Duties
Incumbent will work within the Defense Attaché Office (DAO) PEPFAR Office to
administer and manage the Department of Defense’s (DOD) PEPFAR Strategic
Information portfolio as implemented in Zambia. The portfolio of activities is
comprised of support for DOD PEPFAR data management and reporting via PEPFAR’s
Strategic Information platform; the annual Country Operational Plan
development; the semi-annual and annual performance reporting; quarterly data
reviews with the Office of the Global AIDS Coordinator (OGAC) and the Defense
HIV and AIDS Prevention Program (DHAPP); and data quality assurance activities
(USG interagency and the Zambia Defense Force) to include monitoring DOD
PEPFAR funded partners. Incumbent will actively support the DAO PEPFAR Program
Manager and DOD PEPFAR Country Director. The incumbent is supervised by the
DAO PEPFAR Program Manager.
Qualifications and Evaluations
Requirements:
EXPERIENCE: A minimum of five years of progressively responsible experience in
design, management, international/development work and implementation of
monitoring and evaluation systems to ensure sustainable development program
results.
JOB KNOWLEDGE: The incumbent should have a strong understanding of PEPFAR’s
whole of government approach to HIV/AIDS programming. S/he must be conversant
with PEPFAR policies/procedures and requirements, and must be able to
effectively communicate these to diverse audiences. The incumbent must possess
detailed and broad knowledge of the health sector in Zambia and must possess
expert knowledge on the most up-to-date practices for data collection and
analysis.
Education Requirements:
Masters Level degree in either Public Health, Population Studies,
Epidemiology, or Biostatistics is required.
Evaluations:
LANGUAGE: Level (IV) speaking/reading/writing of English is required.
SKILLS AND ABILITIES: Advanced skills in Microsoft Excel, keyboard/data entry
are required. Advanced numerical skills required to do statistics on a regular
basis. Use of PEPFAR software like FACTS info. DATIM, DC2, HMIS. A valid class
B driver’s license is required.

receive a compensation package that may include health, separation, and other
benefits.
For EFMs, benefits should be discussed with the Human Resources Office.
The pay plan is assigned at the time of the conditional offer letter by the HR
Office.
