BACKGROUND

On 30th March 2020, the Green Climate Fund (GCF) approved Zambia’s request for
readiness support towards National Adaptation Planning for Climate Resilience.
The grant is administered by the Global Water Partnership (GWP) as the
Delivery Partner (DP). The purpose of the grant is to enable the Government of
the Republic of Zambia (GRZ) to formulate a medium to long term National
Adaptation Plan (NAP) aimed at strengthening systems for integrating climate
change adaptation into development planning and budgeting processes.
Furthermore, once formulated the NAP is expected to facilitate the development
of prioritized adaptation actions with clear strategies on how these would be
financed. By so doing, Zambia would be able to systematically advance the
implementation of prioritized adaptation actions, contribute to the Nationally
Determined Contribution (NDC) and achieve the climate change goals under the
successive National Development Plans (NDPs). The process of formulating the
Zambia NAP will take into consideration Gender aspects as guided by Zambia’s
2017 Climate Change Gender Action Plan and the gender analysis for Zambia
undertaken by GWP.

The Global Water Partnership (GWP) is an intergovernmental organization
established in 1996 to support countries in their efforts to implement more
equitable and sustainable management of their water resources. The network
spans 13 regions with over 3000 partner organizations in 179 countries. The
network has 68 accredited Country Water Partnerships and 13 Regional Water
Partnerships. The global secretariat is in Stockholm, Sweden. More
information http//www.gwp.org. GWP Southern Africa (GWPSA) is the regional
arm of GWP and was launched in June 2000. Over the years, GWPSA has grown
rapidly into a regional network of over 350 Partner organizations concerned
with integrated water resources management and related issues. GWPSA Partners
have formed several Country Water Partnerships (CWP) – 13 out of the 16 SADC
countries now have their own CWP.

The process of developing the Zambia NAP is being undertaken through a Project
Implementation Unit (PIU) under the Climate Change and Natural Resources
Management Department (CCNRMD) in the Ministry of Lands and Natural Resources
(MLNR). Global Water Partnership as the Delivery Partner is providing
technical and implementation support to the Zambian Government. This support
is being provided through the GWP Southern Africa Regional Office (GWPSA)
through a Project Management Unit.

As climate change has added a challenge to development efforts, it is
necessary to integrate adaptation and sustainable development approaches in
planning and budgeting process. This includes integrating climate change
adaptation into existing and upcoming policies, programmes and strategies in
all sectors and at different levels of development planning. Integrating
climate change adaptation in national development planning and other key
national decision-making processes is a critical step to ensure climate change
adaptation and poverty reduction are implemented hand-in-hand. Currently, many
sector policies, the national development plan and budget do not adequately
take climate change adaptation into account due to low awareness levels and
limited capacity on how to effectively develop and integrate adaptation
options. To address this gap, there is need to develop simple tools that can
aid institutions mandated to spearhead development planning and budgeting,
implementation and monitoring as well as to build their capacity on the
application of these tools.

It is for this reason that the Government of the Republic of Zambia, through
the National Adaptation Planning for Climate Resilience (NAP4CR)-Zambia
Project, has set aside part of the GCF readiness grant to support the
development of tools for integrating climate change adaptation into national
and sub-national development plans and budgets. The National Adaptation
Planning for Climate Resilience (NAP4CR)-Zambia Project now seeks the services
of an individual consultant to achieve this objective.

OBJECTIVE OF THE WORK

The objective of the consultancy is to build capacity in key institutions of
government for integrating climate change adaptation into national and sub-
national level development plans and budgets.

SCOPE OF WORK

The scope of work will comprise the following key activities

1\. Reviewing the existing relevant tools and guidelines to assess their
adequacy for guiding the Ministries of Finance, National Development Planning
and key sectoral ministries in integrating climate change adaptation (CCA)
into the national development plan, sector plans and budgets and recommend
improvements where necessary;
2\. Develop additional/supplementary tool/guidelines for integrating CCA into
plans and budgets, where necessary
3\. Based on the tools and guidelines in (a) above, screen the 7th National
Development Plan (7NDP) with a view to determine the extent to which CCA is
integrated in the plan; and identify gaps, challenges and barriers to
integrating and implementing climate change adaptation measures in the
national development plans;
4\. Review the 8NDP formulation process and identify areas/opportunities for
integrating CCA into the plan;
5\. Review the existing systems and procedures being applied by the Ministries
of Finance and National Planning for addressing CCA in plans and budgets;
6\. Identify the points in the national policy and budgeting cycle at the
national level where resilience principles could be mainstreamed, paying
particular attention to entry points that can influence domestic budget
allocation to sub-national CCA interventions;
7\. Mapping out the most practicable way to engage line ministries to develop
adaptation costing work e.g. Climate Change, Environment and Natural Resources
Management Sector Working Group;
8\. Identify international best practices in integrating climate change
adaptation into national development plans and how best these can be localized
and adapted to the Zambian context;
9\. Develop a training manual on integrating CCA into national, sectoral and
sub-national planning and budget processes drawing from best practices and
review works;
10\. Conduct a Training of Trainers on application of the tools and guidelines
for integrating CCA in planning and budgeting processes;
11\. Facilitate two follow-up workshops to review application of tools and
guidelines for integrating CCA into plans and budgets at the national,
sectoral and sub-national level.

OUTPUTS/ EXPECTED DELIVERABLES

The expected deliverables of the assignment are as follows

1\. Inception report with a clear workplan and methodology on how the
consultant will undertake the assignment;
2\. A report on the review of existing relevant tools with identified areas
for further improving the existing tools;
3\. Draft supplementary tools/guidelines for integrating climate change
adaptation into plans and budgets;
4\. Revised final tools that are gender transformative and responsive,
incorporating input/comments from key stakeholders;
5\. Report on the review of the 7NDP identifying gaps, challenges and lessons
for integrating and implementing CCA including identifying areas/opportunities
to integrate CCA into the 8NDP
6\. Analysis Report of existing systems and procedures with identified entry
points in the national policy and budgeting cycle for mainstreaming
adaptation, and recommendations of practical ways for engaging line ministries
to develop adaptation costing work and incorporating international best
practice and lessons from local efforts of integrating CCA in plans and
budgets;
7\. Training of Trainers (ToT) manual and training programme on integrating
climate change adaptation into plans and budgets;
8\. Report of ToT for the planning and budget units of sector ministries on
climate-sensitive planning and budgeting;
9\. Reports of the two follow-up workshops to review application of tools and
guidelines for integrating CCA into plans and budgets at the national,
sectoral and sub-national level

DURATION OF THE ASSIGNMENT

The total duration of the assignment is 90 working days from March to August
2021.

REPORTING

The consultant will report to the Project Manager for the National Adaptation
Planning for Climate Resilience (NAP4CR)-Zambia Project.

DUTY STATION

The duty station will be Lusaka, Zambia.

REQUIRED EXPERTISE AND QUALIFICATIONS

The Consultant required to undertake the assignment described in these TORs
should possess the following minimum qualifications and experience

1\. Minimum of Master’s Degree in either of the following or related fields
economics, environmental economics, development and economic planning,
development studies or policy development and analysis;
2\. A strong knowledge of best practices in integrating climate change
adaptation in development plans and budgets;
3\. Demonstrated experience of more than 10 years in policy formulation,
national development planning and budgeting processes;
4\. Demonstrated knowledge of climate change issues, institutional and policy
environment in Zambia;
5\. Experience of working with diverse stakeholders including governments,
civil society and communities in Zambia;
6\. Demonstrated experience in using participatory planning tools;
7\. Demonstrated experience in developing planning tools and integrating
gender issues;
8\. Hands-on experience of developing training manuals and facilitating adult
trainings;
9\. Domiciled or with at least four (4) years of working experience in Zambia;
10\. Knowledge of Zambia’s government institutional set-up on climate change
governance is a must;
11\. Excellent analytical and writing skills and demonstrated teamwork skills
and ability to work independently;
12\. Excellent written and oral communication skills in English language is a
must.
