Project HOPE is currently seeking a Social Protection and Legal Officer to
support the USAID/Zambia funded Cooperative Agreement for Service Delivery for
Vulnerable Children and Adolescents (SDVCA) in Lusaka, Eastern, and Western
Zambia. The project will be implemented in partnership with Center for
infectious Disease Research Zambia (CIDRZ) and will accelerate and sustain HIV
epidemic control in Zambia through the delivery of high-impact HIV prevention,
care and support services to Vulnerable Children and Adolescents (VCA) and
their families. Project HOPE is a consortium sub-partner for CIDRZ, the prime
implementer of the 5 years USAID funded project.

DUTIES AND RESPONSIBILITIES*>
Reports to District Coordinator. Social Protection and Legal Officer is
responsible for overseeing the successful implementation of child protection
activities at the district level. He/she will provide technical backstopping
to Community Based Workers on child protection and related case management and
supervise their activities to ensure quality delivery of related support and
activities.

SPECIFIC RESPONSIBILITIES

1\. Program Planning and Implementation

a) Support Community Based Workers to develop, implement activity plans to
achieve expected results;
b) Ensure that all planned activities such as community awareness raising, and
case management are implemented on time, to quality measures and within budget
as per the monthly plan.
c) Introduce a system and SOP’s for flagging challenges early, through to all
relevant District Team focal persons supporting child protection efforts.
d) Facilitate child protection awareness and sensitization workshops with
project staff and community members service providers?
e) Provide follow-up child protection training in coordination with District
Team;
f) Provide psycho-social support to program beneficiaries;
g) Act as a district liaison for all child protection opportunities such as
working closely with Government Child Care Forums;
h) Assist with reporting of GBV cases and support child witnesses
(psychosocial support?) through the legal processes;

2\. Case Management

a) Support the identification, registration, assessment of and service
provision to identified households by the Community Based Workers
b) Support the development and implementation of individual/household case
management plans with the Community Based Workers;
c) Conduct community awareness on identification of vulnerable children and
the process of registration of child headed households;
d) Support establishment of temporal community care arrangements of children
affected by abuse, neglect, GBV or other vulnerabilities warranting protection
e) Serve as referral link for children with specific needs and to ensure
access to services, follow up and documentation.
f) Establish/support implementation and enforcement of all National laws,
policies, guidelines and acts related to safeguarding of children in Zambia.

3\. Monitoring and Reporting

a) Ensure that all child protection activities data is properly and regularly
collected by field staff, check data and ensure that it is logically presented
to the MEL team
b) Contribute to the preparation of internal and external reports;


c) Participate in team reviews of results and program progress; and
d) Perform other duties as assigned.

QUALIFICATIONS AND EXPERIENCE

1\. University degree in Social Work, Gender studies, Community Development;
2\. Minimum of 5 years relevant work experience in child protection case
management, child protection programmes or related field;
3\. Proven ability to work as part of a team;
4\. Strong understanding of the situation of children in the community and
demonstrated commitment to improving the lives of children in the community;
5\. Proven technical knowledge and skills in the field of Child Protection,
understanding of the Child protection legislation will be an added advantage;
6\. Experience in working with children and community mobilization;
7\. Possess excellent training and facilitation skills;
8\. A good level of written and spoken English and at least one other Zambian
language;
9\. Good computer skills; and
10\. Hold a valid Driving license
