been implementing programs across Child Rights Governance (CRG), Health and
Nutrition, Child Protection, Education, Child Poverty and Humanitarian
thematic areas since 1983.
With funding from the Swedish Embassy, Save the Children with will be
implementing of the Driving Sustainable Change for Children’s Rights Programme
in Zambia for a period of three years (2020-2023). The program is aimed at
ensuring that Zambia has adequate space for girls and boys, women and men to
participate and influence the promotion and protection of children’s right at
local and national levels to bring about sustained change through child
centred social accountability, public investment in children’s rights and
collective accountability for the delivery of children’s rights. This program
will be implemented in seven provinces and districts; Lusaka (Lusaka urban and
rural, Kafue, Rufunsa); Copperbelt (Lufwanyama, Masaiti, Ndola); Southern
(Choma, Gwembe Livingstone); Western (Kalabo, Mongu, Sioma, Shangombo);
Eastern (Chipata, Katete, Chadiza); Luapula (Mansa, Nchelenge) and Northern
(Kasama, Mbala).

Terms of Reference

Save the Children wishes to request for proposals for provision of consultancy
services to conduct a baseline survey in the above mentioned districts for
this project. The objective of the study is to determine the baseline
parameters which will help measure the outcomes and impact of the project. The
consultancy will

> Map CSOs working on Public Investment in children and ascertain practices and their knowledge and capacity to implement public investment programs at local and national levels.
> Ascertain opportunities and challenges for CSOs advocacy and policy influencing for prioritisation of resources to child sensitive sectors (health, education, social protection and child protection).
> Ascertain the capacity of children and existing children structures in influencing budgeting processes at local and national levels.
> Ascertain how current Social Protection programmes are contributing towards access to child sensitive services (health, education, social protection and child protection) at community level.
> Assess the functionality of the community systems/structures in selected communities to protect and respond to child protection concerns.
> Assess the communities’ preparedness capacity in handling the effects of climate change, as it impacts child wellbeing.
> Map and identify private sector actors in target districts and assess opportunities and their capacity to defend, respect and fulfil the rights of children.
> Map and identify existing multi-sectoral coordination mechanisms and their capacity to monitor, prevent, report and respond to violence against children in target districts.
> Identify opportunities to strengthen government and CSOs child rights reporting accountability and monitoring towards the implementation of child rights commitments to treaty bodies.

Expected deliverables

1. Inception report*> A succinct inception report is to be developed by the consultant including the proposed procedure, which will outline proposed steps and a detailed description of the envisaged methodology as well as the budget.
2. Draft Report*> The draft report will be submitted to Save the Children with the consultant being responsible for coordinating the feedback process.
3. Final Report*> The final report should provide a clear evidence basis for its conclusions; challenges and all recommendations should be actionable.

Proposed Time Frame

The time-frame for the baseline will be 30 working days from the date of
signing the contract with Save the Children.

Qualified applicants who are interested in applying for the above must meet
the following requirements*>

> Interested and qualified consultants/firms are required to submit a proposal interpreting these Terms of Reference elaborating the proposed methodology. Detailed work plan and budget indicating both the professional rates and costs for logistics/operations in Zambian Kwacha. Detailed CV for the lead Consultant including summarized CVs of technical personnel. The applicants must also provide a list of previous/current similar assignments or engagements completed with at least 3 work references and provide links of sample works successfully produced in the last three to four years.

In addition, applicants should provide requirements as listed below

> That they are not on any Save the Children prohibited parties list or blacklisted by the government.
> Copy of the National Registration Card or copy of the passport
> Copy of Tax Clearance Certificate (TPIN)
> Certificate of incorporation for company’s
> Possess a minimum of a Masters in Social Sciences and should attach copies of certificates of relevant qualifications
> Experience in conducting surveys, evaluations and baselines in the social sectors focusing on children.
> Minimum work experience of 5 – 10 years.
> Provide proof of successfully completed consultancy assignments of similar scope.
