1\. Background

SNV Netherlands Development Organisation

SNV Netherlands Development Organisation (SNV) is a not-for-profit
international development organisation founded in the Netherlands in 1965,
with local presence in over 25 developing countries in Asia, Africa and Latin
America. SNV provides advisory services, knowledge networking and supporting
advocacy in the agriculture, water, sanitation and hygiene and renewable
energy sectors. Driven by the Sustainable Development Goals (SDGs), SNV makes
a lasting difference in the lives of people living in poverty by helping them
raise incomes and access basic services.

The INCREASE Project

SNV implemented two 4-year Swedish International Development Agency (SIDA)
funded projects targeting smallholder farmers, a biogas project, Energy for
Agriculture (E4A); and a climate smart agricultural project, Sustainable
Integrated Land Management Solutions (SILMS). SILMS targeted 20,000 small-
scale farmers in 2 districts in Eastern Province, while E4A targeted initially
3,375 farming households but reached 4,877 with biodigesters for household
energy and fertiliser needs. SNV is implementing a follow-on 7.29 million Euro
SIDA funded project inspired by concepts and lessons from SILMS and E4A
projects, called INCREASE (Increasing Climate Resilience in Energy and
Agricultural Systems and Entrepreneurship). INCREASE also works with mandated
public institutions to influence formulation and/or implementation of policies
that enable private enterprise in the 3 agricultural value chains –
horticulture, cotton and dairy – to thrive. INCREASE is running initially for
3 years, from 2020 up to 2022. The geographic focus is Southern, Lusaka,
Central, Copperbelt and Eastern Provinces.

The INCREASE project aims to contribute to resilience in farming and
agribusiness by working with the targeted private companies, to encourage the
smallholder farmers to adopt climate smart agricultural practices and deploy
decentralised energy systems (solar, biogas, etc) to increase and stabilise
production, employing the approach below

> For farmers, the project seeks to improve income, food and energy security, largely through adoption of CS practices and increasing access to climate smart (CS) products, services and finance
> For businesses, the project facilitates better linkages between SMEs and companies, improving companies’ extension capacities and CS services
> For the enabling environment, the project promotes CS practices through government stakeholders, facilitates coordination of CS practices within the private sector, and strengthens the youth employment institutional environment.

In August 2017 the ended Energy for Agriculture (E4A) project helped masons
and representatives of biodigester construction enterprises (BCEs) to register
a national association, the Zambia Biogas and Alternative Energy Association
(ZNBAEA).

Tasks for the Consultant*>
The selected consultants or consulting firm shall perform the tasks below.
1) Desk review with relevant documents supplied by SNV
2) Write and submit inception report highlighting assignment implementation
proposal, approach and methodology
3) Design a training and coaching trajectory that will enable participants
improve their skills in record keeping, bookkeeping and sales and marketing –
to improve their businesses
4) Design a framework that will enable assessment and monitoring of the
learning
5) Facilitate a 3-day initial training workshop in record keeping,
bookkeeping, and sales and marketing, followed by a 1-day review meeting. The
3-day initial training and the review session will be delivered in November
2020in Lusaka. The consultants will provide the participants with adequate
material/documentation and templates for bookkeeping and record keeping
6) Provide at least 2 hours coaching time to each participant, between the
initial face-to-face training workshop and the review workshop
7) Conduct a 1-day feedback meeting with the Association board and selected
BCE representatives to assess how helpful the training was and what could be
done differently next time
8) Write and submit a draft training report
9) Submit a final training highlighting the approach, process, programme,
initial learning outcomes, and recommendations.
