About Cities and Infrastructure for Growth Zambia (CIGZambia)

CIGZambia is a facility that provides high-quality independent technical
advice and assistance to Zambian government bodies and private sector
organisations engaged in projects /programmes that help harness the potential
of Zambia’s cities and towns to act as drivers for economic growth and job
creation. CIGZambia is funded by the UK’s Foreign Commonwealth and Development
Office (FCDO).

The overall programme objectives are

> increasing urban productivity;
> improving inclusive access to urban economic infrastructure services;
> increasing investment into urban economic infrastructure services; and,
> enhancing national and regional integration between cities.

About the Role

This project aims to support the Ministry of Energy to develop an Integrated
Resource Plan (IRP) for Zambia. The IRP is a 30-year plan for a sustainable
electricity investment strategy for generation and transmission infrastructure
that will ensure universal access to clean, reliable and affordable
electricity at the lowest total environmental, social, economic and financial
cost consistent with local, national and regional development goals. The IRP
will also include implications arising from demand-side management (DSM) and
pricing.

The IRP will be developed across several project modules including Demand
Assessment, Transmission Planning, Distribution Planning, Least Cost
Generation Planning, Renewable Resource Planning, Sector Financial
Sustainability, Power Procurement Processes, Climate, Gender and Inclusion
Analysis, Institutional Planning Framework and Demand Side Management and
Energy Efficiency.

The consultant will support the IRP Director in the overall oversight and
coordination of the various workstreams that will be involved in the
development of the IRP. She or he will provide guidance on good project
management practices and mitigate project risk during implementation.

The consultant will also prepare monthly progress reports on project
implementation, provide update reports and other kind of reports in relation
to the project activities as will be assigned to him by the IRP Director.

The consultant should possess strong management skills and a good
understanding of the energy sector in Zambia having preferably worked in the
utility industry. The consultant will be expected to possess proven project
management, communication and leadership skills.

Project Responsibilities

The main responsibilities for the consultant will include the following

> Provide project management oversight for different work streams during the IRP development process – generation, transmission, distribution, DSM, Energy Efficiency, financing / commercial, cross cutting issues (GSI, climate), defining tasks and deliverables for each and assessing quality of deliverables against desired standards
> Prepare materials and coordinate workshops for Government and non-Government stakeholders as required during the IRP development process
> Develop and implement capacity building strategies for staff at Ministry of Energy (and other stakeholders if required)
> Oversee the scenario analysis and multi-criteria assessment process, and preparation of the IRP interim report, draft report, and final report
> Develop and implement (together with Cowater) a monthly reporting framework and a monitoring and evaluation system for the IRP project
> Provide leadership to consulting teams working on the IRP project through effective communication and clear/appropriate guidance at all times
> Oversee the communications activities and messaging for IRP stakeholders
> Co-ordinate communication with key stakeholders at MoE and other Government Departments/agencies, together with the IRP Director and the CIGZambia Project Preparation and Finance Lead

Resourcing and Reporting

This will be a full-time appointment for the duration of the Programme, which
is estimated to be delivered over a period of 16 months starting in December
2020. The consultant will report to the IRP Director.

Key Knowledge, Experience and Qualifications

> Postgraduate Degree in Engineering or Science/Project Management
> 10 Years+ experience in a utility or large industrial enterprise
> Proven Experience in delivering large/complex projects
> Knowledgeable of system design
> Disciplined and experienced in Programme management using modern software tools (report writing, monitoring and evaluation, supervision and oversight, leadership qualities)
> Proven skills in report writing, making presentations in public fora
> Energetic, proactive and ambitious
> Experience in facilitating workshops, providing training and technical mentorship;
> Demonstrable skills in written and verbal communication and proven report writing skills to high professional standards
