communities in Zambian. Recent programming areas include nutrition,
agriculture, food security, HIV/AIDS, WASH, financial inclusion, and early
child development.

Background

The Food and Nutrition Security for Enhanced Resilience FANSER project is an
initiative under GIZ for the German Federal Ministry of Economic Cooperation.
The project aims to improve the food and nutritional situation of people
living in food-insecure households, especially women of reproductive age and
children under the age of 2. Since 2015, CRS has been implementing FANSER in
Eastern province, deploying integrated multi-sector interventions to reduce
malnutrition and stunting in target communities. CRS is now planning an
expansion of FANSER activities to three districts of Luapula province, Mwense,
Mwansabombwe and Kawambwa, with implementation slated to run from September
2019 to June 2024. Luapula has the second highest rate of child stunting 45%,
including 17% severely stunted, wasting 6% and underweight children 15%
of all provinces ZDHS, 2018. FANSER aims to build on its experience in
Eastern province to meet the critical nutrition and food security needs in
Luapula.

Position Summary

Based in Kawambwa and Mwansabombwe, the Nutrition Project Officer is
responsible for supporting the Regional Program Manager in quality
implementation of integrated nutrition activities under FANSER Luapula, in
collaboration with donor/technical partner GIZ and local implementing
partners. S/he will train the partner Field Supervisors and Nutrition and
Health Promoters in the Care Group model, an internationally recognized
behavior change communication strategy that uses peer education to cascade
recommended maternal and child health and nutrition practices from trained
intermediaries and volunteers to beneficiaries in the communities. S/he will
work closely with implementing partners to implement the Care Group
methodology, providing guidance on volunteer and field staff recruitment and
formation of Care Groups. The Nutrition Project Officer will also act as
coordinator, technical advisor and mentor to local implementing partners and
project staff and intermediaries, including Field Supervisors, Health
Promoters, Sanitation Promoters and Gender Animators. S/he will also support
implementation of Community Led Total Nutrition approach, and transfer of
nutrition-sensitive WASH messaging and behavior change communication to
trained intermediaries and beneficiaries.

Key Responsibilities

-->Organize and facilitate trainings for implementing partner staff and Field Supervisors in essential nutrition actions and other integrated health, WASH and gender topics
-->Train partners and field staff on transferring knowledge to beneficiary households through the Care Group methodology
-->Provide technical guidance and support to local partners on implementation of Care Group model
-->Develop selection criteria for Nutrition Volunteers and support partners and Health Promoters to form Care Groups and neighbor groups
-->Support the Program Manager in mapping and identifying target communities for participation in FANSER Luapula
-->Conduct accompanying supervisory visits with local partners to Health Promoters and other field supervisors as needed, providing constructive feedback to ensure quality service delivery
-->Participate in planning, learning and review meetings with CRS management, partners and the donor as needed, to assess project performance, improve coordination across partners and stakeholders and support identification of success stories, lessons learned and actions for improvement
-->Participate in monitoring and evaluation activities, as required
-->Contribute to report writing as required by the donor and CRS
-->Support the MEAL Manager in training field level staff in data collection tools and support monthly data collection and identifying and sharing lessons learned
-->Support partners and Health Promoters in conducting community-wide health, hygiene and nutrition events
-->Collaborate with local partners to implement Community Led Total Nutrition approach to select communities
-->Ensure linkages and coordination with key stakeholders in Kawambwa or Mwansabombwe, including local health facilities, community-based government health workers, community leaders, and other local organizations implementing health and nutrition activities in the districts
-->Ensure Health Promoters and Nutrition Volunteers and other intermediaries are referring children with moderate or severe under-nutrition correctly for recuperative services at the local health facility
-->Other functions as assigned by the Program Manager

Qualifications

-->Bachelor’s degree in public health, nutrition or related field.
-->Minimum of 2 years of professional experience in health, hygiene and/or nutrition activities or related technical discipline, with at least one year of experience in technical capacity with another NGO.
-->Training in health or nutrition with experience in community development will be considered. Previous experience in health behavior change for improved household nutrition is desired.
-->Experience working with health facilities.
-->Knowledgeable about essential nutrition actions, growth monitoring and promotion, pre- and post-natal care, child health and pre-natal cards, and behavior change methodologies.
-->Strong analytical, facilitation and coordination skills.
-->Experience leading and inspiring people.
-->Ability to transfer knowledge through trainings.
-->Excellent written and verbal communication skills; knowledge of local languages preferred.
-->Ability to work in a team with people of diverse backgrounds.
-->Demonstrated ability to work within communities, while being sensitive to gender and local customs
-->Willingness to travel extensively in the field.
-->Experience with Microsoft word, internet and excel packages.
