Introduction*>
The World Wide Fund for Nature (WWF) Zambia Country Office (ZCO), is one of
the country’s leading conservation non- governmental organisation since its
establishment in 1962. Its mission is to ensure that the environment, natural
resources, and biodiversity in Zambia are secured and sustainably managed for
people and nature. To achieve this, WWF Zambia, working with the government
and other partners, has been implementing a wide range of programmes focusing
on six thematic areas namely freshwater, wildlife, climate change and energy,
economy, markets, and governance.
The objectives of the WWF-ZCO are anchored in the National Strategy 2021-2025.
Central to this, is community-based resource protection in cooperation with
the local population protection of the natural basis for livelihoods,
adaptation to climate change, and community-based monitoring systems. Other
areas include the conservation of forests, freshwater areas and biodiversity.
Strengthening institutions by building capacity and the involvement of local
communities are central pillars of the work. Regional focus includes the
Silowana complex, Kafue ecosystem, Barotse landscape, Bangweulu wetlands and
Luangwa valley.
Since 2019, WWF Zambia has been implementation the Organisational Development
project whose aim is to promote an active and effective civil society. In
relation to the local civil societies, the following problems are in evidence
1\. Weak internal organisation / capacity of actors is not sufficient,
2\. Civil society actors are not fulfilling their mandates / roles
(sufficiently), and
3\. Institutional learning, dissemination and scaling up of good practices are
not taking place.
The programme meets these challenges by
1\. Strengthening the capacity of civil society actors,
2\. Promoting participation and the representation of their interests, and
3\. Scaling, learning exchange, working in and with local civil society.
The proposed programme is based on Organisational Development processes within
the WWF network, which aim to build up WWF organisations at country level and
enable them to fulfil their social responsibilities. Based on criteria agreed
jointly with the WWF offices, a number of civil society partners were selected
and included in the existing consultation process. These criteria were
overlaid on a potential analysis to ensure that the framework of the programme
does not refer solely to established organisations, but above all supports the
development potential of the individual actors.
Initial situation and problem description*>
The programme is conceptually underpinned by the model of a strong and
effective civil society, which is based on 3 pillars
1\. Weak internal organisation / capacity of civil society actors At present,
the institutional capacity of the selected partners is not obvious or not
sufficiently developed. As a result, the organisations do not, or do not
sufficiently, act as autonomous, independent national organisations.

2\. Civil society actors are not fulfilling their mandates / roles
(sufficiently)Insufficient capacity and networking of local civil society The
organisations selected under this programme are not realising the full extent
of their roles as relevant and influential actors in local civil society. Due
to their lack of capacity, in most cases civil society organisations are still
having only limited success in influencing political and regulatory processes
in the interests of the population, especially marginalised, vulnerable
groups. Furthermore, there is insufficient or no awareness of cooperation
formats and no inter-institutional concentration of efforts and voices.
Uncertainty about roles and mandates is reflected in insufficient engagement
on the part of CSOs and in the civil society actors’ lack of influence.

CSOs’ lack of professionalization with regard to international safeguards,
standards and human rights due diligence endangers the quality and legitimacy
of their work. Standards, guidelines and due diligence processes for the
protection of human rights and compliance with social standards are still
inadequate in environmental protection organisations or are not being
implemented systematically.

3\. (Inter)institutional learning and the dissemination and scaling up of good
practices are not taking place A lack of information exchange, networking and
mutual learning across institutions is resulting in a failure to scale and
disseminate successful project approaches and experiences at local, national
and international level. To increase the leverage of transformative effects
and to generate societally relevant added value, it is essential for the
individual actors to process their experiences systematically, derive good
practices and communicate them in order to lay the foundations for exchange
and scaling. Under the prevailing, often competitive conditions, insufficient
civil society cooperation is taking place. There are currently few exchange
formats, and scaling of experience is happening only sporadically and not
strategically. The foundations for learning and exchange are laid by solid
monitoring and knowledge management within organisations, both of which are
clearly identified by the programme partners as areas for development.
For WWF Zambia, the two (2) organisations that were chosen as the civil
society organisation was Climate Smart Agriculture Association of Zambia
(CSAAZ). CSAAZ engages in the area of agriculture and nature conservation. Its
activities include poverty reduction, promoting resilience and increasing food
security in times of climate change.
The second organisation which was picked by WWF –Zambia is Community Based
Natural Resources Management (CBNRM) Forum. CBNRM Forum works in all regions
of the country, particularly in the Kafue ecosystem, the Kafue sub-region, and
Bangweulu. Its activities concentrate on promoting community-based approaches
for the use and sustainable management of natural resources in rural areas;
formulating and implementing legal and policy frameworks that support an
equitable allocation of costs and benefits in the context of CBNRM; dialogue,
development and use of best practices throughout the whole of Zambia.
In order to deliver on its mandate, WWF Zambia, wishes to engage a consultant
to develop/design a monioting and evaluation for its on the projects called
the Organisational Development project,
Scope of work*>
The scope of work will mainly involve desk review of background documents such
as the project document among others.
General Objective*>
To develop a Monitoring and Evaluation Plan for the Organisational Development
(OD) project.

Specific Objectives*>
To develope a comprehensive Monitoring and Evaluation Plan for the
Organisational Development (OD) project detailing but not limited to the
theory of change, logical frameworks, resposibilities, data flow, and data
mangement.

1\. A comprehensive Monitoring and Evalaution plan/ strategy

Proposed time-frame

The proposed time-frame for completing this assignment is four (4) weeks upon
awarding of the contract.

Qualification and Desirable Competencies

The consultant(s) must demonstrate the following

> A minimum of Masters’ Degree in social sciences such as Development Studies, Monitoring and Evaluation, Agriculture, conversation or any related qualification.
> A minimum of 5 years of proven experience in developing M&E plans/strategies.
> A good understanding of M&E issues
