With funding from the Swedish International Development Cooperation Agency
(Sida), CHAI will support the Ministry of Health (MoH) in the implementation
of the People at the Centre (PeaCe) Health Program.

From 2015 to-date, Sida has worked in partnership with the Government of the
Republic of Zambia (GRZ), has worked to improve Reproductive, Maternal,
Newborn, Child, Adolescent Health, and Nutrition (RMNCAHN) service delivery in
Zambia. The PeaCe Health program is a government program that will build on
the successes of the RMNCAHN program and will be based on the WHO Integrated
People-Centered Health Care Service (IPCHCS) framework. The Embassy of Sweden
in Zambia will be supporting this phase of the PeaCe Health Program which will
run from 2021 to 2024, supporting the MoH at both national and sub-national
levels.

Project Description

The broad objective is to strengthen the accountability and coordination on
the People at the Centre (PeaCe) of Health Program in delivering Integrated
People-Centered Health Care Services (IPCHCS) in Eastern and Southern
Province. This broad objective will be achieved through the following
pathways

1. Improve people-centered RMNCAHN Program Management & Coordination This will involve strengthening strategic oversight and planning through a re-engineered program implementation committee and stakeholder engagement. Interventions under this pathway will ensure participatory planning and equity with key voices being part of the planning process.
2. Adoption of IPCHCS approach in the provision of RMNCAHN services and improved human care services This will be done by ensuring IPCHC adoption in the provision of RMNCAHN services through capacity building and strengthening human resources to deliver People-Centered RMNCAHN services.
3. Improve Program Performance, Monitoring and Evaluation of people-centered RMNCAHN services through the strong systems for tracking program progress which will seek to optimize program performance by monitoring key performance areas where necessary by drawing from CHAI’s experience on Result Based Financing.
4. Improve Documentation, Dissemination and Learning This will be strengthened by improving the quality of program reports, knowledge products and how they are disseminated and translated into practice. People-centered research designs as well as participatory action research methods will be considered.
5. Improve Financial Accountability for the PeaCe Health program. This will be improved by supporting the effective use of Navision and other financial controls. This will ensure that beneficiaries enjoy the optimal benefits of the program.

Scope of Work

In order to achieve the outlined objectives, CHAI seeks a Finance Manager to
be based at the MoH Headquarters to ensure responsible management of the
finance Management aspects of the PeaCe Program. The Finance Manager will be
responsible for overseeing the finance and administration functions of the
project and ensures compliance with project, GRZ and Donor procedures.

## Responsibilities

The incumbent will work under the supervision of Principal Accountant-Donor at
MOH and will also work closely with the Finance team at the CHAI Zambia Office
to ensure coordination and implementation of finance activities according to
GRZ, Sida and CHAI finance policies and procedures in compliance with
established accounting standards, Generally Accepted Accounting Principles
(GAAP), donors’ rules and regulations, and legal requirements.

Specific responsibilities may include but are not limited to

Provide strategic and functional leadership for the Program

> Ensure that accounting function is undertaken in line with the GRZ financial regulations, policies, and procedures, as well as the project guidelines and those of other external contributors.
> Define and track financial indicators that will improve the cost efficiency of the program and advise the leadership at CHAI and MOH of the impact on each channel
> Provide sound advice to the Program team on the tracking and management of budgets, based on GRZ, CHAI and SIDA policies and procedures for budgeting and re-forecasting.
> Support the program team with financial analyses and projections, cost identification and allocation and revenue/expenses analysis.
> Provide analysis-based recommendations to support reclassifications as necessary.
> Be accountable for the maintenance of the anti-fraud and bribery program and for the maintenance of control systems to prevent fraud or to mitigate its impact.
> Provide assistance to the Programs with guidance and tools to assist timely, accurate tracking of expenditures.
> Ensure complete confidentiality of office documents and information, particularly sensitive financial information such as staff salaries and other financial arrangements.

Devise accurate, realistic and inclusive budgets for program work

> Assist in developing various documentation, reports, or any material required from time to time by PeaCe Health Program and MOH. This will include the income and expenditure reports, annual reports, progress reports on the PeaCe Health Program.
> Spearhead the development of annual budgets and reforecasts, in consultation with PeaCe Program Leadership team at CHAI and MOH.
> Manage the monthly budget process and prepare cash flow projections, working with the CHAI Zambia finance team and the accounting department at MOH.
> Prepare annual operational budgets to guide and plan the optimal use of donors’ resources to achieve the program objectives and maximise impact.
> Monitor and manage expenditure trends and provide timely advice and analysis of potential over or under spends to the program leadership team and budget holders, to allow staff to make required adjustments to meet financial goals.
> Provide annual training and continuous support to the program leadership team, budget holders and project officer to ensure proper understanding, ownership of and engagement with financial results and program budgets.

Oversee and ensure financial systems, procedures and reports that enable
efficient and compliant use of donor funds and assets

> Interpret financial data; provide financial advice to solve complex financial problems.
> Coordinate financial reporting, briefing with donors, and government entities.
> Prepare donor financial reports in line with donor reporting requirements and standards.
> Ensure organisational internal controls and systems are maintained and adhered to, identifying key risk areas and addressing them.
> Ensure any changes in legislation or organisational structure are reflected without delays in internal controls and systems. Maintain an effective control structure.
> Provide technical financial staff training where necessary to ensure understanding and compliance with CHAI global financial policies.

Responsible for accurate and timely reporting, while dealing with internal
and external auditors

> Ensure periodic update reports and disbursement reports are prepared in line with the program reporting requirements
> Ensure compliance with the GRZ financial and other regulations
> Ensure full compliance with all donor compliance requirements.
> Coordinate preparation of statutory accounts and audits in line with agreed reporting timetables.
> Timely prepare and consolidate all financial reports from each level of the PeaCe Health Program and ensure reports are produced in accordance with SIDA and GRZ regulations.
> Prepare donor financial reports in line with donor reporting requirements and standards
> Liaise with internal audit and external auditors.

Leadership of a team that is developing and improving continuously

> Lead and manage members of the finance team to build their capacity and strengthen competency and professional development.
> Any other duties assigned.

## Qualifications

> At least 6 years of professional experience and BSc degree in Finance, Accounting, Full ACCA, CIMA or other related qualifications
> Master’s Degree in Finance of Accounting will be an added advantage
> Must be a member of Zambia Institute of Chartered Accountants (ZICA)
> Proven work experience as a Finance Manager or similar role
> Solid knowledge of financial and accounting procedures, financial regulations, and experience using financial software
> Advanced MS Excel skills
> Excellent analytical and numerical skills
> Sharp time management skills
> Strong ethics, with an ability to manage confidential data
> Professional qualification as a CFA/CPA is considered a plus
> Experience and knowledge of the RMNCAH-N Results-Based Financing model in Zambia is desirable
> Excellent English language fluency, both written and verbal required
