ACHIEVE Project Overview
Adolescents and Children HIV Incidence Reduction, Empowerment, and Virus
Elimination (ACHIEVE) is a five-year, USAID-funded global cooperative
agreement, which helps priority PEPFAR countries achieve and maintain HIV
epidemic control among pregnant and breastfeeding women, infants, children,
and youth. The two objectives of the project are to i) attain and sustain HIV
epidemic control among at-risk and hard to reach pregnant and breastfeeding
(PBF) women, infants, children, and youth, as well as to mitigate the impact
of HIV/AIDS and prevent HIV transmission among these populations; and ii)
support the transition of prime funding and implementation to capable local
partners in order to meet the PEPFAR goal of 70% of funding to local partners.
Position Purpose
The Systems Strengthening Advisor for Coordination and Planning will be
responsible for providing technical leadership for achieving the project’s
first and fourth Strategic Objectives – build capacity of MCDSS and local
community structures to manage and deliver high quality services to VCA and
strengthen inter-sectoral integration and coordination between MCDSS and
stakeholders and build a supportive multi-sectoral environment for vulnerable
children led by MCDSS through systems strengthening at national, provincial
and district levels. The Systems Strengthening Advisor – Coordination and
Planning will be part of the project’s senior leadership and management team
but will be embedded within the MCDSS to provide on-site technical support to
the Planning and Information Department (PID), Department of Community
Development (DCD) and Department of Social Welfare (DSW).
Key Responsibilities
> Provide technical leadership, guidance, and support to the MCDSS in support of the project’s objectives for strengthened structures and services and improved coordination and planning.
> Serve as the primary point of contact for Government of Zambia partners, including MCDSS, on issues of service delivery, monitoring, planning and coordination, as well as other partners such as the Empowered Youth Program (EYP) implementing partners.
> Support MCDSS to conduct supportive supervision and monitoring of provincial and district level counterparts, with a focus on skills development of provincial and district level staff to carry out coordination, operational, and technical functions.
> Participate in or ensure high-level project representation and leadership where needed on technical working groups with Government of Zambia and other stakeholders linked to key project initiatives.
> Provide other direct technical inputs in line with background expertise and project needs.
> Work in collaboration with ACHIEVE’s SSA – Fiscal Accountability in identifying key systems strengthening gaps linked to Objectives 1 and 4 and in developing and overseeing the implementation of approaches for strengthening capacity.
> With the Project Director, represent ACHIEVE’s Systems Strengthening activities with USAID, PEPFAR, and other partners.
> Lead the design, planning, monitoring and budgeting of activities under Objectives 1 and 4 and participate in other project level processes to ensure integration with other project components.
> Ensure the completion of all reporting requirements and other deliverables related to Objectives 1 and 4.
> Facilitate coordination with other relevant in-country initiatives and, as appropriate, other related ACHIEVE buy-ins, Pact projects, or other projects.
> Other duties as assigned.
Basic Requirements
> Advanced degree (Masters or higher) in a relevant field such as public health, social work, etc.
> At least 5 years of senior-level management and/or technical advisor-type experience in social welfare systems strengthening in Zambia.
> Prior experience working with or in collaboration with MCDSS.
> Technical expertise with one or more of the following social welfare workforce strengthening; design and/or implementation of integrated case management systems focused on children or adolescents; and social welfare planning and budgeting.
> Previous experience working on USAID- and/or PEPFAR-funded systems strengthening, technical assistance, OVC or child protection, and/or capacity building projects.
> Demonstrated effective interpersonal and creative problem-solving skills.
> Demonstrated ethical management practices.
> Ability to develop and maintain strong relationships with government and civil society partners.
Preferred Qualifications
> Demonstrated knowledge of USAID’s objectives and Journey to Self-Reliance.
> Zambian work experience necessary; Zambian National preferred.
