Zambia has been implementing a number of programmes to support vulnerable
communities in Zambian. Recent programming areas include nutrition,
agriculture, food security, HIV/AIDS, WASH, financial inclusion, and early
child development.
Background
The Food and Nutrition Security for Enhanced Resilience FANSER project is an
initiative under GIZ for the German Federal Ministry of Economic Cooperation.
The project aims to improve the food and nutritional situation of people
living in food-insecure households, especially women of reproductive age and
children under the age of 2. Since 2015, CRS has been implementing FANSER in
Eastern province, deploying integrated multi-sector interventions to reduce
malnutrition and stunting in target communities. CRS is now planning an
expansion of FANSER activities to two districts of Luapula province, Mwense
and Kawambwa, with implementation slated to run from September 2019 to
December 2021. Luapula has the second highest rate of child stunting 45%,
including 17% severely stunted, wasting 6% and underweight children 15%
of all provinces ZDHS, 2018. FANSER aims to build on its experience in
Eastern province to meet the critical nutrition and food security needs in
Luapula.
Position Summary
The Senior MEAL Officer is responsible for providing guidance on FANSER
Monitoring, Evaluation, Accountability and Learning MEAL strategy and ensure
compliance and alignment with CRS MEAL policies, donor requirements and
industry best practices. The Senior MEAL Officer shall implement and manage an
integrated, user-friendly and robust MEAL system that promotes efficient
capture and management of high-quality data related to project activities and
provides timely and relevant information for reporting to donors.
This MEAL Officer position will ensure that FANSER is being executed according
to stipulated guidelines while encouraging quality reporting and capacity
strengthening of partners and beneficiaries. S/he must analyze systems on the
ground and determine the best way to achieve goals and objectives and track
progress. S/he must be well versed in the development of monitoring tools and
must also capacitate team members in tool development. S/he will analyze the
quality of data provided and ensure that the MEAL system fully captures what
is happening on the ground, recognizing the importance of providing donors
will accurate data and feedback on program activities. The MEAL Officer will
assist in change management and encourage partners to document their success
stories.
Key Responsibilities
-->Follow recommended CRS MEAL methodologies including SMILER Simple Measurement of Indicators for Learning and Evidence-Based Reporting to draft a MEAL plan that captures all donor-mandated and performance indicators with clear channels of communication
-->Plan and conduct regular field monitoring visits to assess project implementation status as guided by the MEAL plan, highlighting project anomalies to the Project Director for corrective action and decision making
-->Conduct evaluations as required, which may involve coordination with external evaluators as needed
-->Implement data quality audits with project managers and partners to ensure collection of quality data for improved implementation and reporting
-->Plan and monitor MEAL activity expenditures in the project budget
-->Build capacity of FANSER project staff in MEAL, conducting technical trainings/presentations and encouraging co-development of monitoring tools to ensure ownership of processes and understanding of MEAL system, indicators and tracking tools
-->Ensure meaningful involvement of partners and beneficiaries in FANSER monitoring and evaluation using participatory methods to develop key indicators and promote community buy-in and accountability and transparency of critical project information including expected timelines and key milestones
-->Produce timely and quality donor reports to summarize the status of implementation in relation to goals and objectives
-->Ensure adherence to reporting requirements, collaborating with FANSER Program Managers to conduct a quality technical review of report content
-->Showcase case change management achievements and support partners in documenting success stories, best practices and any lessons learned
Qualifications
-->Bachelor’s degree in Economics, Statistics, Operations Research or Degree in Social Sciences and a diploma in M&E
-->Three-five 3-5 years’ relevant experience in a position with similar responsibilities, preferably with an international NGO, Community Based Organizations CBOs and related implementing agencies active in Zambia, particularly at the level of field operations
-->Experience in collaborating, learning, adapting CLA or other continuous learning approaches desired
-->Experience of building and/or maintaining databases and undertaking regular data quality checks.
-->Understanding of ethical standards when managing data related to vulnerable children
-->Experience engaging with partner organizations.
-->Experience in working with international donor funded projects and /or international donor agencies in grant management
-->Knowledge of budgeting planning and preparations
-->Knowledge of ICT for Development ICT4D
-->Excellent verbal and written English skills, including ability to synthesize data into narrative reports
-->Experience using MS Windows and MS Office packages Excel, Word, PowerPoint, Web Conferencing Applications, information management systems, statistical software and data analysis packages and ability to learn new platforms as required
