INTRODUCTION

Chemonics International, an international development firm, is seeking the
services of a consultancy firm to develop a Strategic Plan for the Zambia’s
Department of National Parks and Wildlife.

BACKGROUND

The goal of the USAID VukaNow activity is to support the shared commitments of
the U.S. Government (USG), the Southern Africa Development Community (SADC),
member states, private sector partners, and civil society to dramatically
decrease wildlife crime across Southern Africa. The purpose of the activity is
to coordinate learning and support strategic regional activities to address
wildlife crime challenges. Specific objectives include

1\. Catalyze learning and sharing for improved results to combat wildlife
crime
2\. Increase collaborative action to reduce wildlife crime in targeted areas

PURPOSE OF ASSIGNMENT

The purpose of this assignment is to develop a Strategic Plan for Zambia’s
Department of National Parks and Wildlife (DNPW) – setting the vision, goals,
objectives, actions and key performance indicators for the agency for the next
five years (2021-2025). This strategy is urgently required because the DNPW
has been operating on an ad hoc basis without strategic guidance since its
transformation from a semi-autonomous to a state – managed agency in 2015.
Development of a Strategic Plan will enable the DNPW, for the first time, to
take stock of its existing capacity to effectively manage biodiversity across
a broad spectrum of protected areas (National Parks, Game Management Areas,
and Wildlife and Bird Sanctuaries), and identify gaps both in terms of its
internal capacity and partnership requirements to fulfill its mandate of
protecting, managing, and promoting sustainable utilization of the country’s
rich and diverse biodiversity.

Zambia’s wildlife sector has undergone two transformations over the past two
decades. The first was in the mid-1990s when the then-named Department of
National Parks and Wildlife Services (DNPWS), a state-managed agency, was
transformed into a semi-autonomous Zambia Wildlife Authority (ZAWA), which
could generate and retain revenue for reinvestment into wildlife management
activities. This reform was reversed by the government through enactment of
the Wildlife Act, No. 14 of 2015 and ZAWA reverted to a state-managed
Department of National Parks and Wildlife (DNPW) in 2015. The key consequences
of this reversal include

1\. Low budgetary allocations by the government to wildlife management
activities, and this is aggravated by the inability of the DNPW to retain
revenues earned from sustainable use natural resources for re-investment in
wildlife management. All revenues from sustainable use of natural resources,
including safari hunting and ecotourism are deposited into the government’s
central treasury for disbursement to a broad range of the government’s
development sectors, with insufficient subventions to the wildlife sector.
2\. Resignation of some key senior personnel, who have sought better
opportunities elsewhere due to the reduced employment benefits in the DNPW
after its transformation to a state-run agency.
3\. Reduced capacity to combat wildlife crime due to low funding and reduce
human capacity to disrupt the escalating poaching and illegal wildlife trade
in Zambia, which is responsible for the loss of more than 90 per cent of the
country’s elephant population. It is estimated that at least 250,000 elephants
once inhabited the country’s savannahs but declined to about 20,839 by 2015
due to the poaching crisis. While several factors can be attributed to the
loss of elephants, such as the ever-increasing demand for ivory, inadequate
incentives for the local communities to support combating wildlife efforts,
etc., the reduced funding and manpower in the DNPW are key influencing
factors.

The strategic planning process will identify strategies and actions to address
the DNPW’s key challenges and define partnership requirements to contribute to
filling the funding gaps for protected areas, as well as capacity building, in
terms of manpower, training, funding models and the requisite equipment that
would enable the Department to effectively manage the country’s rich and
diverse biodiversity. The Five-Year Strategic Plan will also be aligned to the
various national, regional and international frameworks, such as the National
Parks and Wildlife Policy of 2018; the Zambia’s Second National Biodiversity
Plan (2015-25); the Seventh Zambia Development Plan, the Tourism Development
Master Plan; the Cabinet Circular Minute of February 20, 2018 which compels
Government Institutions to adopt the Balanced scorecard Framework for
strategic planning; the Climate Change Policy of 2016; the Zambia’s Vision
2030; the Southern African Development Community (SADC) Protocol on Wildlife
Conservation and Law Enforcement, SADC Law Enforcement and Antipoaching (LEAP)
Strategy, SADC TFCA Programme (2013), SADC Tourism Programme (2020-2030),
Lusaka Agreement on Co-operative Enforcement and Operations Directed to
illegal Trade in Wild Fauna and Flora and several Multilateral Environmental
Agreements (MEAs), which Zambia has ratified – such as CITES, Convention on
Biological Diversity (CBD); Convention on Migratory Species (CMS); RAMSAR
Convention, etc.

PRINCIPAL DUTIES AND RESPONSIBILITIES

The consultant is expected to undertake the following specific activities

a. Liaise with the DNPW to identify key stakeholders to be invited and
involved in the development of a Strategic Plan for the DNPW.
b. Facilitate a two and half day’s participatory workshop focused on
i. Analysis of the DNPW’s existing capacity to effectively manage biodiversity
across a broad spectrum of protected areas (National Parks, Game Management
Areas, and Wildlife and Bird Sanctuaries), and identify gaps both in terms of
its internal capacity to fulfill its mandate to protect, manage, and promote
sustainable utilization of the country’s biodiversity.
ii. Analysis of the existing partnerships in the management of protected areas
(National Parks, Game Management Areas, and Wildlife and Bird Sanctuaries),
and identify gaps and the most effective partnership model in terms of short
and long-term financing and capacity building that should be promoted for the
management of protected areas in Zambia over the next five years (2021-2025).
iii. Models that could be adapted by the DNPW in the management of protected
areas and wildlife in Zambia.
iv. Development of common vision, goals, objectives, actions and key
performance indicators for the DNPW for the next five years (2021-2025).
c. Carryout desktop literature review to identify the most effective
partnership models for inclusion in the Strategic Plan for adaptation by the
DNPW. This will be supplementary to the workshop recommendations.
d. Draft DNPW’s five-year Strategic Plan for review by VukaNow, DNPW, and
approval by the Zambia’s Ministry of Tourism and Art and revise accordingly
based on feedback from stakeholders including DNPW-Zambia and VukaNow.

DELIVERABLES

The following deliverables are expected

1\. Detailed Workshop Design Document inclusive of agenda, activity plan, and
DNPW’s approved list of stakeholders to participate in the strategic planning
workshop – 2 days
2\. a) Final Preparation and Facilitation of 2.5 Day Workshop.
b) Workshop report describing key outcomes related to (i) existing and
required capacity to effectively manage biodiversity across the entire
spectrum of wildlife protected areas in Zambia over the next five years
(2021-2025).
c) Summary of the most effective partnership model(s), inclusive of lessons
distilled from literature review for the short, and long-term financing of
wildlife protected areas and activities in Zambia – 9 days
3\. First Draft of five-year Strategic Plan for the DNPW, aligned to the
various national frameworks and relevant international conventions – inclusive
of the vision, goals, objectives, actions – incorporating requirements for
capacity building and partnerships for effective protected areas and wildlife
management in Zambia, and key performance indicators – 12 days
4\. Final Draft Strategic Plan, incorporating DNPW and VukaNow’s comments for
submission to the Ministry of Tourism and Art for approval – 2 days

ELIGIBILITY CRITERIA

The selection of the successful consultancy firm will be guided by the
following criteria

> Experience in strategic planning in Wildlife Management/Natural Resource Management or related field
> Minimum 10 years’ experience working in the wildlife sector, preferably in southern, or eastern Africa. Familiarity with the Zambia wildlife sector preferred.
> Demonstrated familiarity with strategic plan development processes by way of having successfully worked on a similar strategic plan in the last five years.
> Fluency in English required.

DUTY STATION

The workshop will take place in Lusaka, Zambia. However, the consultant will
work from his/her home prior to and after the workshop.

PERIOD OF PERFORMANCE

The estimated LOE for this assignment is 25 days, inclusive of the workshop
facilitation. The anticipated timeframe start date for the assignment on/about
April 1, 2021 through to June 30, 2021 to accommodate finalization of dates
for the plan and to allow time for comments and revisions to the draft.
