Terms of Reference
ActionAid Zambia seeks to engage a consultant to undertake translation of key
policy guidelines for Securing Sustainable Small-Scale Fisheries.
1\. Background
ActionAid Zambia (AAZ) is part of ActionAid International which is a global
movement of people working together to further human rights and alleviate
poverty for all. ActionAid focuses on five (5) Strategic Priorities namely
Civic Participation and State Accountability, Resilient Livelihood and Secure
Climate Justice, Women and Youths’ Socio-Economic Empowerment, Transformative
Women-Led Emergency Preparedness, Response and Prevention and Youth Engagement
and Empowerment.
Actionaid is implementing a project titled “Zambia Sustainable Small-Scale
Fisheries Project (ZSSFP)” implemented in partnership with consortium members
namely Keepers Zambia Foundation (KZF) and Zambia Social Forum (ZAMSOF) with
the support by the Eco fish and European Union. The project contributes to SDG
1 on ending poverty through enhancing their access to fisheries resources
which is key to bringing them out of poverty, SDG 5 on gender equality as
women have not only equal representation in all activities but also leadership
building, and access to security of tenure and SDG 14 on conserving and
sustainably using oceans, seas and marine resources for sustainable
development through focus on sustainable fisheries management through
eradicating destructive fishing practices e.g. harmful chemical for fish
capture and value addition of the fish. The overall objective of the project
is to enhance the social, economic and environmentally sustainable management
of small-scale fisheries in Zambia. The aim of the project is to “strengthen
small-scale fisheries management and governance in three provinces of Zambia
to protect livelihoods, build resilience of small-scale fishing communities
thereby contributing to SDGs.
One of the objectives of the project is to ensure that small-scale fishers are
capacitated on security of tenure and FAO Voluntary guidelines on Sustainable
Small-Scale Fisheries (FAO-SSF). The FAO-SSF Guidelines provide a clear
guidance on what is tenure, why it is important and how to secure it. If these
guidelines are understood, fishers will be equipped to understand their rights
and how to demand their government to come up with laws in line with these
voluntary guidelines. With respect to the communities in our project areas,
ActionAid is determined to translate the FAO-SSF guidelines into the languages
which are widely spoken in these areas. These languages are Cinyanja, Silozi,
Cibemba, and Chitonga
2\. Scope of the Assignment
Given the above background, ActionAid Zambia is seeking a consultant to
undertake translation of the FAO Voluntary Guidelines for Securing Sustainable
Small-Scale Fisheries. The Terms of Reference for the consultant shall be
1\. Translating a 35 paged document from English to Cinyanja, Silozi, Cibemba
and Chitonga.
2\. Proofreading the Cinyanja, Silozi, Cibemba and Chitonga translated
material.
3\. Scope and Key Elements
It is recommended that the translation into the local languages be done with
the local community members (public) in mind as the end users (audience) of
the material.
4\. Deliverables
The consultant will be expected to deliver
1\. Translated copies of the FAO Voluntary Guidelines for Securing Sustainable
Small-Scale Fisheries from English to the following local languages with the
local community in mind as the end users of the material
a. Cinyanja
b. Silozi
c. Chitonga
2\. Timeline
The timeline for this assignment is 3 weeks upon being awarded the contract.
5\. Qualifications
The ideal Consultant (s) are expected to have the following profile
> A minimum of three years proven experience in conducting similar assignments with reputable institutions.
> Certificate as a translator is required and/or a formal training in language services.
> A rich vocabulary and a wide lexicon, not only in the official language, but also in at least three languages required (Cinyanja, Silozi and Chitonga)
> Demonstrated ability to prepare deliverables of good quality on time
> Must be able to provide an exact transfer of information without altering the source text
> Must be ale to express the idea of the source text as clearly as possible without any ambiguity
6\. Supervision/ Reporting
The consultant will work directly with the Consortium Manager for “Zambia
Sustainable Small-Scale Fisheries Project (ZSSFP)” at ActionAid Zambia.
