Chemonics International Inc., Contractor for USAID Global Health Supply Chain
Program – Procurement and Supply Management (GHSC-PSM) ensures uninterrupted
supplies of health commodities in support of USG-funded public health
initiatives around the world. The project provides direct procurement and
supply chain management support to the President’s Emergency Plan for AIDS
Relief (PEPFAR), the President’s Malaria Initiative (PMI), and Population and
Reproductive Health. In supporting USG-funded global health activities, PSM
develops and manages a wide array of services for health commodity procurement
and related systems strengthening technical assistance encompassing different
elements of a comprehensive supply chain. The project seeks to recruit (on a
one-year contract renewable) for the following positions of

Position Title*> Forecasting & Quantification-FP and MNCH Specialist (1
position)

Reporting*> Forecasting and Supply Planning Manager-TO 2/3/4

Principal Duties and Responsibilities

The Forecasting and Quantification Specialist will work with the Forecasting
and Quantification Program Manager to meet project objectives focused on
strengthening forecasting and quantification which should be led by the GRZ,
procurement planning, and stock monitoring activities. The Specialist will be
responsible for ensuring that commodities procured centrally for reproductive
health and MNCH national programs using Pipeline software are available by way
of checking on the consumption trends.

Specific Tasks

Technical Implementation

> Support team to meet project objectives focused on strengthening GRZ-led forecasting and quantification, procurement planning, and stock monitoring activities.
> Monitor and ensure availability of commodities that are procured centrally for reproductive health, Maternal Neonatal and Child Health (NMCH using Pipeline software).
> Hold regular partner coordination meetings to ensure procurements and shipments are well-coordinated and stock-outs are prevented.
> Monitor various consumption patterns and take corrective steps in forecasting on a periodic basis.
> Prepare and ensure availability of quantification reports for all commodities for approval by the Ministry of Health.
> Support the development of and implement capacity-building interventions for GRZ and supply chain partners who coordinate to ensure a reliable supply of health commodities for Zambia.
> Design and roll out innovations to increase the sustainability of forecasting, quantification, and commodity monitoring activities.
> Provide senior management with monthly reporting on national supply levels and procurement plans to identify potential supply gaps early and develop responses to mitigate the impact on service delivery.
> Submit quarterly supply plans and reports to GHSC-PSM headquarters and other stakeholders.
> Ensure all contract deliverables meet within areas of forecasting and quantification.

Management

> Supervise technical officer(s), including develop roles and responsibilities; design and monitor professional development plan, and conduct annual performance appraisal with supervisee.
> Execute team annual work plans and budgets based on project resources available and intended annual and life of project targets are set according to USG priorities.
> Exhibit Chemonics values and build culture of “Living our Values” within the team.
> Verify that USAID regulations, Chemonics policies, and quality management best practices are enforced consistently.
> Carry out additional responsibilities as may be assigned from time to time in consultation with supervisor of record.

Minimum Education Qualifications, Experience, and Competencies

> Diploma in a health-related field required; a degree will be an advantage;
> Minimum four (4) years of experience working in supply chain management and conducting forecasting and quantification activities;
> Thorough knowledge of USAID funding and its contractual and reporting requirements required; experience working on USAID-funded health programs strongly preferred;
> Strong leadership and motivational ability;
> Strong written and oral communication skills;
> Excellent problem-solving and decision-making skills.

Principal Duties and Responsibilities

Specific Tasks

> Work within a team of procurement officers to ensure timely and cost-effective procurement services for increased availability of laboratory and other program commodities in country;
> Provide timely notifications of expected shipments for each month/quarter to procurement partners to ensure necessary preparations made for incoming commodities;
> Ensure procurement documents are properly filled and have audit trails that ensure easy follow up and retrieval of documents;
> Expediting payments to suppliers after receipt of goods from the vendors;
> Assess and review requirements in line with the budgets before creating requisition orders;
> Call suppliers for negotiations where applicable, and other necessary sourcing issues needing clarifications;
> Implement procurement policies and procedures to ensure good procurement practice in compliance with the Global Health Supply Chain–Procurement and Supply Management regulations;
> Sending out invitations to bid, conduct bid comparisons analysis and fill justification as required;
> Manage relationships with FASP to predict and track procurement requirements ensuring responsive service provision;
> Monitor approved requisition orders and confirm with FASP on specifications for laboratory and other program commodities;
> Prepare and manage procurement analysis for reviews and approvals in the procurement system and other tools;
> Manage relations with other team members, partners and vendors to plan all deliveries, change to requisitions, review their progress and address reforms to meet timelines and quality based on planning.
> Respond to procurement queries from vendors and give clarifications as required;

> Verify that USAID regulations, Chemonics policies, and quality management best practices are enforced consistently;

Minimum Education Qualifications, Experience and Competencies

> Diploma in Procurement and Supply or Supply Chain Management;
> Minimum two (2) years of experience working in supply chain management or program procurement required;
> Must be a member of Zambia Institute of Purchasing and Supply (ZIPS) or Chartered Institute of Purchasing and Supply (CIPS);
> Thorough knowledge of USAID funding and its contractual and reporting requirements required; experience working on USAID-funded health programs strongly preferred;
> Strong knowledge on the use of procurement systems is an advantage;
> Strong motivational ability;

> Promote enhanced facility-level data quality by providing remote project support to health facilities and targeted Technical Supportive Supervision (TSS) visits. Develop, implement, document and file innovations to increase reporting rates, improve data quality at all levels of supply chain activity in the field, and increase access to information on stock status;
> Strengthen the utility and usability of eLMIS and provide ongoing technical assistance to MOH staff on the use of the system;
> As a member of the field office team, develop materials in support of identifying opportunities for streamlining data management and reporting to increase data availability for supply chain decision making;
> Ensure all contract deliverables are met within areas of logistics strengthening by compiling and providing accurate data and reporting as requested.
