BIDDING INSTRUCTIONS

1.0 Introduction

Population Services International (PSI), a global nonprofit social marketing
organization working in over 50 countries in the areas of malaria, family
planning, HIV, water, sanitation, and hygiene. Working across 23 countries in
sub-Saharan Africa as well as Cambodia, the U.S. President’s Malaria
Initiative (PMI) VectorLink Project is equipping countries to plan and
implement safe, cost-effective and sustainable IRS programs and other proven,
life-saving malaria vector control interventions with the overall goal of
reducing the burden of malaria. Specifically, the PMI VectorLink Project will
build the capacity of country governments to use epidemiological,
entomological, and coverage data to support the optimal deployment of vector
control tools within each country context while promoting gender equity in all
facets of planning and implementation. The project’s data and experience with
new and existing vector control tools will inform global malaria best
practices, guidelines and policies. The project will also implement and
support social behavior change communication and mobilization activities to
increase acceptance of vector control interventions.

2.0 VectorLink

Beginning in 2020, President’s Malaria Initiative (PMI) VectorLink is
supporting standard durability monitoring of insecticide-treated nets (ITNs)
to be distributed during the January 2021 mass campaign in Zambia. The
durability monitoring activity will involve four rounds of household data
collection over three years (at roughly June 2021, February 2022, February
2023, and February 2024 following the campaign). At each round, approximately
150 households per location will be visited for interview, and campaign ITNs
in these households documented and assessed for holes. Study households will
be distributed in 15 clusters of 10 households each, in each of the two
locations to be visited in Zambia (making 30 clusters and 300 households in
total). In addition, a separate sample of 30 LLINs per location will be taken
from the field to undergo bioassays for insecticide effectiveness per standard
WHO guidelines. Materials and examples of standard durability monitoring from
other settings are available from www.durabilitymonitoring.org. PMI VectorLink
seeks a suitably qualified research agency to support durability monitoring in
Zambia. The selected agency will be expected to fulfill the responsibilities
and deliverables listed below. Note that this RFP is for an agency to conduct
