PROCUREMENT MANAGER

Overview*>

The Procurement Manager will lead Jhpiego Zambia’s procurement unit
responsible for sourcing, negotiating, purchasing and liaising with all
vendors/ suppliers. The position will establish and monitor systems ensuring
compliance with Jhpiego and donor procurement policies. The position will work
closely with the Director, Finance and Administration and the procurement team
to ensure timely procurement and proactively identify gaps and make
suggestions for improvement.

Responsibilities

> Set up strategies for managing the Country Office’s procurement unit
> Advise the Senior Management Team and the supervisors on leading trends in the procurement field.
> Identify, secure and manage preferred vendors
> Ensure the sourcing of quotations and negotiating prices, terms, delivery and after sale services with vendors.
> Evaluate vendors, perform cost analysis and make vendor selection in line with Jhpiego policies
> Oversee the preparation of the Basis for Vendor selection (BVS) in line with Jhpiego process.
> Ensure that all procurements have the necessary prior donor approvals where applicable or in country approvals as per Delegation of Authority (DOA).
> Prepare Purchase Orders and forward to Vendors/Suppliers with the accompanying terms and conditions.
> Work with vendors to ensure timely delivery of goods/ services and collaborate with Jhpiego/Zambia finance unit to pay obligations in a timely manner.

> Manage customs clearance when receiving international shipments in consultation with appropriate GRZ and USG offices.
> Orient and support country office Procurement Committee
> Establish and maintain tracking systems monitoring progress from submission of procurement request through delivery and payment.
> Liaise with project staff to develop, implement and monitor project procurement plans
> Establish and maintain specification catalogue for frequently purchased items by Jhpiego/Zambia projects
> Develop or use the available tools to track all outstanding payments to vendors and ensure that all vendors are paid promptly and importantly before project close dates
> Provide low-dose, high-frequency capacity building for Country Office staff on procurement processes.
> Liaise with Baltimore staff on approvals, shipments, clearing and deliveries to the country office.

#### Required Qualifications

> Degree in Purchasing and Supply or equivalent, Master’s degree will be an added advantage.
> Minimum 7 – 8 years’ relevant experience
> Experience with US government Rules and Regulations.
> Computer skills including demonstrated hands on-experience with MS Word, MS Power Point, and MS Excel.
> Proficiency in both written and spoken English
> Be of high integrity and have a sense of confidentiality
> A broad variety of administrative, office management and computer skills
> Be self-motivated, proactive and have a positive attitude to work requiring minimum supervision.
> Excellent organizational skills including the ability to handle a variety of assignments sometimes under pressure of deadlines.
> Be cooperative, hardworking, flexible and
> Ability to communicate effectively, instilling trust and confidence.
> Pleasant, warm and outgoing personality.
> Excellent interpersonal and communication skills.
