About Vision Aid Overseas
Vision Aid Overseas (VAO) is a UK-based charity, with a focus on fighting
poverty by transforming access to eye care services in developing countries in
Africa. The charity was established in 1985 following a visit of British
optical professionals to Tanzania where they held a series of clinics to
provide eye tests and spectacles to patients in poor and marginalised
communities.
Our work focuses on the development of services for uncorrected refractive
error and primary eye health. Uncorrected refractive error is the world’s
leading cause of avoidable visual impairment, with an estimated 670 million
people affected worldwide.
We develop programmes that integrate training, primary eye care and facility
developments into national and regional eye care plans, seeking always to be
responsive to local need. In this way, we help children to learn and adults to
earn so that they can provide for their families.

Key Accountabilities
The M&E and Learning Officer will support the Country Office in all M&E
processes, which will include tools development, data collection, analysis,
reporting and learning activities to help ensure accountability and efficiency
of the CBP Program and other Country Program domains. S/he will provide in-
depth technical leadership in the area of M&E to the field team and support
the project officer at stakeholder engagement and information dissemination
meetings/workshops. Specifically, the M&E and Learning Officer will be
responsible for
> Understanding and leading the roll-out of VAO Zambia programme performance framework and tools.
> Act as country focal point person to assist Country Office in the Monitoring, Evaluation and learning aspect of the CBP and other Country Program domains.
> Optimizing the grant reporting process.
Key Areas
Responsibilities
> Lead in the refine and validation of CBP program baseline.
> Focal person for the implementation of a robust monitoring and evaluation system; keeping track of program results framework at different levels (outputs, outcomes and impact).
> Work with Country director and Project Officer to ensure timely collection of accurate and reliable data, and lead in the analysis of all program data for both in-country stakeholders and donor consumption.
> Ensure adaptive learning and program quality improvement by continuously recording and incorporating field and technical feedback to program design.
> Ensure social accountability and inclusion, i.e., prioritizing Sex, Age and Disability Disaggregated Data collection, analysis and reporting.

Technical Support
The successful candidate will work under the supervision of the Country
Director and with support from the Deputy Program Director who provides M&E
oversight and backstopping.
Qualifications/Experience
The role of MEL Officer requires an energetic and a result orientated
individual, with a record of demonstrated experience in a MEL role within the
INGO sector.
> Demonstrated experience in data processing and management of large-scale surveys.
> Demonstrated experience of statistical packages and/ or data analysis software (e.g., SPSS, Excel, Epi Info, SMART, STAT 01) and advanced computer skills (word-processing, spread sheets, and databases) are a must.
> At least 2 years’ direct experience in a position of monitoring and evaluation of large-scale projects.
> Good oral and written communication skills in English.
> Excellent interpersonal skills and the ability to work well within a multi-cultural team environment.
> Strong analytical skills.
> Technical knowledge and experience in implementation of gender and disability sensitive approaches is a plus.
> Knowledge and experience in implementing of either health care or social protection programme is an added advantage.
> Knowledge and experience in child safeguarding are a major plus.
> Experience in school-based program activities is highly desirable.
EDUCATION/CERTIFICATIONS
Bachelor’s Degree in public health, Statistics, Economics, Monitoring &
Evaluation, Demography and Population Studies; or relevant qualification in
social science.
