1\. Background

The Scaling Up Nutrition Program is a cross-ministry and multi-donor program
to reduce stunting in Zambia through implementation of the Government of the
Republic of Zambia (GRZ) 1,000 Most Critical Days Program (MCDP II), which
refers to the first 1000 days of a child’s life from conception to the second
birthday. The Scaling Up Nutrition Technical Assistance (SUN TA) Project
evidence-based, integrated interventions aim to increase access to and
availability of safe, diverse, nutritious food; encourage the adoption of
better child-feeding and household hygiene practices; and increase access and
use of improved health, water and sanitation services. The Project prioritizes
sustainability by improving both intra-household joint decision-making and
capacity-building among local government and stakeholders including private
sector to ensure coordination, accountability, social and behavior change, and
learning replicating the Scaling Up Nutrition theory of change model.

2\. Objectives of the Assignment

The SUN TA is in its third year of operations and undertaking measures to
ensure compliance with GRZ and DAI policy and revitalizing efficient operating
systems. As such, SUN TA is hiring an HR Specialist as a Consultant to carry
out the following responsibilities.

3\. Responsibilities

> Document the results of a review of HR files to ensure compliance with GRZ and DAI policy
> Provide oversight and assistance to take corrective action, if any, regarding the review
> Carry out a review of hiring practices including JD preparation, advertisement, short list process, interview process and offer process. Take note of good practices and areas in need of improvement
> Review the educational qualifications of the existing staff and matching them with the JDs
> Advise SUN TA management regarding organizational structure to achieve maximum efficiencies and harness existing talent
> Review and advise on the disciplinary code
> Any other assignments that arise related to skill and expertise

4\. Requirements

> 15 years senior level HR experience
> MBA or relevant qualifications
> Effective time management and organizational skills, as well as demonstrated initiative
> Excellent communication skills

5\. Expected Deliverables

The consultant will be expected to deliver the assigned tasks in line with the
Terms of Reference.

6\. Duration of assignment

Maximum 20 days
