EMPLOYMENT OFFERED

The Zambia Health Education and Communication Trust (ZHECT) is an indigenous
Zambian Non-Governmental, not for profit Organisation (NGO), registered under
the laws of Zambia and dedicated to providing high quality health services,
social behaviour change interventions, research and capacity building for the
improvement of the health status and general wellness of people. ZHECT has
accumulated a wealth of experience in providing Sexual Reproductive Health,
HIV prevention and mitigation services to organisations and communities mainly
in Zambia but also within Southern and East African Communities. ZHECT is
therefore focused on HIV/AIDS/STI/Unplanned Pregnancy/Gender Based Violence
prevention, provision of Sexual Reproductive Health services, and Social and
Economic Empowerment among vulnerable and hard to reach communities.

ZHECT is applying for funding to implement a 5-year project to reach men,
adolescents, women of reproductive age, and PLHIV with high quality private
sector health services and would like to invite applicants for the positions
listed below. These are contingent positions and will only apply once funding
is secured.

CHIEF OF PARTY (COP)

The Chief of Party will provide overall technical and administrative
leadership and expertise over the program. S/he will serve as the liaison with
USAID/Zambia on management and technical matters. The COP will be responsible
for the management of all aspects of activity implementation in meeting the
objectives of the program including, but not limited to, technical,
administrative, operational and logistical management of project activities
and will report directly to the designated USAID representative. The COP will
take a leadership role in coordination among USAID and key stakeholders. More
specifically, the duties and responsibilities of this person fall into three
categories: Leadership, Operations and Administration.

Responsibilities

> Recognize opportunities for innovative action and create an environment where alternative viewpoints are welcomed;
> Set direction by prioritizing and organizing actions and resources to achieve objectives and contribute to country-wide strategy development;
> Develop and organize activities to secure resources for programs and convince stakeholders to provide support;
> Impact: strategically select strategies and partnerships that most effectively contribute to the objectives of the project;
> Provide technical support and oversight to all activity staff and coordinate with other senior program managers on strategic project management that requires familiarity with the private sector health market, market analysis, commercial distribution systems, social marketing, social franchising, quality assurance, and community-based distribution;
> Develop, inspire and enable a team of professionals to deliver high quality results, and effectively manage human resources, finance and back office functions to optimize cost-effectiveness.
> Oversee all financial affairs of the project, including budgets, adherence to effective internal financial reporting.
> Establish and foster relationships with a broad network of donors, government representatives and business leaders, assimilating and contributing to new developments relevant to the project.

Qualifications and key competencies:

> A Master’s degree or higher in a relevant discipline (business administration, marketing, public health or a relevant field);
> At least 5 years of senior-level experience leading large-scale, complex HIV or sexual and reproductive health (SRH) programs, including supervision of technical staff.
> Organizational/Capacity development experience preferred including training, mentoring and coaching and technical assistance for implementing partners.
> At least 10 years of progressively increasing responsibility working in private sector service delivery, product marketing, and experience with public-private partnerships.
> Demonstrated ability to establish professional relationships and to work collaboratively with host government agencies, donors, civil society and community-based organizations.
> Proven ability to analyze, present and use data to inform decision-making.
> Strong leadership, communication and interpersonal skills, including ability to develop and communicate a common vision to diverse partners and foster collaboration across a multi-disciplinary team.
> Proven ability to analyze, present and use data to inform decision-making.

> Prior experience managing PEPFAR and/or USAID-funded agreements or contracts.
