1\. Introduction

We Effect is a development organisation founded in 1958 by the cooperative
movement in Sweden. We work in more than 20 countries in Asia, Eastern Europe,
Latin America, Africa, and collaborate mainly with member-based organisations
consisting of women and men who live in poverty. We Effect Southern Africa
consists of four countries with programmes in Zambia, Zimbabwe, Mozambique and
Malawi. Our values are respect, transparency, and together.

2\. The Assignment

We Effect is inviting IT companies to submit tenders for IT support services.
The assignment will require the services of an experienced IT Service support
provider and includes

1\. Infrastructure Assessment

> Assess the existing IT infrastructure in the Conference room, Regional Office and Zambia Office wings and generate a report with recommendations;
> Quote for infrastructural works to be carried out on the three buildings clearly showing cost of all required material and estimated working hours; and
> Implementation plan for acquisition.

2\. IT Support Services

Develop and provide with a proposal for IT support services that will be
carried out for one year.

The proposal should

> Detail types of IT services to be rendered, hardware and software capabilities are to be highlighted;
> Detail the availability of IT support team; and
> Detail the billing terms.

We Effect’s IT strategy is to keep it simple but keep up with changes and use
technology that is useful to the organisation. Since IT is not We Effect’s
core business, it is important that the contractor will be a dependable and
proactive partner in this area. Against this background, cost efficiency and
user friendliness for the end users as well as for administrators is critical.

The IT support service provider will be directly supervised by the Regional IT
Officer.

4\. Expected Output

The expected outputs are

1\. Infrastructure Assessment Report – includes findings and recommendations
in relation to the existing IT infrastructure that exist in in the Conference
room, Regional Office and Zambia Office wings, costs of all material required
and estimated working hours.

2\. IT Support Services Proposal– for IT support services that will be carried
out for one year including details of the types of IT services to be rendered,
hardware and software capabilities are to be highlighted; the availability of
IT support team; and the billing terms.

5\. Timeframe and Payment

> The timeframe of the service agreement is for one year.
> Billing is to be per visit, per job card signed and paid out monthly.

6\. Tenders

The tenders shall consist of the following compulsory minimum requirements

> Company profile and contact person (clearly stating full contact details, physical address and telephone lines);
> TPIN certificate;
> Certificate of incorporation or registration;
> VAT registration; and
> Tax clearance certificates.

The tenders should also include

> A proposed project plan;
> CVs of the proposed consultant(s) that will be dedicated to We Effect;
> Statements of availability of the proposed consultants for the whole assignment;
> References from at least three reputable organisations of similar assignments completed within the past three years;
> Description of the IT capacity to offer prompt support and access to customer services;
> Membership or affiliation to a relevant professional body;
> Declaration of any business or personal relationships connected to We Effect; and
> Fee rate per workday in ZMW per proposed consultant (s) and total cost in ZMW.

6\. Contact Information

The selected IT support service provider will be invited for a start-up
meeting where the proposed project plan will be presented to We Effect through
a PowerPoint presentation.
