Professional services to undertake a research on how Local Authorities in
Zambia can respond and cope with the effects of COVID 19.

2\. Objectives of the Assignment

The overall objective of this research is to assess the impact of the COVID –
19 on Local Authorities in Zambia – How can Local Authorities cope in the post
COVID – 19 era.

The research will focus on the following specific objectives

a. Demonstrate the role of local authorities in the fight against COVID – 19
or similar pandemic by analysing the legal and regulatory framework within
which local authorities operate and engage with other stakeholders
b. Evaluate the preparedness and capacity of local authorities in Zambia to
respond and manage the COVID – 19 pandemic in a gender sensitive and socially
inclusive manner
c. Identify, sample and document practical and applicable best practices being
employed by municipalities (local government institutions) at a local,
regional and international level.
d. Include in the documentation of appropriate case studies on local
authorities response to COVID – 19
e. Based on the above objectives, recommend gender sensitive and socially
inclusive practical, cost effective and realistic strategies which can be
adopted by local authorities in Zambia with specific relevance to city,
municipal and town (district) level
f. Develop a model/template for a local economic recovery plan which can be
used as a guide to local authorities in their post COVID – 19 phase
