Jhpiego is partnering with PATH to implement the USAID-funded End Malaria
Program (EMP). Guided by the National Malaria Elimination Strategic Plan and
in collaboration with the End Malaria Council (EMC), EMP will build on
achievements of the USAID-funded Program for the Advancement of Malaria
Outcomes. Jhpiego will provide technical leadership for EMP’s case management
(CM) and malaria in pregnancy (MIP) portfolio that assists the government of
the republic of Zambia (GRZ) to accelerate progress toward its goal of
eliminating local malaria infection and disease in Zambia. This will be
accomplished by achieving high levels of effective coverage with high-quality
malaria control interventions, leading to major reductions in malaria
prevalence, incidence, severe disease, and death in the four geographical
high-burden provinces Luapula, Northern, Muchinga, and Eastern., five-year
End Malaria Program (EMP).

Position National Senior Malaria Advisor

Location*> Jhpiego Zambia Office

Reporting*> to*> Country Director

The National Senior Malaria Advisor will provide technical and program
oversight to direct EMP’s malaria CM and MIP strategies and activities. The
position will ensure the technical and methodological soundness of malaria CM
and MIP activities and, in collaboration with the EMP project team and
partners, support the design of service delivery strategies, based on sound
and current scientific evidence. The position will be based at the National
Malaria Elimination Centre and will sit on EMP’s Senior Management Team.

Responsibilities

> Coordinate development of malaria CM and MIP technical approaches and annual workplan activities
> Ensure appropriate consultations with stakeholders at all level
> Provide technical support to the National Malaria Elimination Programme (NMEP) in malaria CM and MIP, including developing CM and MIP tools and participating in technical working groups.
> Collaborate with NMEP and Ministry of Health (MOH) staff to strengthen quality improvement and supervision systems for malaria interventions.
> Proactively problem solve technical challenges that arise during program implementation and, when necessary, draw upon the expertise from Jhpiego’s team of in-country and headquarters specialist
> Provide technical leadership to EMP’s National Malaria Specialist, Provincial Coordinators and Provincial Program Officers to plan for, provide technical input in and monitor activity implementation.
> Represent EMP in malaria technical sub-committees and other meetings as agreed with EMP Technical Director.
> Represent EMP in relevant workshops or conferences as agreed with the EMP Technical Director.
> Act as technical point of contact within EMP for malaria CM and MIP.
> Ensure that program Surveillance, M&E data and lessons in malaria CM and MIP are collated, analysed, interpreted and used to inform programmatic decisions.
> Document program achievements in malaria CM and MIP and share through various channels such as written program updates and peer reviewed journals.
> Work with Jhpiego’s Malaria Director and EMP Technical Director to ensure that technical support needs of the program in MIP and CM are identified and handled in a timely manner.
> Supervise Jhpiego staff on EMP project.

Required Qualifications

> A medical degree, degree in health specialty (nursing, pharmacy) and Master’s in Public Health or other relevant degree are essential.
> At least 8 years’ experience applying public health programs including malaria programs.
> Experience training health care workers on clinical aspects related to malaria case management and malaria in pregnancy.
> Experience building capacity at individual and organizational levels.
> Skill in at least two or more of the following technical areas strengthening service delivery programs, training, performance and quality improvement, monitoring and evaluation.
> Experience with a mix of practical technical skills in malaria necessary for strengthening malaria service delivery at the provincial and district levels.
> The ability to liaise with senior MOH officials and dignitaries, executives of NGOs, FBOs, CBOs, the for-profit business community, and senior members of the donor community.
> Demonstrated in-depth understanding of Zambia healthcare system, particularly the public health system.
> Demonstrable analytical skills and experiences to identify and evaluate best practices and state-of-the-art approaches to be utilized by the project.
> Experience in developing, planning and implementing public health programs either at district, provincial and national level.
> Strong oral and written communication and presentations skills.
> Familiarity with USAID, management and reporting procedures and systems preferred.
> Ability to work in a complex environment with multiple projects/tasks, short deadlines, competing deadlines and intense pressure to perform.
> Ability to interact with established networks of senior level international health professionals, donors, universities and other partners.
> Appreciation for socio-cultural differences in countries, preferably having lived and worked in one or more low resource settings.
> Awareness of, sensitivity to, and experience in working in multiple socio-economic settings and with multi-cultural staff and groups.
> Ability to develop productive working relationships with counterparts in other agencies and organizations nationally.
> Proficiency in Microsoft Office.
> Fluent in written and spoken English.
> Ability to travel locally up to 40 percent.
