Zambia has been implementing a number of programmes to support vulnerable
communities in Zambian. Recent programming areas include nutrition,
agriculture, food security, HIV/AIDS, WASH, financial inclusion, and early
child development.
Project Summary
Children who grow up in safe, healthy, nurturing families have better outcomes
in life—including improved cognitive, emotional, and social development,
better health, and greater success in school. To help break the cycle of
poverty, CRS is implementing the Inclusive Family Support Project in Zambia to
create more resilient families and communities.
CRS’ Children in Families Strategic Change Platform is a bold initiative to
strengthen families. The goal of the platform is to help vulnerable children
thrive in safe, healthy, and nurturing families; create more resilient and
supportive communities; and work with governments to establish policies and
systems that strengthen families. CRS also advocates with governments, donors,
and other regional and global stakeholders to direct resources and support to
strengthening families.
Through the Inclusive Family Strengthening Project in Zambia, CRS will build
upon decades of experience in community and family strengthening
activities—and our strong partnerships with the Catholic Church, governments,
and local organizations—to ensure families in targeted communities have the
resources and skills to care for children. To strengthen families, CRS will
help caregivers learn and practice positive parenting; connect isolated
families with supportive communities; help children—especially children with
disabilities—attend remote or in-school learning and access health and social
services; and build families’ resources through savings groups, cash grants,
school vouchers and financial education.
Objective
The consultant will provide capacity building and mentoring support to IFSP to
ensure that families living with children with disabilities are strengthened
to effectively care for, stay together and positively parent their children;
as well as help families living with children with disabilities have increased
access to services and supports.
The consultancy is divided into the following components
1\. Capacity building of partners and community-based volunteers in
disability-inclusive approaches
I. Create Training of Trainers (ToT) training material, including the TOT
facilitator guide and the materials for Trainers to use in step-down training
to partner staff and project volunteers. Incorporate the following topics into
the training materials
a. disability awareness;
b. disability etiquette when working with families of children with
disabilities;
c. information about referral services and pathways
II. Facilitate initial field testing of training materials and incorporate
changes in the final draft
III. Facilitate TOT training for 45 project volunteers. Pending COVID
restrictions, training may need to be delivered to smaller groups in multiple
sessions.
2\. Quarterly accompaniment of Congregational partners in Lubwe, Kasaba, Ndola
& Luanshya, in collaboration with CRS staff
I. Mentor partner staff and volunteers to ensure that activities are
disability inclusive
II. Identify and document promising practices related to disability inclusion
added to quarterly narrative reports
Geographic coverage for mentorship support includes
> Luapula, Chifunabuli district – Lubwe and Kasaba towns.
> Copperbelt, Ndola and Luanshya Districts

Revise and finalize presentation slides, as needed, based on feedback from the
IFSP CRS team 5 to 9 April 2021
Prepare draft training agenda and share with the IFSP CRS team 12 to 14 April
2021
Finalize and print training materials & agenda, as needed, based on feedback
from the IFSP CRS team 19 to 23 April 2021
Conduct Trainings 3 to 7 May 2021
10 to 14 May 2021
17 to 21 May 2021
Prepare and Conduct pre- & post tests for the training participants Beginning
and end of the training
Draft and submit training report to the IFSP CRS team with recommendations of
follow-on actions to enhance and operationalize the knowledge and skills
learned 30 May 2021
Location and duration of training
The TOT training will be five (5) days long at a venue within Lusaka to be
advised later. Estimated number of participants for the training is 45
volunteers in 3 sperate sessions to ensure adherence to COVID-19 guidelines
Partner Mentorship support
Activity Timeline
Identify individual partners’ capacity support areas During training
Develop partner focused mentorship plan and share for approval, including
mentorship checklist Within two weeks after training
Develop on-site quarterly mentorship travel schedule with partners and CRS
team Within two weeks after training
Design monitoring tools to identify and document best practices Two weeks
before first quarterly visit to the project sites
Conduct quarterly mentorship visits to support disability-inclusive approaches
among partners and volunteers. Once every quarter – Actual dates to be
communicated
Reporting
The consultant will be required to submit a report at the end of the training.
Subsequently quarterly reports will be required for each supportive mentoring
session held with partners.
Duration of Consultancy
The consultancy will be over 6 months and payment is upon successful
completion of each activity.
Qualifications & Experience
Experience advising NGOs on disability mainstreaming
Experience working with organizations of persons with disabilities
At least 5 years’ experience providing services and/or facilitating trainings
on disability inclusion
Experience developing or conducting disability awareness and anti-stigma in
Zambia, including digital social behavior change (SBC) messaging
Able to work under minimum supervision
Ability to travel to various project sites to provide onsite
