Background
The Scaling Up Nutrition (SUN) Business Network is the world’s leading private
sector initiative focused on nutrition. Since 2010, the SUN Movement has
inspired a new way of working collaboratively to end malnutrition, in all its
forms. With the governments of 61 SUN countries in the lead, it unites people
– from civil society, the United Nations, donors, businesses, and researchers
– in a collective effort to improve nutrition. The SUN Business Network (SBN)
is the private sector branch of the SUN Movement and aims to support
businesses in growing the role they play in improving nutrition and to support
SUN countries in developing national business engagement strategies.
In Zambia, the SBN, through its strategic plan, aims to increase nutrition
awareness and demand for nutritious food, increase the supply of nutritious
foods and to improve the nutrition regulatory environment for improving
nutrition distribution partnerships; and to create a more enabling environment
for improving nutrition.
One of the key initiatives of the SBN is the launch of the Good Food Logo. The
SBN has supported the National Food and Nutrition Commission (NFNC) and the
Zambia Bureau of Standards (ZABS) to develop the Good Food Logo, a
certification mark, placed on the front of food products that meet a set of
nutrition criteria. The objective of the Good Food Logo is to support
consumers to make more informed purchasing decisions and motivate the private
sector to develop and/or reformulate products to fit within the nutrition
criteria.
The SBN seeks to raise public awareness on the GFL through promotional
activities being implemented using different media (tv, radio, social media)
and community awareness to ensure consumers can identify the logo on the
certified food products on shelves in retail outlets and open markets. The GFL
on packaging will help consumers identify more nutritious food options that
can be consumed as part of a healthy diet.
Purpose of the Consultancy
The Good Food Logo was launched on the 15th of October 2020, followed by a
media campaign to increase awareness of the Good Food Logo among producers and
consumers. It is within this context that the World Food Programme (WFP) is
seeking to engage an experienced consultant or company to evaluate the Good
Food Logo implementation so far.
Objectives Of Consultancy
The consultant will evaluate the Good Food logo implementation with a focus on
products certified and, on the shelves, media outreach, consumer awareness,
and lessons learned.
Scope of work/ Key activities
Study the relevant project documents (including, but not limited to the
project documents, work plans, M&E plan for the GFL)
> To develop the data collection tools for the evaluation
> To collect data on outcome and output indicators as set in the GFL data strategy. This will include social media reach, media coverage, and products certified and outcome indicators including awareness on the GFL and sales figures
> To produce a draft and final report.
Expected deliverables
> Report an inception report that outlines the consultant’s understanding of the assignment and data collection design
> Data collection tools that will be reviewed and approved by WFP before the start of the data collection exercise
> Meetings/workshop Consultative meetings with key stakeholders conducted
> GFL evaluation report 1 draft strategy by 15th of March 2021, and one final strategy by 31st March 2021 submitted to the SBN.
Timeline
The assignment will commence on the 1st of February 2021 and shall expire on
31st of March 2021 The exercise is expected to take 40 days spread in three
months; 1 February to 31 March 2021.
The consultant will provide a detailed work plan on how the assignment will be
undertaken and how the days will be utilized.
> Internal consultations and review of relevant documents
> (virtual) Stakeholder consultations
> Review and finalize data collection documents
> Conduct evaluation
> ·Submission of final evaluation report to WFP
Reporting arrangements
The consultant will report to the WFP Programme Policy Officer – SO2 and will
work closely with the SBN coordinator, the National Food and Nutrition
Commission and other relevant stakeholders.
Qualification and experience*>
Education
> An advanced university degree in international affairs, business administration, social sciences, nutrition, development studies or a field relevant to international development assistance.
Experience
At least 5 years of experience in strategy development with an international
organization, preferably in programme and policy formulation
> Field experience and background in research and policy development
> Experience in preparing policy and high-level documents and reports
> Prior engagement working with the SUN movement an added advantage
> Significant experience and understanding of food and nutrition security systems
> Proof of successful accomplishment of the contract with the similar nature, minimum of three reference letters
Technical skills & knowledge
> Knowledge and thorough understanding of the role of private sector in improving nutrition
> Knowledge and understanding of the SUN business network is desirable
Competencies
> Excellent communication and writing skills in English and demonstrated ability to write high level technical documents
> Demonstrated ability to work and meet deadlines
> Ability to work independently and facilitate meetings
> Excellent interpersonal skills, team player and ability to work in a multicultural setting
