About ACHIEVE Project

The Adolescents and Children HIV Incidence Reduction, Empowerment, and Virus
Elimination ACHIEVE project, funded by PEPFAR through USAID and led by
Pact/Zambia, is working in partnership with the Ministry of Community
Development and Social Services MCDSS, Empowered Children and Adolescents
Program ECAP and other local implementing Partners to improve health and
social services to vulnerable children and adolescents and their families.
ACHIEVE is providing technical assistance to MCDSS to improve the quality,
monitoring, and coordination of services delivered through MCDSS community
structures and other partners working to improve access to health and social
protection services.

Country program goals and intended results
ACHIEVE’s activities in Zambia aim to improve health and social outcomes and
reduce the incidence of HIV among VCA and their families to accelerate and
maintain HIV epidemic control through systems strengthening and capacity
building. ACHIEVE will focus on providing technical assistance to MCDSS and
other implementing partners to support the delivery of high-quality services
to VCA through MCDSS community structures and cadres to improve access to
health and social protection services. Specifically, ACHIEVE will

1\. Strengthen the capacity of the MCDSS, ECAPs, other implementing partners,
and local community structures to manage and deliver high-quality services to
Vulnerable Children and Adolescents VCA;

2\. Support MCDSS to develop a data management system and a database for VCA;

3\. Strengthen the capacity of the MCDSS to improve fiscal accountability and
to manage USAID G2G funds; and

4\. Strengthen inter-sectoral integration and coordination between MCDSS and
stakeholders including other Government of Zambia Ministries such as Health
and General Education and build a supportive multi-sectoral environment for
vulnerable children led by MCDSS through systems strengthening at national,
provincial, and district levels.

To support the achievement of this aim, ACHIEVE has partnered with Social
Workers’ Association of Zambia SWAZ to recruit and provide technical
guidance to 10 Social Welfare Facilitators who will be placed in selected
priority districts of Central, Copperbelt, Eastern, Lusaka, Northwestern, and
Southern provinces. The Social Welfare Facilitators will play a key role in
supporting ACHIEVE’s efforts at district and community levels to support MCDSS
in planning, budgeting, implementing, monitoring, and coordination of delivery
of quality health and social services among vulnerable children, adolescents
and their families to accelerate HIV epidemic control. The Social Welfare
Facilitators’ role in capacity development and skills transfer may include
such activities as coaching and mentoring MCDSS personnel; conducting
training; supporting MCDSS to roll out national case management guidelines;
supporting MCDSS supervisors in data compilation, analysis and use; developing
and rolling out performance standards and capacity assessment tools; and
providing technical and logistical support to district, ward, and community-
level committees.

International Federation of Social Workers IFSW.

Summary of Role
The Social Welfare Facilitators will be placed within the 10 District Social
Welfare Offices to provide technical support to the District Social Welfare
Officer DSWO to operationalize the ACHIEVE project. In the field, the Social
Welfare Facilitator will be under the day-to-day supervision of the DSWO. The
Social Welfare Facilitators will support the existing District Social Welfare
Officers and Community Development Officers to roll out HIV-sensitive
Community Case Management guidelines with a focus on the ward level. They will
in collaboration with existing staff mentor CWACs and CDAs to improve their
capacities in case management for VCA and their families. They will support
the DSWO, DCDO, and ECAP projects in coordinating the implementation of
activities relating to the ACHIEVE initiative. Additional responsibilities of
the Social Welfare Facilitator will include supporting DSWO to aggregate key
indicators from the case records for M&E purposes. They will also support DSWO
and DCDO to set up and/or strengthen the district dashboard concept using the
existing orientation package and tools. This will include adjusting the
indicators to include key information from the ward level case management
which will support reporting to the donor USAID. They will also support DSWO
and DCDO to strengthen the identified district coordination body – DWAC or
DCPC using the existing district coordination orientation package. The SWF
will spearhead district-level orientation of social workers on the
Organizational Network Analysis ONA as well as facilitate community
stakeholder and service delivery mapping activities for effective bi-
directional referral mechanisms.

Social Welfare Facilitator Responsibilities

1. Support the DSWO in the start-up of the ACHIEVE project in the districts with a specific focus on the Community Case Management functions
2. Provide technical support to the DSWO, DCDO, ECAPs and CDA to roll out of performance standards, Capacity assessment and HIV sensitive Case Management tools
3. Support the DSWO and CDA to collect data against the project indicators and aggregate key indicators from the case records for M&E purposes and submit data and monitoring reports at least on a monthly basis
4. Support DSWO and DCDO and actively participate in planning, implementation, and representation of the ACHIEVE project during DDCC meetings
5. Provide mentorship to CWACs and CDAs in the Districts to implement ward-level case management, taking into account their roles under the ECAP projects.
6. Actively participate in the Performance and roll out of monitoring, provision of technical support supervision to the district, ward, and community-level committees
7. Support data entry of ward-level case management information from CWACs and CDAs onto the online data system MIS for VCAs.
8. Support the DSWO and DCDO to set up and strengthen the district data dashboard concept using the existing orientation package and tools and adjust indicators thereof to fit within the ACHIEVE initiative
9. Support and strengthening the identified district coordination body – DWAC or DDCC using the existing district coordination orientation package on child protection and safeguarding at community level
10. Support MCDSS during District level Planning and budgeting processes
11. Support the MCDSS in stakeholder mapping and development of Service Delivery Directories to effectively eliminate bottlenecks and tackle contextual issues that hinder Community level Case Management and access to health and social services among VCAs
12. Actively participate in District and Community level events and activities facilitated by MCDSS, ACHIEVE, SWAZ, and ECAP Projects
13. Coordinating regular monthly ACHIEVE meetings and providing regular progress reports at District level.
14. Perform other duties as delegated.

Essential skills, qualifications, and experience

-->University Degree in Social Work and or other related social science fields.
-->At least 3 years working experience in social work, preferably at a sub-national level, with experience in case management essential
-->Strong technical background in the areas of planning, monitoring, and research
-->Proven understanding of the local development context as it relates to Vulnerable Children and adolescents
-->Excellent oral and written communication skills Self-starter with strong problem-solving skills
-->High degree of cultural competency
-->Strong computer skills PowerPoint, Publisher, and Excel
-->Fluency in written and spoken English is essential
-->Paid up member of the Social Workers’ Association of Zambia SWAZ is an added advantage
