Full time COMMUNITY OUTREACH MANAGER AT FZS ZAMBIA

The Africa Programme is FZS’s largest and oldest and is active in five focal
countries Zambia, Zimbabwe, the Democratic Republic of Congo, Ethiopia and
Tanzania. The Africa Regional Office (FZS-ARO) is situated in Tanzania.

In Zambia, FZS has been active through its North Luangwa Conservation
Programme (NLCP) for over thirty years and since 2017 through the Nsumbu
Tanganyika Conservation Project.

MAIN INFORMATION

The Community outreach manager will be based in Mpika . He/she will report to
the FZS Zambia Community Outreach Director on a line function basis.

And in close coordination with the NTCP Programme Manager and Workshop
Technical Advisor

Mpika with frequent travel to the project sites

4\. Objective
To provide strong leadership and coordination for effective and consistent
community engagement and outreach programme for the North Luangwa team (both
Mpika and Lundazi) teams. To design, develop and maintain programme systematic
management and in line with FZS Zambia strategy

5\. Duties
The Community Outreach Manager shall responsible for smooth implementation of
community outreach services in the North Luangwa operational area; This is a
senior management position and shall report directly to the Community Outreach
Director;

Specifically; He/she shall

> Link the North Luangwa Community needs and vision with the FZS Zambia strategy and drive community empowered engagement for the long term management of the communities’ natural resources
> Identify gaps in implementation and funding within the overall NLE outreach strategy
> Develop long term relationships with the area’s Patrons, District Officials and DNPW staff to enable the delivery of CBNRM in the best interest of the community and ecosystem over and above short term gains
> Link the daily NLEP activities and the NLCP activities to ensure close coordination and effective implementation
> Support the effective implementation of community outreach services and programmes by providing advice, planning activities and monitoring progress in achieving results at the output, outcome and impact levels;
> Support and supervise the senior community conservation officers to ensure quality and timeliness delivery of outputs;
> Plan, organise and manage regular staff meetings to continuously review the programme status and provide strategic advice on required follow up and/or corrective action;
> Prepare and submit monthly operational report and prepare first drafts of donor reports
> Lead the project budget development and control, and expenditure allocation to different donors
> Assist in developing donor proposals, including budgeting
> Support the strengthening of Northern CRB Association by improvement of their management systems, governance structures and accountability to local communities and other conservation stakeholders.
> Through the engagement with VAGs and CRBs
> Facilitate effective and transparent community representation, good governance and decision-making through these community institutions as a means for consistent community engagement within the NLE;
> Facilitate effective and regular communication and feedback between VAGs/CRBs and their respective constituent communities;
> Facilitate and support the development and implementation of land use and associated general management plans within respective Game Management Areas and the establishment of activities and bylaws for their implementation and enforcement;
> Facilitate and support community-based conservation initiatives around wildlife protection, human/wildlife conflict mitigation and other natural resources management initiatives;
> Facilitate and oversee strategic intervention to improve rural livelihoods within resident communities of the NLE through, for example, support to social service provision (health and education), micro-credit schemes, improved markets and conservation agriculture; and
> Facilitate effective and transparent revenue distribution mechanisms to ensure the maximum impact and incentives to communities from conservation and wildlife related business within the NLE.
> Coordinate and strengthen the role of Community Liaison Assistants (CLAs) by creating a culture of knowledge sharing, accountability and learning in the programme;
> Develop and mentor staff and design and shape best staff structure model for the programme and to support each CRB.
> Support monitoring, evaluation and learning and feedback into best practice on all activities, taking advantage of regional knowledge.
> As required, represent the organisation in national/international fora/discussions on Community-Based Natural Resources Management (CBNRM) and community outreach.
> Responsible for equipment and fleet management and monitoring.

6\. General

> Adhere to all FZS and donor budgets, and follow financial management procedures;
> Ensure responsible use of all FZS assets including use of vehicles for field teams, overseeing maintenance and monitoring use and costs;
> To attend such meetings, seminars and conferences as may be directed to do;
> Work closely with the office of the Senior Warden, Muchinga, and other DNPW senior staff within the operational area including Extension Staff;

7\. Knowledge, Skills and Qualifications

The position holder shall

> Holder of Bachelor’s degree in wildlife, natural resources, rural development and or economics.
> Holder of Masters degree in a related field.
> At least 10 years of practical field experience and 2 years at senior middle management level position.
> Demonstrate strong project management skills.
> Must possess knowledge and workings of CBNRM, principles of good governance, and general wildlife and natural resources management in Zambia, including forestry and fisheries
> Clear understanding of existing natural resources and wildlife policies; legal frameworks and legislation; and clear understanding of existing challenges with the ability to find alternatives options to better the systems.
> Demonstrate knowledge of alternative livelihood approaches
> Regional/ multiple landscape management is an added advantage.
> GIS experience desirable

8\. Competencies

> Planning and organising Plan and organise complex activities and work on multiple tasks. Determine actions, time frames and required resources for projects and monitor progress. Set goals and budget estimates effectively, and manage time effectively.
> Management control Establish and implement procedures to regulate own task activities and responsibilities.
> Flexibility Adaptable, resourceful, and receptive to new ideas; willing and able to adjust to changing circumstances.
> Integrity Honest, reliable, and maintain high ethical standards. Show respect and fairness when dealing with others
