Job Title Human Resource Manager

Job Summary
Reporting to the Country Director and a member of the Senior Management Team,
the overall purpose of the position is to support and contribute to the
attainment of the overall CO strategic business plans and objectives through
effective management and leadership of the HR function in the Country Office.
The position holder is an effective advisor, communicator and educator on HR
procedures, policies, best practices, employment rewards, benefits, and
legislation to facilitate in achieving the objectives and targets of the CO.
He/she helps create an enabling and nurturing work environment that makes it
easier for employees to deliver consistently superior levels of performance
Area of delivery*> Scope and expected outcomes*>
------
Strategic Human Resources*>
> Develops and implements the HR strategy and ensures alignment with the Country Office Strategy/Business Plan.
> Develops and maintains a comprehensive, integrated and effective Human Resource Management Framework (systems, policies, procedures)covering Human Resources Policies, Staff Planning, Recruitment, Selection and Deployment, Performance and Reward Management, Learning & Development, Succession Planning , Employee Relations and Safeguarding (PSHEA);
> Confer with management to implement a workforce planning system by identifying future staffing needs, including key competencies to support the attainment of Country Office objectives.
> Develops a well-formulated and effective succession planning framework (to include e.g. career growth opportunity identification, as well as the targeted development, mentoring, career counselling at all levels).
> Monitors industry salary and benefit levels and movements and recommend adjustments to ensure fair and equitable rewards package to ensure the CO remains competitive.
> Monitors the local context and labour environment and advise on how the CO can remain relevant, compliant and competitive.
> Analyse problems and develop creative solutions to complex human resource issues, and partner with managers to ensure smooth delivery of HR services.
Staff Development, capacity building and performance management*>
> Supervise and manage the implementation of performance management system, staff development and orientation processes.
> Developing the capacity of supervisory staff in managing the Performance Management system
> Assess staff training needs, develop annual training and development plans and conduct staff training activities.
> Promote staff development through gender, inclusion and diversity. Initiate and encourage inter-sectoral information sharing and cooperation.
Country Office Climate and Change Management*>
> Coordinates periodic Country Office effectiveness and culture climate surveys to obtain feedback on areas including CO issues and risks, general staff morale, management style and the overall culture of the country office; initiates programs to address issues identified.
> Promotes and shapes Country Office culture by encouraging participation and contribution across the Country Office.
> Supports the CARE Vision 2030, providing insight and vision on how to enable change and create process improvements at the Country Office level.
> Provide support to staff as they go through change following the recent transition of the Country Office.
Operational Human Resources*>
> Develops and implements a comprehensive, accurate and adequate Personnel information (through a HRIS) system for employee decision-making efforts.
> Coordinates the recruitment process for the Country Office; adverts, facilitating the short listing and interviewing process.
> Reviews, analyzes and checks payroll data for accuracy and makes necessary adjustments or corrections.
> Update and formulate and ensure compliance with HR Policies and procedures
> Audit findings – Track the Audit reports and inform Country Director on the issues pertaining to HR and how they will be addressed.
> Advising senior management potential HR risks regarding legal and staff management issues;
> Manage all the staff insurances
> Coordinates the filing of the Annual Returns for CARE International in Zambia, to the Registrar of NGOs at the Ministry of Community Development Mother and Child Health (MCDMCH).
> Travel to Field/Sub Offices to provide hands-on practical support to managers and staff.
> Performs any other duties as assigned by the supervisor.
Safeguarding*>
> Lead and manage ethical misconduct investigations across the Country Office, ensuring that these are fair, robust, professional, and aligned with our values and policy framework, producing evidence based reports and recommendations.
> Ensure that misconduct is addressed consistently in the Country Office to provide a safe working environment, and that CARE management and staff are held accountable in upholding our values and policy requirements.
Qualification, Experience and Competencies
> Degree in Human Resources Management/ organizational Behavior/ or related field and a Higher Diploma in Human Resource Management.
> Minimum of 5 years senior HR Practitioner experience, including high performance in the full range of human resource management activities (recruitment and selection, performance management, development, talent management, reward, employee relations etc.)
> Proven experience of providing leadership on all HR issues at the same time balancing the strategic role with the need to deliver effective day-to-day HR administration services.
> Must be a member of the Zambia Institute of Human Resources Management – ZIHRM
Knowledge, Skills and Competencies
> Knowledge and understanding of HR issues related to Gender, Inclusion and Diversity
> Ability to demonstrate knowledge and understanding of HR policies and procedures, and HR best practices
> Strong managerial skills and ability to motivate and inspire team to achieve superior standard in all aspects of human resource management.
> Excellent knowledge of Zambia labor laws
> Ability to resolve issues independently but knows when to refer them to the Country Director.
> Ability to positions HR strategically within Country Office.
> High level of analytical and problem solving skills.
> Strong in Managing Performance, Facilitating change
> Listening, coaching and counseling skills.

This role is expected to establish and maintain open, professional, and
cordial relations with the Country Office’s internal and external customers.

> Country Office teams; Program, Program Support, Teams
> Shared Service Centre, Sub Regional / Regional Office, and Head Quarters

Donors, Government Agencies / Other organizations (peer organizations)
