WATERAID ZAMBIA COUNTRY PROGRAMME STRATEGY EVALUATION

1\. Introduction

WaterAid Zambia (WAZ) is an international Non-Governmental Organization
dedicated exclusively to the provision of safe domestic water, sanitation and
hygiene education to the world’s poorest.
WaterAid Zambia started it activities in Zambia in 1994 with the first
interventions implemented in the Southern Province of Zambia, initially
starting off as a drought response programme and later transitioning into a
long-term development programme. Since its inception, WaterAid has implemented
interventions in Southern, Western, Lusaka and Luapula Provinces.

WaterAid Zambia’s programmes have been implemented based on periodic country
strategies, usually up to 5 years. WaterAid Zambia’s current Country Programme
Strategy covers the period from April 2016 to March 2022.

As part of its Planning, Monitoring, Evaluation and Reporting (PMER) core
procedures, WaterAid undertakes mid-term as well as end term reviews of its
strategies to inform development of future strategies.

The terms of reference here in now outline the requirements for undertaking
the country programme evaluation covering the period April 2016 to March 2021.

Evaluation Focus

The evaluation will focus on reviewing the performance of the country
programme in relation to objectives set in the country strategy, approaches
used as well as outputs articulated in the country programmes business plans.

The Country Strategy has four core strategic objectives as follows

> SO1 Empower communities to demand accountability and claim their rights to equitable, inclusive and sustainable WASH services by 2021;
> SO2 Support the strengthening of WASH sector institutional and legal frameworks and capacities to deliver quality WASH services for all by 2021;
> SO3 Support the integrated planning and implementation of WASH across sectors for equitable and inclusive WASH services for all by 2021;
> SO4 Raise the profile of hygiene as a public health priority to trigger the adoption of behavioural change as a social norm by all by 2021.

The Country Programme developed 3 key programmes through which the strategic
objectives were to be realised as follows

i. Public Influencing and Engagement (PIE)

Programme Outcomes

> Increased public financing to the WASH sector
> Improved (Efficient) budget planning and implementation at all levels
> Government and other stakeholders scale-up innovative and cost-effective WASH technologies, practices and approaches.
> Conducive WASH policy environment and well targeted/designed national programmes
> Educational, Maternal and Child Health Stakeholders adopt and use sustainable hygiene practices
> Improved institutional and sector coordination for efficient and integrated WASH service delivery

ii. Modelling Alternatives to Water, Sanitation and Hygiene (MAWASH)

Programme Outcomes

> Sustainable and inclusive WASH technological options developed used and replicated by others.
> Sustainable and inclusive approaches and programmes on WASH developed, promoted and used by WASH stakeholders
> Systems, processes and institutional capacities of local authorities, line ministries and WASH implementers enhanced and record improved performance in WASH service delivery
> Quality standards for WASH delivery at various levels are institutionalised and maintained

iii. Hygiene Matters (HyM)

Programme Outcomes

> Supportive hygiene behavioral change policies, regulations, strategy standards and guidelines developed and implemented.
> Good hygiene practices adopted at all levels due to increased WASH services.
> Increased and long-term government and donor commitments for sustained hygiene behaviour change secured

The basic approaches adopted by the Country Programme in implementing its
interventions using the programmatic approach anchored on

a. Rights Based Approach
b. Systems Strengthening, and
c. District Wide approach

The Country Strategy has been implemented in the following areas Lusaka
district in Lusaka Province; Mwense and Samfya Districts in Luapula Province;
Mwandi District in Western Province and Kazungula and Monze Districts in
Southern Province, and at the national level.
In addition, WaterAid has undertaken activities at the national level in
collaboration with the Ministry of Water Development, Sanitation and
Environmental Protection (MWDSEP), Ministry of Health (MoH), Ministry of
General Education (MoGE). UN agencies – UNICEF and WHO. Others include GIZ,
local NGOs, implementing partners and other key players in the WASH sector.
The learning captured through the evaluation will provide a key input into the
design of the next Country Strategy. As the Country Strategy is coming to an
end, WaterAid is hiring a consultant to conduct an evaluation of the Country
Strategy in close collaboration with WaterAid staff.

2\. Purpose and Objectives

The purpose of the Country Programme evaluation is to

i. Assess the contextual relevance of the current Country Strategy against the
backdrop of changes that have occurred in the external environment including
Covid-19.
ii. Assess the effectiveness against the four Country Strategic Objectives.
iii. Assess the added value and synergy of WaterAid’s programmes with regard
to the WASH sector in country and integration with other key sectors such as
health and education.
iv. Assess the extent of equity and inclusion in the implementation of the
Country Strategy
v. Capture the lessons learnt from the implementation of the Country Strategy
and reflect on the implications for the development of the next Country
Strategy.

The below listed are questions that the evaluation is expected to address
regarding each specific purpose of the evaluation.

Contextual relevance

For all the four (4) strategic objectives, the evaluation will seek to
collectively to find out

> To what extent have the four (4) Strategic Objectives been relevant to the key WASH issues in the country
> To what extent have the four (4) Strategic Objectives been aligned with national and local priorities
> How has the context changed over the strategic period and how has the Country Programme adapted
> What are the main lessons learnt
> What are the implications for the next Country Strategy

Effectiveness

The following questions should be answered with respect to each of the four
(4) Strategic

Objectives

> To what extent has this Strategic Objective been a focus during the strategy period (in relation to the other strategic objectives)
> What are the main projects that have contributed to the Strategic Objective

The following the questions should considered at the community, sub-national
and national levels

> What have been the main results of WaterAid’s work against each of the four (4) Strategic Objectives;
> To what extent have the four (4) Strategic Objectives focussed on and benefitted the most marginalised
> To what extent has the Country Strategy addressed gender inequalities
> To what extent are the results likely to be sustained
> What have been the contributing factors Consider programmatic approaches, context-related issues, funding, partnerships, WaterAid capacity, etc.
> What have been the main challenges Apart from programme strategy and context-related issues, also consider issues such as funding, partnerships, capacity, etc.

Looking forward

> What are the main lessons learnt
> What are the implications for the next Country Strategy

WaterAid’s added value and synergy

The following questions should be answered looking at the strategic period as
a whole

> What has been the valued added – that is unique to WaterAid’s role and capacity – of WaterAid to the WASH sector in country
> How effectively (or not) has WaterAid’s work complemented the work of other actors in the WASH sector
> How effectively (or not) has WaterAid been able to collaborate with and integrate other key sectors such health and education in WASH
> What are the main lessons learnt
> What opportunities exist to enhance WaterAid’s value added
> What are the implications for the next Country Strategy

Equity and Inclusion

> How effectively (or not) did WaterAid focus on gender in the implementation of its strategy
> How inclusive has WaterAid been in the implementation of its country strategy
> How effectively are guidelines/frameworks to address gender and inclusion applied in the implementation of the country strategy
> What best practices are noted from how WaterAid has addressed gender and inclusion in the implementation of its strategy
> What are the notable areas for improvement in addressing gender and inclusion in the implementation of WaterAid’s country strategy

3\. Process and methodology

The evaluation will commence with a joint inception phase between WaterAid and
the consultant to review the evaluation questions, develop the methodology,
identify key documents for review and key informants for interview. Following
the inception phase the consultant will submit a short inception report for
review.

The evaluation will use a mix of qualitative methodologies, with emphasis on
the analysis of the existing body of evidence (internal and external
documents). The gathering of primary data will be limited to interviews with
key internal and external stakeholders such as Ministry of Water Development,
Sanitation and Environmental Protection (MWDSEP), Ministry of Health (MoH),
Ministry of General Education (MoGE). UN agencies – UNICEF and WHO. Others
include GIZ, local NGOs, implementing partners and other key players in the
WASH sector.
The preliminary findings will be consolidated and validated during a
reflection and validation workshop with WaterAid staff.

4\. Scope of Work

Key roles of the consultant will include

> Refine the evaluation questions in consultation with the CP;
> Apply for the ethical clearance;
> Building on the guidelines, develop a detailed methodology for conducting the evaluation of the Country Strategy. The detailed methodology will include the supporting tools such as the analytical framework for document review, topic guides for conducting Key Informant Interviews, etc.;
> Submission of an inception report, to be revised based on CP feedback;
> Analysis and synthesis of internal documentation;
> Identification and analysis of relevant external documents;
> Interviews with WaterAid staff, government officials, INGOs, UN agencies, partners and CSOs
> Preparation of preliminary findings.
> Facilitation of reflection and validation workshop.
> Compilation of the final report using the template provided by WaterAid.

6\. Consultant Profile

WaterAid is looking for a consultant who meets the following requirements

> Experience in conducting evaluations of strategic plans and/or large, multi-facetted programmes;
> Strong analytical skills of qualitative information;
> Knowledge of the WASH sector in country.
> Experience in policy analysis;
> Experience in conducting interviews with different types of Key Informants including government officials, INGOs, NGOs, CSOs, etc.;
> Experience in facilitating participatory workshops;
> Good writing and presentation skills;
> Good communication skills.

7\. Budget

It is anticipated that the consultancy will take between 25 and 35 working
days. Please submit a budget separating consultancy fees and reimbursable
expenses. The budget should be inclusive of all required taxes.

8\. Expression of interest
