Description of task Under the direct supervision of the Programme Coordinator
and overall supervision of Assistant Resident Representative, the UN Volunteer
will undertake the following tasks:
> Efficient Knowledge Management through the incorporation of lessons learned into the project implementation’s strategy:
> Support the Programme Coordinator in the management and coordination of technical and steering committee meetings and other project related meetings;
> Serve as the project’s data and knowledge management focal point;
> Coordinate, identify, develop and disseminate knowledge products and lessons learned;
> Ensure timely and effective responses to inquiries for public information materials;
> Ensures provision of support to the management of ongoing project activities;
> Provide inputs in the elaboration of the work plan;
> Assist in arranging logistics, preparing agenda and coordinating with related stakeholders for organising workshops as and when required;
> Assist in minutes taking for program/project meetings and in drafting research reports as needed;
> Assist in organising project planned events;
> Design and implement a system to identify, analyse, document and disseminate lessons learned;
> Ensure that TOR for consultants recruited by the project incorporate mechanisms to capture and share lessons learned through their inputs to the project, and to ensure that the results are reflected in the reporting system;
> Facilitate exchange of experiences by supporting and coordinating participation in any existing network of projects sharing common characteristics;
> Identify and participate in additional networks, for example scientific or policy-based networks that may also yield lessons that can benefit project implementation.
> Effective communications and outreach activities:
> Develop/produce communication and advocacy instruments and materials for creating visibility of the project and organise awareness-raising campaigns, including briefing materials and press releases as and when required by the project;
> Conduct communications needs assessments for the project;
> Work closely and in partnership with cooperating partners, the Ministry of Gender, the Zambia Police Service – Victim Support Unit (ZPS-VSU), the Ministry of Justice (MoJ), Judiciary and other CSOs and Government partners to promote and disseminate advocacy materials relating to GBV Phase II.
> Communicate and publicize programme activities and oversee all communication related activities of the programme in cooperation with the Country Office and other stake-holders;
> Assist in the development of awareness-raising products (e.g. project briefs, and project-related videos) and support coordination of project branding;
> Develop social media visibility plans for project events;
> Increase the visibility of the project by drafting press releases, op-eds, stories and other relevant communications materials;
> Engage with local and international media houses including BBC Media in Zambia for outreach activities and visibility of the GBV II results.
> Efficient and effective monitoring and evaluation to achieve project results:
> Contribute to the development and refinement of the project results and M&E framework in accordance with Result-Based Management (RBM) principles;
> Support the project in close collaboration with the project officers to ensure that Phase II GBV Programme has results-based annual work plans with indicators, baselines and targets established at output and activity level;
> Develop and coordinate effective mechanisms of monitoring the Programme implementation including development of evaluation tools and processes, innovative approaches;
> Prepare Programme Monitoring and Evaluation Reports capturing qualitative and quantitative aspects, according to the annual work plans and log frame;
> Contribute substantially to donor reporting and other communication products with the provision of evidence-based results analysis;
> Ensure that monitoring systems are properly designed, and that data collection and analysis from field visits are coordinated and standardized;
> Based on the AWP and the programme budgets, design the framework for the physical and process monitoring of project activities;
> Promote a results-based approach for monitoring and evaluation, emphasizing results and impact;
> Support the preparation of consolidated progress reports for project management including identification of problems, causes of potential bottlenecks in project implementa-tion, and providing specific recommendations;
> Check that monitoring data are discussed in the appropriate fora and in a timely fashion in terms of implications for future action. If necessary, create such discussion fora to fill any gaps;
> Undertake regular visits to the field to support implementation of M&E and to identify where adaptations might be needed;
> Facilitate, act as resource person, and join if required any external supervision and evaluation missions;
> Monitor the follow up of evaluation recommendations and audit action plans;
> Support the Phase II GBV Programme in defining the most relevant baseline data, indi-cators and sources of verification;
> Support training of implementing partners with comprehensive M&E training, ROAR ex-pectations, including establishing monitoring frameworks and understanding how to re-port against them;
> Ensure that the project and key partners have physical and electronic copies of docu-mentation that will act as a knowledge resource base for all future M&E activities that national partners will wish to undertake.
> Other duties:
> Support the Programme Coordinator in writing project reports, such as interim and final reports, and other reports requested by stakeholders and the UNDP Country Office;
> Contribute to the preparation of annual and quarterly workplans;
> Act as a facilitator or trainer in areas of his/her knowledge as required;
> Other duties as required by the Assistant Resident Representative or the UNDP Country Office.
Qualifications/Requirements
Required degree level: Master degree or equivalent
Education – Additional Comments:
> Master’s degree or equivalent in Gender Studies, Project Management, Development Studies from an accredited institution with at least three years of relevant professional experience.
Required experience: 96 Months
Experience remark:
> 8 or more years’ experience in monitoring and evaluation, reporting and knowledge management, preferably in the international development/humanitarian sector. Work experience in donor relations and report writing for specific cooperating partners and government counterparts’ is required. Experience with the UN would be an advantage. Strong technical writing skills in English are desirable.
Language skills:
> English(Mandatory), Level – Fluent
