## Overview

The Clinton Health Access Initiative, Inc. (CHAI) is a global health
organization committed to saving lives and reducing the burden of disease in
low-and middle-income countries, while strengthening the capabilities of
governments and the private sector in those countries to create and sustain

With funding from the Swedish International Development Cooperation Agency
(Sida), CHAI will support the Ministry of Health (MoH) in the implementation
of the People at the Centre (PeaCe) Health Program.

From 2015 to-date, Sida has worked in partnership with the Government of the
Republic of Zambia (GRZ), has worked to improve Reproductive, Maternal,
Newborn, Child, Adolescent Health, and Nutrition (RMNCAHN) service delivery in
Zambia. The PeaCe Health program is a government program that will build on
the successes of the RMNCAHN program and will be based on the WHO Integrated
People-Centered Health Care Service (IPCHCS) framework. The Embassy of Sweden
in Zambia will be supporting this phase of the PeaCe Health Program which will
run from 2021 to 2024, supporting the MoH at both national and sub-national
levels.

Project Description

The broad objective is to strengthen the accountability and coordination on
the People at the Centre (PeaCe) of Health Program in delivering Integrated
People-Centered Health Care Services (IPCHCS) in Eastern and Southern
Province. This broad objective will be achieved through the following
pathways

1. Improve people-centered RMNCAHN Program Management & Coordination This will involve strengthening strategic oversight and planning through a re-engineered program implementation committee and stakeholder engagement. Interventions under this pathway will ensure participatory planning and equity with key voices being part of the planning process.
2. Adoption of IPCHCS approach in the provision of RMNCAHN services and improved human care services This will be done by ensuring IPCHC adoption in the provision of RMNCAHN services through capacity building and strengthening human resources to deliver People-Centered RMNCAHN services.
3. Improve Program Performance, Monitoring and Evaluation of people-centered RMNCAHN services through the strong systems for tracking program progress which will seek to optimize program performance by monitoring key performance areas where necessary by drawing from CHAI’s experience on Result Based Financing.
4. Improve Documentation, Dissemination and Learning This will be strengthened by improving the quality of program reports, knowledge products and how they are disseminated and translated into practice. People-centered research designs as well as participatory action research methods will be considered.
5. Improve Financial Accountability for the PeaCe Health program. This will be improved by supporting the effective use of Navision and other financial controls. This will ensure that beneficiaries enjoy the optimal benefits of the program.

Scope of Work

In order to achieve the outlined objectives, CHAI seeks a Provincial
Coordinator to be based at the Provincial Health Offices in Eastern and
Southern Provinces to support the management and implementation of the PeaCe
Health Program and will be required to effectively coordinate the program
activities at the sub national levels.

## Responsibilities

The incumbent will be under the supervision and report to the Public Health
Specialist. In addition, they will also report and work closely with the
Program Coordinator on all areas relating to the PeaCe Health program. They
will work closely with both the Provincial and District personnel as well as
the respective implementing partners to plan, strengthen and implement PeaCe
Health program interventions in target districts to achieve the set targets.

Specific responsibilities may include but are not limited to

> Provide technical support for the operationalization of the SIDA funds, including the supporting districts in the planning, coordinating, and implementing the project activities.
> Facilitate the timely documentation of project results, challenges, and best practices in all program districts.
> Support all districts in the province to conduct the health facility assessment.
> Collate analysis and Information on the progress for sharing in the monthly technical working group meetings at the provincial and district level.
> Liaise with key stakeholders at the Provincial and District level to ensure PeaCe heath-funded project activities are integrated within the government programs.
> Document project findings to support evidence-based advocacy that will ensure scaleup of keys lessons learned from the project in other provinces and districts.
> Work with the CHAI team and MOH to ensure PeaCe Health program activities translate to achieving set program targets.
> Guide districts to ensure that the PeaCe Heath project activities are reflected in the provincial and community plans.
> Coordinate closely with MOH and partners and relevant technical working groups on the RMNCAHN to improve collaboration and reduce duplication.
> Ensure efficient program and asset management.
> Undertake efficiently, management of reproductive health services to improve the quality of patient care.
> Identify timely training needs for district, Health facility, and community-based health volunteers to impart appropriate skills and knowledge.
> Undertakes regularly, research on the program mainly to generate Information for decision making.
> Undertake regularly, updating of the database to facilitate storage and retrieval ofiInformation.
> Any other duties assigned.

## Qualifications

> Bachelor’s Degree Social Sciences, Nursing, Public Health or with a minimum of five years’ work experience, with at least three years in RMNCAH-N or similar Integrated health programs using a people-centered approach.
> Master’s degree in Social Sciences, Public Health, Business Administration, Project Management will be an added advantage.
> Strong stakeholder engagement and management skills, especially in the RMNCAHN space.
> Experience working in public health and with international organizations in Zambia.
> Familiarity with GRZ healthcare worker is training curriculums, teaching methodologies and the public health sector systems.
> Experience and knowledge of the RMNCAH-N Results-Based Financing model in Zambia is desirable.
> Excellent English language fluency, both written and verbal required.
