BACKGROUND*>
WWF (The World Wide Fund for Nature) is an International Non-Governmental
Organization. Our mission is to stop the degradation of the planet’s natural
environment and to build a future in which humans live in harmony with nature.

WWF Zambia has been implementing work in the Kwando River Basin since 2018.
All the activities in the area have sought to get a better understanding of
the hydrology of the river and assess the environmental flows (EFlows). The
office now wishes to contract a consultant who will establish an understanding
of the hydrology of the Cuando/ Kwando and further start the process of
carrying out an assessment on the environmental flows scenarios for the river
basin for possible adoption.

OBJECTIVES

1\. The main objective of the consultancy is to develop a hydrological
understanding of the Cuando/ Kwando River
2\. Support the development of Environmental Flow assessments roadmap for the
River developing scenarios for recommendation

DELIVERABLES DESCRIPTION*>
The consultant(s) is expected to produce the following deliverables
1\. Improving conceptual understanding of the Kwando system. This will be done
through
1.1. Collecting and collating any existing information on the hydrogeology of
the Kalahari sands, topography and geomorphology of the valley bottom wetland.
1.2. Collecting any information on the topography and geomorphology of the
valley bottom wetlands. This could include simple analysis of Google Earth
imagery, more formal topographic analysis using DEM data, or investigating the
value of other remote sensing data to identify areas that are seasonally
flooded (e.g. Pekel et al., 2016). This could also include any qualitative
information based on local experience from people who have lived and worked in
the region.
2\. Improving the database used to develop and test the hydrological model,
through
2.1. Comparing the available historical in situ, CRU and UNIDEL rainfall
datasets (and possible others) and identifying the rainfall dataset that is
most likely to be representative for the Kwando River system.
2.2. Collecting and collating all the available streamflow data that exists
both within the Kwando River system itself, as well as in adjacent parts of
the upper Zambezi where the hydrological response characteristics are expected
to be similar. This could also be extended to the headwater areas of the
Cubango River which are also underlain by Kalahari sand formations, and where
there are some short gauging records available (Hughes et al., 2006).
3\. Developing constraint ranges for behavioural simulations
3.1. The key components of this task are to use all available evidence
(quantitative and qualitative; i.e. hard and soft data) to develop likely
ranges of the hydrological indices.
3.2. Review of the neighbouring basins hydrological situations (Upper Zambezi
and Okavango)
4\. Running the hydrological model and evaluating the simulations
5\. Supervision and training of the MSc student from Duke University There is
already a postgraduate student from Duke University in the USA (WWF US) who
will be setting up a hydrological model and part of the terms of reference
(ToRs) will be to provide some additional supervision support.
5.1. Design a training programme that will allow the student to contribute
effectively to the outcomes of the project
6\. Develop an understanding of the hydrology (water resources) of the Kwando
6.1. Brief report detailing scientific understanding of the hydrology (and
therefore the water resources) baseline of the Kwando will be produced.
6.2. A scientific publication in an international journal is envisaged to
report the findings of the project and make it subject to peer review and
acceptable to the scientific community. This would give a more solid base for
the assessment of Eflow
6.3. Recommendation of hydrological observation locations and type of
observations that will improve the hydrological understanding of the Kwando
6.4. Recommendation on key hydrological studies that are needed in the near
future, to have a good understanding of the Kwando
7\. Support Eflow assessment road map
7.1. Interfacing the hydrological simulation data with ecological/ecosystem
response information
7.2. Recommend a hydrologists’ specialist team encompassing of experts from
all member states
7.3. Review the hydrological components of the State of the Basin report and
Basin Health Report Card
7.4. Recommendation of the Eflow method considering the types of the river,
Ecological importance of the river; Policy and legislation, Stakeholders
involved; Cost; Difficulty of obtaining data

4.2. Establishing hydrologically appropriate parameter values for the wetland
sub-model of the Pitman model to ensure that the incremental flows from
upstream areas are routed through the wetland valley bottoms in the lower sub-
basins. [Model – June, July & August]
4.3. Evaluating the simulations and identifying and documenting the remaining
uncertainties. [Report – July & August]
5\. Supervision and training of students ( Duke University and or any other
student assigned to support on hydrological modelling for the Kwando)*>
5.1. Assist the Student to develop scope of work. [Report – May & June]
5.2. Design a training programme that will allow the student to contribute
