1\. INTRODUCTION
UNESCO Regional Office for Southern Africa (ROSA) seeks the services of a
Comprehensive Sexuality Education (CSE) Digital Specialist. The position will
be on a consultancy type contract and will be under the Education for Health
and Wellbeing (EHW) unit with support to the Our Rights, Our Lives, Our Future
(O3) Programme and O3 PLUS Project.
2\. RATIONALE
Young people all over the world are the most active users of digital
technologies. Over 70% of the world’s youth aged 15-24 are online. Young
people’s engagement in ‘digital spaces’ is diverse, changes continuously, and
is gender-and context-specific. Digital spaces can be formal or explicitly
labelled digital delivery sites and pathways for sexual and reproductive
health and rights (SRHR) education. Young people also engage with information
on SRHR, sexuality and relationships through influencers or apps, which may be
packaged with a range of other content (including commercial content) and may
or may not explicitly aim to educate.
With the emergence of an increasing number of apps, web pages, chat groups and
social media influencers, the SRHR landscape is fast-changing. In response to
the rapidly growing connectivity of young people, SRHR information is
increasingly being delivered through digital spaces, reaching millions. In
2020, the COVID-19 global pandemic, intensified the need for digitalising
learning due to the widespread school closures which saw an increase in time
spent online by AYP. In addition, the growing opposition to CSE and paddling
of misinformation on digital spaces places a demand on CSE advocates to
demystify the myths in the digital spaces and educate young people about SRHR
and services.
Lessons from the ESA region have shown that ICTs can be an effective means to
train teachers on a larger scale at a lower cost. Digital SRHR education can
have impacts on knowledge, attitudes and behaviours. It is imperative that
information is made accessible and affordable to ensure correct and accurate
delivery of sexuality education to AYP. It is against this that UNESCO ROSA
appreciates the need to support initiatives that package CSE in online and
offline digital applications to increase the reach to adolescents, young
people, parents and communities through the O3 Programme and O3 PLUS projects.
The engagement of a CSE Digital Specialist will strengthen the EHW Unit’s
capacity to take advantage of the opportunities presented by information and
communication technologies to effectively deliver
accurate and correct CSE.
3\. TASKS
The CSE Digital Specialist will provide conduct the following roles and tasks;
I. Digitalisation of resources on comprehensive sexuality education and
services;
> Supporting team’s efforts to conceptualise and expand access to CSE and services
through various online platforms.
> Institutionalisation of interactive digital platforms to be used across the O3Programme
and O3PLUS implementation eg teacher training, health workers, PCC, Religious
Leaders Toolkit, etc
> Support to the region and country teams with setting up online courses in colleges of Education
> Technical support on the development and modification of the Regional learning Platform in collaboration with developer (LMC)
> Technical support and guidance on digital platforms to be adopted and how to use them for effective delivery of CSE and services
II. Management of the Young People Today (YPT) website;
> Redesign the YPT website in line with the current efforts to extend the ESA Commitment
> Manage and provide regular updates to the YPT website
III. Technical Support in the development and maintenance of country and
regional chatbots;
> Dzidzo paden Chatbot expansion within Zimbabwe to more academic levels and subjects
> Support to the development of a regional chatbot under the O3PLUS that will have content on CSE and services
IV. Regional CSE Online Course;
> Technical support on the development of the Regional CSE online course
> Setting up and offering the Regional CSE online course from Harare and providing support to countries
> Supervisory and technical support to the Knowledge Management assistant on the back end work of the CSE online course
> Liaison contact with Regional Learning Platform developers to ensure synchronisation of course registration credentials with access to the RLP
V. Back-end technical support on O3 Programme and O3PLUS social media sites
> Working with communications expert to run the backend of the O3 Programme and O3PLUS social media sites
4\. REPORTING LINES and DELIVERABLES
The CSE Digital Specialist will work under the overall authority of the
Assistant Director General for Education, guidance from the Regional Director,
ROSA, and the direct supervision of the Regional Advisor for Education for
Health and Wellbeing.
Deliverables will be presented in a monthly report against the agreed tasks.
Guidance on prioritisation of tasks will be discussed during the inception
meeting with the successful candidate.
5\. REQUIRED EXPERIENCE AND QUALIFICATIONS
> Individual/Firm/Entity
> A minimum of 5 years relevant work experience supporting ICTs in education
> Demonstrated ability to design and develop online training courses with articulate storyline, or any other responsive course authoring tools.
> Demonstrated knowledge of and experience with web management of a drupal site.
> Familiarity with Moodle Learning Management System or ability to understand and use all aspects of an institutional LMS
> A strong capacity in communication skills and use of various digital communication tools and platforms
> 2 projects on ICT support with at least one of these being on an SRHR related project
Educational Qualifications
> Advanced degree in the following disciplines; Library and Information Science, Information Technology and Communication
> Certification in Course Design, Learning Management Systems and Storyboarding
