5\. Qualifications

The ideal Consultant is expected to have the following profile

> Qualification in Policy development and analysis highly recommended.
> Demonstrated knowledge and experience in Capture fisheries, Aquaculture and value chains
> Demonstrated ability to prepare deliverables of good quality on time.
> Experience in undertaking similar assignments with reputable institutions.
> Good report writing skills
> Must show analytical skills such as design, development of data collection tools, data analysis and report writing
> Minimum qualification should be Degree in Science.

6\. Supervision/ Reporting

The consultant will work directly with the Consortium Manager for “Zambia
Sustainable Small-Scale Fisheries Project (ZSSFP)” at ActionAid Zambia and the
ministry of livestock and fisheries.

7\. Application Process

1\. A technical proposal with an elaborate design and methodology, sample
size; clear work plan on how the baseline survey will be conducted; including
the tools to be used in the research and proposed time schedules.
