The Southern African Centre for the Constructive Resolution of Disputes
(SACCORD) is a Zambian based Non-Governmental Organization (NGO) that was
formed in 1999 and officially registered in 2000 under the laws of Zambia. The
Organization was formed to promote peace and democracy in Zambia and the
Southern African region.

SACCORD is currently implementing a campaign dubbed Go Out and Vote Campaign
–(GOALTV Campaign) supported by the United Nations Development Programme
(UNDP) under its Democracy Strengthening in Zambia Project (DSZ) with kind
support from its cooperating partners.

SACCORD’s Go Out and Vote Campaign (GOTV- Campaign ) is aimed at -in the short
term – to provide practical electoral information such as how to vote ,where
to vote , rules of engagement. This will empower citizens with the “how
information” as provided by official sources . But in the long run, this
initiative is meant to mobilise women and youths to critically engage with the
electoral players based on political manifestoes on the political market by
interrogating them as to their relevance on issues affecting youths and women.
SACCORD believes this will galvanise women and youths to actively participate
in all the stages of the electoral processes, but over and above, that they
will be able to vote, in the long run, citizens will continue to engage with
elected representatives beyond 12th August 2021 general elections resulting
into responsible political leadership and civically enlightened youths and
women able to engage and call out failures on the part of political players.

To achieve these aims SACCORD invites talented communication experts to tender
in their proposals to develop a robust communication strategy plan that
encapsulates all these issues.

Scope of the Assignment

SACCORD is expecting that individuals or companies willing to express interest
in this call for proposal submit their proposals in the following manner

> Submit a two to three paged succinct proposals highlighting a communication framework, which will clearly lead to identification of the messages, channels of communication, and targets of the messages;
> Demonstrate ability to facilitate identification of clear messages urging women and youths to vote in the 12th August 2021 general elections;
> Demonstrate ability to facilitate development of clear campaign messages that will call women and youths to vote in the 12th August 2021 general elections;
> Demonstrate ability to summarise a ton of messages to the most key efficient messages;
> Capture and write key messages, channels, and targets into the strategic communication plan.

Your Expectations

SACCORD will provide you with relevant materials on the electoral process and
avail a team for a two day meeting.

Deliverables

1\. A process report of the two-day meeting.
2\. A clear strategic communication plan developed.

A company or individual wishing to express interest in this call will have to
demonstrate evidence of two similar recent works they performed. And a cost
proposal supporting what they want to do in the proposal. Additionally, they
must possess demonstrable communication skills e.g. Degree(s) from
recognizable universities.
