COVID-19 PREPAREDNESS & RESPONSE
Background
Since December 2019, an increasing number of cases of novel coronavirus
(COVID-19) were identified in Wuhan, a large city of 11 million people in
central China. On December 29, 2019, the first 4 cases reported, all linked to
the Huanan Southern China) Seafood Wholesale Market was identified by local
hospitals using a surveillance mechanism for “pneumonia of unknown etiology”
that was established in the wake of the 2003 severe acute respiratory syndrome
(SARS) outbreak. A total of 618 deaths were reported with one death reported
in the Philippines. In total 31515 confirmed cases were reported of those
31,203 were in China while the rest were reported in other Countries as of
January 2020 . The CORONA VIRUS disease, rapidly spread globally and World
Health Organisation declared a global pandemic.
Country context
Zambia was among the 13 countries identified by World Health Organisation as a
“top priority” country for Coronavirus preparedness in Africa due to the high
volume of travel to China and as such the Zambian government was on high alert
for cases. The Zambian government adopted a multi – sectoral approach towards
COVID-19 response, by working with partners to enhance the country’s
preparedness to handle cases. Additionally Ministry of Health developed the
Zambia COVID -19, Emergency Response & Health Systems Preparedness Project (
Environmental & Social Commitment Plan – ESP in October 2019. From this,
Ministry of Health, which is the major enforcer and implementer of the
response mechanism, developed a COVID -19, Strategic plan, which showed the
steps to take in response to COVID-19 disease.
The Zambian Government reported its first case on 18th of March 2020.

Zambia Red Cross Society Response
In response to reports from World Health Organisation & the call by Ministry
of Health, Zambia Red Cross Society developed a Preparedness and Response
Plan, that looked at proposed interventions, resources needed and targeted
areas. In addition, the National Society engaged with various major stake
holders on how best and which areas, collaboration of the intervention would
be addressed.
The National Society with support from its Partners, International Federation
of Red Cross & Red Crescent, International Committee of Red Cross & Red
Crescent, Netherlands Red Cross, targeted 27 districts in its response namely
Kitwe, Ndola, Kapiri Mposhi, Livingstone, Kalulushi, Chipata, Chirundu,
Kapiri, Kitwe, L/Stone, Lusaka, Mpulungu, Nakonde, Ndola, Solwezi,
Chililabombwe, Kafue, Katete, Mansa, Mpika, Mufulira, Chingola, Kalulushi,
Choma, Kalumbila, Chikankata, Chilanga, Mazabuka, Chongwe, Kabwe, Nchelenge,
Kasama.
SCOPE OF INTERVENTION
The National Society responded under five pillars which are
i. Livelihood
ii. WASH
iii. Health
iv. RCCE
v. National Society Development
Documentary Development
In response to the activities and response implementation carried out in the
various Districts, the National Society has therefore embarked on developing a
Documentary and mini video clips, that will showcase COVID-19 response
activities carried out.
Objective of the consultancy
i. The overall objective of this consultancy is to produce a high definition
video documentary and high-resolution photographs that can be used in various
communications platforms. This will involve showcasing activities such as
Community sensitisation and awareness in four Communities, Lusaka, Nakonde,
Mpulungu, Chililabombwe.
ii. Community and District leaders will be engaged for short interviews, to
give feedback on the collaboration of the National Society in the response.
(Nakonde border, clinic, engagement of peer-to-peer Youth participation).
iii. To show rehabilitation of boreholes in Kapiri Mposhi and Mpulungu. This
will highlight the Wash and Health response activities of the National
Society.
iv. To show cash Voucher Assistance in Chililabombwe and Kalulushi.
Documentary of this response will highlight livelihood response to the
affected Communities. Partners on the ground in the Districts involved, such
as Ministry of Community Development & Social welfare will also be engaged.
v. To show PFA collaboration and training of MoH staff and Volunteers in
response to Communities affected and infected with Corona Virus disease.
vi. To show the effectiveness and collaboration of contact tracing carried out
in Chirundu/Livingston in collaboration with MoH and Volunteers.
vii. To engage with National Governance at Ministry of Information &
Broadcasting, e.g., P.S Minister, ZNPHI & MoH officials on ZRCS response,
engagement, and participation in COVID-19 response.
viii. To show case intervention in schools of IEC materials distributed & hand
washing facilities.
The consultant will specifically
> Develop the documentary film’s overall concept and scenario.
> Develop the documentary script and storyboard to be reviewed by Zambia Red Cross Society before filming.
> Submit a final storyboard and script after integrating Zambia Red Cross Society input.
> Interview selected participants for the film who will include government partners, rural district councils, community representatives, and the funding partner.
> Undertake field work, including attending workshops to document case studies, stories of change, capture video and photographic footage.
> Perform appropriate video filming and shoot interviews with the projects’ beneficiaries and stakeholders.
> Edit final video and work on the final production. This will involve putting together all the clips, putting voice overs/narration, translations, appropriate music, fonts/titles, and translations (where appropriate).
> Present a draft documentary for comments on contents.
> Produce one final high definition 20-minute documentary.
> Produce 3-minute shorter documentary versions.
> Present the complete documentary versions, and hand over at least 3 master copies of each version on DVD format and 2 copies of raw footage to Zambia Red Cross Society.
> Develop a multimedia toolkit containing all documentation outputs.
> Develop & produce high resolution photographs coming from the documentary.
Tangible and measurable output of the work assignment
i. A 20-minute-high-definition documentary produced in English, (with
translations where necessary) at highest market quality standards, high-
definition, fast paced and colorful, with clean stylistic touches. The total
running time of the documentary should be 20 minutes.
ii. Five (5) 3-minute shorter version video clips compatible with social media
platforms.
iii. At least three detailed case studies/ stories of change.
iv. An interactive multimedia toolkit containing video clips, case studies/
stories of change and photographs.
Expected Duration of the Assignment
The assignment is expected to take 15 days, 9th May to 23rd May 2021. The
final product i.e. the documentary as well as all the raw material and project
files, should be delivered to Zambia Red Cross Society on an external hard
drive no later than 28th May 2020.
Intellectual Property
All information pertaining to this project (documentary, audio, digital,
cyber, project documents, etc.) belonging to Zambia Red Cross Society, which
the service provider may meet, in the performance of his/her, duties under
this consultancy shall remain the property of Zambia Red Cross Society, who
shall have exclusive rights over their use. Except for purposes of this
assignment, the information shall not be disclosed to the public nor used in
whatever form without written permission of Zambia Red Cross Society.
Qualifications and Competencies
> More than 2 years experience working in similar field.
> Extensive experience in producing development work documentaries for Organisations with the aim of reaching both local and international audiences.
> Experience in working with other Organisations
> Excellent technical capacities, access to highest quality filming, light, sound and editing equipment to ensure smooth and high-quality production.
> Ability to operate under strict time limits and apply high production and technical standards for the purpose of maintaining high level of professionalism.
> Excellent writing and editing skills.
> Excellent attention to detail.
> Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability.
Equipment for the Assignment
Detailed list with technical information of the equipment intended for use,
including camera, light, sound, editing software etc. No equipment will be
purchased or provided by Zambia Red Cross Society. Any equipment needed to
complete this assignment will be provided by the Consultant.
